No 6: Harrogate Station Gateway ‘descoped’ after legal flaws and political rows

In this article, which is part of a series on the 12 stories in the Harrogate district that shaped 2023, we look at the Harrogate Station Gateway saga in 2023.

The year 2023 was supposed to be the year when the Harrogate Station Gateway started to happen.

After years of talk, work would begin on reducing a section of Station Parade to single lane and James Street would be partly pedestrianised. But not a single shovel has entered the ground and the scheme remains mired in mess.

A meeting of North Yorkshire Council’s Harrogate and Knaresborough area constituency committee was supposed to bring clarity in May.

Cllr Keane Duncan, the council’s Conservative executive member for transport, turned the heat up on the Liberal Democrat-controlled committee beforehand by warning the scheme would be dead if the committee didn’t back it. The “majority of spend”, he added, must take place in 2023/24 budgets so there could be no delay.

Councillors voted 10-3 in favour, which paved the way for Cllr Duncan and the rest of the council’s ruling Conservative executive to press the go button. But the political consensus didn’t last long. The Lib Dems quickly withdrew their support, claiming the council had not engaged in meaningful consultation as promised in May.

They called on Cllr Duncan, who would later win the Conservative nomination to stand in next year’s York and North Yorkshire mayoral election, to resign. He accused the Lib Dems of “weak and inconsistent leadership” and “playing games with the scheme”.

Meanwhile, local property firm Hornbeam Park Developments, which owns some buildings on James Street, launched a judicial review to challenge the council’s decision making.

Lawyers claimed there were six grounds for challenge, including the council’s failure to hold a public inquiry before issuing traffic regulation orders for the scheme. In August, the council confirmed it had “quashed” its May decision to proceed with the gateway. It conceded:

“Due to the necessity of having a public inquiry before confirming the relevant traffic regulation order, it was considered prudent to accept this ground of challenge.”

This prompted Andrew Jones, the Conservative MP for Harrogate and Knaresborough MP, to say the gateway was a” timed-out dead scheme” and offer to intervene to help retain the funding locally.

But the council, which had previously insisted the scheme would be dead if it wasn’t approved, ploughed on and began hastily assembling new proposals.

By November, they suggested public realm improvements to Station Square and One Arch, which is the foot tunnel under the railway at the bottom end of Station Parade, improved access into the bus station and linked sequencing of the traffic lights between the Ripon Road/King’s Road and the Station Parade/Victoria Avenue junctions. The possibility of a southbound segregated cycle lane on Station Parade, while retaining two lanes for motorised traffic, is also being explored.

The political wrangling continued when Lib Dem leader Cllr Pat Marsh accused Cllr Duncan of “pinching” their ideas.

The scheme is one of three worth £42 million being funded by the government’s Transforming Cities Fund to improve station gateways to town centres in Harrogate, Selby and Skipton.

By the end of the year all three had been “de-scoped” because “cost estimates have significantly increased during the detailed design development period”, according to a council report.

The council was keen to gloss over questions about its handling of a scheme, and how it had breached public law by failing to issue traffic regulation orders — particularly as it had awarded £2 million to consultants for help.

Cyclists were frustrated by the loss of what was once hailed as a key project in establishing a secure route from the town centre to Cardale Park. The gateway lexicon had also changed from being about active travel to sustainable transport, suggesting it’s more about better traffic lights than encouraging walking and cycling.

Councillors are expected to decide early in 2024 whether to accept the smaller Harrogate scheme — assuming the government lets the deadline slip. It appears smaller and less controversial than the original plans — but little about the gateway is ever straightforward.

New proposals revealed for scaled-back Harrogate Station Gateway

Plans to improve Harrogate’s town centre may still go ahead in much reduced form, but the costs will not go down, and may yet rise, according to documents published today

The document, published ahead of a council meeting on Tuesday, also gives further details of the proposed £11.2 million Station Gateway.

The original proposals entailed the part-pedestrianisation of James Street and the reduction of a 300-metre stretch of Station Parade to a single lane to make space for cycle lanes. 

But North Yorkshire Council halted the scheme in August following a legal challenge by Hornbeam Park Developments. The council admitted it made an error by not following the correct procedure.

At a meeting on Tuesday next week (November 28), councillors are now set to discuss revised proposals that do not include major alterations to the road layout – the elements that gave rise to the most controversy. 

