Police appeal as investigations continue into Cold Bath Road cyclist collision

Investigations into a collision between a car and a bicycle on Cold Bath Road are continuing, two months after the incident happened.

North Yorkshire Police said a woman in her 50s was arrested and released under investigation while officers continue to make inquiries.

It follows the collision at the junction of West Cliffe Grove on Friday, August 12, between a white Vauxhall Viva travelling up Cold Bath Road from the Crown roundabout and a pedal cyclist coming down the road in the opposite direction.

The cyclist – a man in his 50s from the Richmond area – was taken to hospital with serious injuries.

An air ambulance landed on the Stray and most of Cold Bath Road was closed for several hours while police dealt with the scene.

At the time, officers appealed for the driver of a dark-coloured hatchback who stopped at the scene to come forward. They have now said they have traced the driver.

However, they are continuing to appeal for information from anyone who saw either the car or the bicycle.

Witnesses to the collision or anyone with CCTV or dash cam footage is asked to call North Yorkshire Police on 101 quoting incident number 122201422867. Alternatively, email 001282@northyorkshire.police.uk quoting the same reference number.

Gasworks on Cold Bath Road rescheduled until Monday

Major gasworks which were due to start on Harrogate’s Cold Bath Road have been rescheduled until Monday.

Northern Gas Networks is due to carry out maintenance work on the road which is set to last for five weeks.

It will see temporary traffic lights put in place in the area, which is likely to cause delays for motorists.

The work was scheduled to start on Thursday last week.

However, a spokesperson for North Yorkshire County Council confirmed that the roadworks have been rescheduled until Monday, October 17.

The move comes as Northern Gas Networks has been carrying out major maintenance work on main routes through Harrogate, including Ripon Road and Kings Road.

Russ Kaye, business operations lead for the company, said previously:

“We would like to apologise in advance for any inconvenience caused during these essential works. However, it is vital we complete them in order to continue to maintain a safe and reliable gas supply to the residents of Harrogate.

“We want to assure residents and road users that we will be working hard to complete this essential scheme as safely and as quickly as possible.”

‘Rodent dropping’ Harrogate care home no longer registered

The Harrogate care home where rodent droppings were found is no longer registered by the Care Quality Commission.

Government inspectors put Mary Fisher House in special measures this year after discovering rodent droppings in the kitchen and finding some medicine practices to be “unsafe”.

The CQC report detailing the findings, which also said bedrooms “smelt strongly of urine”, was published in April.

The health and social care regulator subsequently said it had “taken action to protect the safety and welfare of people living at the home” by moving them them to other homes.

But it added its legal processes did not allow it to go into further detail at the time because care provider Svivekcaregroup Limited could appeal its findings.

An updated version of the report, released this month after the appeal deadline passed, revealed the CQC had issued notice of a proposal to cancel the home’s registration.

A CQC spokeswoman told the Stray Ferret enforcement action “did not proceed to the final stage”. When the Stray Ferret asked why not, the spokeswoman said:

“The service is now closed, and no longer active on the CQC’s register. No one is living on site, and as far as CQC is concerned the matter is concluded.”

In June, Svivekcaregroup indicated the home, which catered for up to 24 residents on Cold Bath Road, was likely to reopen.

The Stray Ferret has attempted to contact Svivekcaregroup to ask if it still planned to re-open Mary Fisher House or had other plans for the building but has not received a response.

Drivers face 10 weeks of roadworks in Harrogate starting from Tuesday.

Work is being carried out by Northern Gas Networks to replace ageing pipework with plastic pipes.

It will see road closures and temporary traffic lights on many of the main routes into town, including Ripon Road, Kings Road and Cold Bath Road just as children return to school.

Work will take 10 weeks from August 30.

Northern Gas Networks said in a statement that although most work will be carried out on the road, engineers will need access to customer properties to complete the project and ensure the continued safe and reliable supply of gas.

The work will include:

Prologue opens ‘luxury showroom’ for bikes in Harrogate

Performance cycling business Prologue is to open the bike equivalent of a “luxury car showroom” in Harrogate tomorrow.

The showroom will display some of the finest quality bikes on the market, ranging in price from £3,000 to £15,000.

The showroom is based in Wellington House, the former hotel on Cold Bath Road.

John and Rachael Reid opened Prologue in another unit in Wellington House in 2014 — the year the Tour de France came to the Harrogate district.

Since then Prologue’s distinctive yellow branding has become a feature of Cold Bath Road. It has a shop selling cycling gear and clothing, a workshop, a bike fitting area and a café open to everyone.

But it doesn’t sell many bikes simply because there isn’t space.

The new showroom, in the former White Stone Ski and Sports Store, will address that by stocking up to 40 bikes.

The white lines of a road have been painted in the middle of the showroom and bikes will be displayed there, as well as hung from the walls to create a high end feel.

Mr Reid said:

“It will provide that same level of experience you get in a luxury car showroom.