But despite the more modest scope of the plans, the Supplementary Agenda document published ahead of the meeting states: 

“…a reduced scope scheme is not considered likely to achieve savings but rather will require the entire ‘in principle’ TCF [Transforming Cities Fund] budget”. 

It adds: 

“The risk of further budget increase if a revised project is developed cannot be discounted.” 

The plans to be discussed are believed to focus on those elements of the scheme that gathered the most public support.

The Harrogate Station Gateway scheme is one of three schemes worth £42 million being funded by the government’s Transforming Cities Fund to improve station gateways to town centres in Harrogate, Selby and Skipton. 

North Yorkshire Council’s executive member for highways and transport, Cllr Keane Duncan, said:

“We are now at a critical stage in the delivery of the three projects, which will be transformative for Harrogate, Selby and Skipton. 

“Our revised proposals focus on core elements with the most public support. The plans are affordable, deliverable and are built on extensive cross-party engagement with councillors. 

“We are being clear and realistic about what we can achieve now, and the measures we want to deliver in further stages. 

“This is positive progress that puts us in the best possible position to deliver this landmark package of investment while avoiding potential delays and navigating budget constraints. 

“It means we are ready to submit final business cases for the Selby and Skipton schemes next month, and for Harrogate as soon as is possible.” 

Further detailed work on the Harrogate scheme will be required prior to public consultation next year.

New vision for ‘scruffy’ Harrogate calls for bypass and park and ride

A blueprint for Harrogate has called for a rethink on a bypass and the introduction of a park and ride scheme.

Retired architect Barry Adams devised the document A Vision for Harrogate with support from business group Independent Harrogate in May as an alternative to the £11.2 million Harrogate Station Gateway.

With new gateway proposals due imminently, Mr Adams has updated the document and says it presents a more joined-up approach to the town’s future than the gateway.

It highlights four fundamental issues. They are: introducing a park and ride; considering a bypass to reduce congestion; smartening up the town’s appearance and the creation of a new masterplan with a coordinated approach to town planning.

The vision says the gateway fails to tackle congestion, adding:

“Despite previous so-called consultations as recently as 2019, the problem of congestion will not be addressed until a bypass or relief road is considered to the west and north of the town linking up at both ends with the existing bypass.

“Even with the increasing number of electric cars and hopefully in the not too distant future the use of hydrogen power this will not automatically reduce the ever increasing levels of congestion.”

To complement this, the document calls for a park and ride “without any further delay”. It adds:

“A high quality sustainable transport system using electric powered buses is a key element to deal with congestion. It is an inclusive vision that would appeal to more people and not discriminate against the majority who cannot or who do not wish to cycle or walk.”

‘No fancy gimmicks needed’

The document goes on to describe Harrogate as “scruffy” and says it needs to be cleaned and tidied better if it is to reclaim its title of ‘the jewel in Yorkshire’s crown’. It says:

“No fancy gimmicks are needed. Harrogate is Harrogate. It has a unique character and ambience of its own.”

East Parade

The document, which uses East Parade as a town centre cycle route rather than Station Parade, also calls for an end to one-off “pocket planning’ projects like the gateway and the creation of a joined-up masterplan, adding the last one from 2016 is out-of-date. It says:

“Input is essential from the business community with all their knowledge, vast expertise and experience of the town. We may then have some joined up writing when addressing issues and when funding becomes available for identified projects.”

Mr Adams drew up his vision this year as an alternative to the gateway after consulting with Independent Harrogate, Harrogate Residents Association and a residents group in the Granville Road area.

It described the gateway as the ‘wrong scheme at the wrong time”, adding:

“It is not inclusive but purely a highway engineer’s solution with a ‘tinkering’ of urban design as the current proposals demonstrate.

“One that is obsessed with the business of “changing travel patterns and behaviours” to the detriment of much broader concerns such as the visual appeal in the public realm.

“As a result of this lack of design control, we are getting nothing more than a ‘desktop’ design, from consultants with little or no understanding of Harrogate.”

‘Collective will’ at council to rescue £11.2m Harrogate Station Gateway

Senior councillors at North Yorkshire Council have agreed to consider different options to rescue the £11.2m Harrogate Station Gateway scheme.

At a meeting of the council’s Conservative-run executive in Northallerton this morning, executive member for highways Keane Duncan said there was a “collective will” to secure the “£11m prize” from government to deliver a transport scheme in Harrogate.

The original plans included reducing a 300-metre stretch of Station Parade to single lane to make space for cycle lanes, part-pedestrianising James Street and overhauling Station Square.

A report to councillors today said North Yorkshire Council may now focus on the most popular aspects of the scheme. It does not mention active travel or cycling.

The report added the project was likely to have been scaled-back due to inflationary pressures so some of the changes may have taken place anyway.

The meeting heard the other options were either continuing with the scheme as it is, which may bring more legal peril for the council, or scrapping it entirely.

The council paused the project last month due to a legal challenge from Hornbeam Park Developments.

Cllr Duncan said today:

“There is a collective will across the council that we try and secure investment for Harrogate, this is an £11m prize.

“It’s right we don’t kill off the gateway at this point in time, it is important we take a step back to look at all of the options and see what is deliverable.

“Let’s secure investment, not for investment’s sake, we should exhaust all options to find a way forward.”

Councillors agreed to allow officers to work on detailed options for the scheme.

A decision on what the council intends to do is expected before November but time is running out as the government has said the money must be spent before March 2025.

Business group welcomes decision to halt ‘wrong’ Harrogate gateway scheme

Harrogate District Chamber of Commerce has welcomed the decision to halt the town’s £11.2 million station gateway scheme.

On Thursday, North Yorkshire Council said it had revoked its decision to proceed with the gateway after Hornbeam Park Developments instructed lawyers to launch a judicial review.

Karl Battersby, the council’s corporate director of environment, said it was “taking further advice before deciding how best to proceed”.

But Andrew Jones, the Conservative MP for Harrogate and Knaresborough, said the scheme was effectively dead and called for gateway funding to be retained locally.

Martin Mann, acting chief executive of the chamber, said:

“Harrogate District Chamber welcomes the news that the gateway project has been rescinded but given that all three North Yorkshire County Council / North Yorkshire Council consultations failed to support the scheme, remain disappointed that it took a judicial review to make it happen.

“The chamber and the wider business community has never been against investment in Harrogate, as was implied by senior council officials. We are and always have been against the wrong investment.”

Two member surveys by the chamber revealed a majority opposed to the scheme, which would see James Street partly pedestrianised and a 300-metre section of Station Parade reduced to single lane traffic to make way for cycle lanes.

Mr Mann said the organisation supported calls by Mr Jones and Tom Gordon, the Liberal Democrat candidate for Harrogate and Knaresborough at the next election, for funds to be retained for local active travel and town centre improvements.

“Harrogate District Chamber would also like to publicly thank those who brought the judicial review for finally bringing this project to a halt.

“Our remaining concern is to identify who will be responsible for the £2 million already spent on the project should Andrew Jones and North Yorkshire Council be unsuccessful in retaining the funding.”

‘Appalling failure’ say cyclists

Harrogate cycling campaigner Malcolm Margolis, who is a member of Harrogate District Cycle Action, said

“It would be an appalling failure if the station gateway were to be abandoned because the owner of Hornbeam Park Developments, which also owns substantial property in Harrogate town centre, objects.

“The county council recently held a third consultation specifically to address his promise to launch a judicial review, which he has now done.

“They now need to hold their nerve and defend the review. Station gateway is an essential first step to bring the town centre into the 21st century, make it a more attractive place to spend time and money in, and start to help people walk, cycle and use buses more, and their cars less.”

John Rowe, who is a committee member of Harrogate District Cycle Action, said it had asked the council to clarify what it was doing but he understood the funding had to be used for active travel. He added:

“If the council kills this scheme after failing to deliver on any of the active travel fund awards plus Otley Road, I would worry about their ability to attract future funding.”

The Stray Ferret asked the council whether the gateway funds could be spent on other local projects.

A council spokesperson said:

“It’s not appropriate for us to comment further at this stage.”

 

Judicial review launched against £11.2m Harrogate Station Gateway

A judicial review has today been launched against the £11.2 million Harrogate Station Gateway scheme.

Planning lawyers have been instructed by Hornbeam Park Developments to challenge North Yorkshire Council‘s decision-making on several grounds.

They include the council’s alleged failure to disclose documents relating to climate change, and a failure to properly consult upon the scheme as a result.

The judicial review threatens to de-rail the controversial scheme, which would see James Street partly pedestrianised and a 300-metre section of Station Parade reduced to single lane traffic to make way for new cycling routes.

A spokesperson for Hornbeam Park Developments said:

“Residents deserve to be fully informed on a major scheme with significant environmental and economic impact on our town.

“This judicial review challenges the decision-making process and lack of crucial information provided to the public as part of previous consultations.