“If you’re buying a high quality bike you want to enjoy the experience of going through that process of looking at it and trying it and getting that personal service.”

Prologue

Prologue is expanding on Cold Bath Road.

Harrogate’s cycling hub

Scottish-born Mr Reid, who previously worked in software sales, opened Prologue eight years ago when he was looking for a change of career and lifestyle.

A keen cyclist, he and his wife, who used to work in the same building on Cold Bath Road when it was home to Harrogate Interiors, funded the business themselves.

They now employ eight full-time staff and several part-time and the shop only closes three days a year.

The business has benefitted from a surge of interest in performance cycling and British success in the Tour de France but the couple have worked hard to create a social hub as well as a business.

They quickly forged links with local clubs Harrogate Nova and Cappuccino Cycling Club, whose members often converge outside. They also host talks on subjects such as nutrition and training and have even hold film screenings.

A launch event for the new showroom at Prologue tomorrow will feature a bike belonging to Tom Pidcock, the Leeds cyclist who represented Team Ineos, the leading British cycling team, at this year’s Tour de France.

Refilling Station eco-shop in Harrogate to close

The Refilling Station is to close after three years of trading in Harrogate.

The plastic-free shop attracted a lot of goodwill when it opened because of the way it promoted sustainable shopping.

Customers bring their own containers for products to reduce packaging waste.

The business initially welcomed customers on Grove Road before moving to larger premises on Cold Bath Road.

Owner Kirsty Dodds said it had a core of loyal customers, but wider support had dwindled over the last two years.

She said the Refilling Station did well during covid when people were reluctant to go to supermarkets and it was able to source products, such as flour, which were in high demand.

“When covid was at a peak people described us as a lifesaver but unfortunately many people didn’t stick with us.

“As soon as the supermarkets caught up they went back to their old shopping habits.”

Ms Dodds said she had really enjoyed running the business but the outlook was bleak for independent shops. She said there was a misconception that supermarkets were cheaper and this, combined with their convenience, made it difficult to compete. She said:

“A lot of people have supported us in concept and on social media but not in person. It is sad but we do have staff and overheads to pay.

Ms Dodds, who lives in Leeds, said the Refilling Station will probably close mid-September but she had yet to finalise a date. She will then focus on another business venture outside Harrogate.

She said she still thought Cold Bath Road was the ideal location for a business like hers. But she feared for the future of independent shops in Harrogate.

“I walked through the town centre recently and yes it was bustling but the shops weren’t that busy and the rents would be far more expensive than Cold Bath Road.

“I find it difficult to imagine a world where independents will survive. A lot will find the next 12 months tricky.

“The outlook is terrifying. I have family too and I feel the pinch. It’s a bleak picture if things keep going the way they are.”

Residents moved from Harrogate care home with rodent droppings

Residents at a Harrogate care home where rodent droppings were found and rooms smelled of urine have been moved to other homes.

Mary Fisher House was rated inadequate and put into special measures in April by the Care Quality Commission, which regulates health and social care.

The CQC report in April, which was based on an inspection in February, found evidence of rodent droppings in the kitchen.

It said some bedrooms smelled of urine, described medicines practices as unsafe and said there were insufficient staff to safely support people.

The four-storey home on Cold Bath Road, which caters for up to 24 residents, relied heavily on agency staff who weren’t properly inducted, it added.

Claire Harris-Winstanley, manager of the home on Cold Bath Road, confirmed it was closed when the Stray Ferret visited today. However, she said it was not clear yet whether the closure would be permanent and declined to comment further at this stage.

Rachel Bowes, North Yorkshire County Council’s assistant director for care and support, said in a statement today:

“We have taken swift action to find new accommodation for 12 residents of Mary Fisher House following a decision by the owner to close for refurbishment.

“This situation has arisen following a recent Care Quality Commission inspection of the home, which identified problems which needed attention.

“Since then we have been working alongside NHS North Yorkshire Clinical Commissioning Group with the home’s owner to try to secure improvements.”

“The owner has decided the best way forwards is to refurbish the premises and to do so without residents in place. As a consequence we are finding alternative accommodation for the 12 residents the county council has responsibility for.

“We understand the situation may be distressing for those involved and we are working diligently to ensure the process causes the minimum disruption to the residents involved. Our absolute priority is the welfare of those affected by this situation and we have been keeping residents, along with their relatives and representatives, fully informed of developments.”

Safety action

One woman, who had a relative at the £600-a-week home until recently, said she was given nine days to find alternative arrangements.

According to the CQC, the home is run by Svivekcaregroup Limited.

The Stray Ferret has tried to contact the provider but has yet to receive a response.

A CQC spokesperson, said:

“The CQC carried out an inspection at Mary Fisher House in Harrogate in February 2022.

“As a result we have taken action to protect the safety and welfare of people living at the home.

“Our legal processes do not allow us to go into further detail at this time. All CQC’s action is open to appeal.”