“The impact of this disastrous scheme will be felt across the district, but specifically on the businesses on James Street, and residents nearby. These groups should be confident the correct processes and information was provided to help inform the public. Our investigations show this is not the case, so we are challenging this”.

Most Liberal Democrat and all Conservative councillors on North Yorkshire Council’s Harrogate and Knaresborough area constituency committee supported the scheme although the Liberal Democrats later withdrew support.

A statement sent today on behalf of Hornbeam Park Developments said the scheme “has proved unpopular with the majority of residents and local businesses due to potential impact on the local economy and on town centre congestion due to increased waiting times throughout the day”.

It adds:

“Redirected traffic from the town centre gyratory could also make residential streets nearby less pedestrian friendly, fuelling concerns across the town centre.”

Key climate data not released  

Today’s legal challenge claims a council-commissioned climate change appraisal, which concludes the scheme is predicted to result in an increase in 1,356 tonnes of CO2e over its lifetime, was not made available during public consultation or taken into account by the council when it decided to go ahead.

Instead, consultation materials indicated the initiative would be beneficial in terms of climate change.

The judicial review also claims a plan showing proposals for traffic regulation orders on highways such as James Street was incorrect and should have triggered a public inquiry.

The spokesperson continued:

“The decision to omit the damning independent analysis into the predicted carbon emissions of this scheme will contribute during public consultation is shocking.

“In this climate emergency, information around environmentally damaging schemes should be front-and-centre to help people appraise the scheme.

“Instead, we have a document which states that the reduction of Station Parade to one lane and the part-time pedestrianisation of James Street will reduce general traffic capacity and force drivers onto longer alternative routes – predicted to result in an increase in 1,356 tonnes of CO2e over the project’s lifetime.

“Everyone in the town wants to see improvements to the area, but it needs to have a democratic mandate that we can all get behind, and be fully thought through.”

North Yorkshire Council has been approached for comment.

Reform UK announces local parliamentary candidates

Reform UK has announced its prospective parliamentary candidates for Harrogate and Knaresborough and Ripon and Skipton.

The right-wing party was founded as the Brexit Party with support from Nigel Farage in 2018.

It was renamed in 2021 and is now led by Richard Tice.

Reform UK has said it will field candidates in every constituency at the next general election, which must take place within the next 18 months.

It has selected Richard Brown to contest Harrogate and Knaresborough and Simon Garvey to stand in Ripon and Skipton. The seats are currently held by Conservatives Andrew Jones and Julian Smith respectively.

We spoke to both candidates, neither of whom has stood for political office before.

Harrogate Station Gateway ‘ridiculous’

Mr Brown (pictured), an accountant from Harrogate, said he believed local authorities should be more open and accountable.

He described the £11.9 million Harrogate Station Gateway initiative as “ridiculous” and accused the council of wasting public money on schemes most people didn’t want. He cited the £10,000 spent on a fountain in Valley Gardens as another example.

Being an accountant, he said he’d “like to see the figures” before forming a view on what should happen to Harrogate Convention Centre, which has unsuccessfully sought funds for a £49 million upgrade.

Mr Brown said he decided to put his name forward after attending some Reform UK meetings and being “impressed by the quality of people”.

Many Reform UK members had Conservative or UKIP backgrounds, he said, but he hadn’t voted consistently for any party since the days of Margaret Thatcher. He said he voted for the Conservatives at the last election to achieve Brexit.

He said:

“My clients have always told me I should stand as an MP. I thought maybe that’s an itch I ought to scratch.”

Mr Brown said he wasn’t campaigning to make up the numbers. He said people were disillusioned with the Tories and not impressed by Labour or the Liberal Democrats and there was an opportunity to appeal to disaffected Tories.

He said he hoped Reform UK would have a “Berlin Wall moment” by shocking the established political parties and winning in places such as Harrogate and Knaresborough.

‘I backed Boris to get Brexit done”

Simon Garvey (pictured) said he was a mainstream Conservative with no political ambitions who decided to stand because of recent political developments.

Mr Garvey, who lives with his wife and children in Ripon, said:

“I backed Boris to get Brexit done and feel disenfranchised now after Boris was ousted. If Liz Truss was given a chance I would have backed her too as she was chosen by the membership but from a democracy standpoint I don’t feel I can support Rishi Sunak as I don’t think you can have un-elected leaders.”

Mr Garvey has a background in education. Besides teaching in Ripon, he set up Inclusive Learning Systems to develop software for schools.

He cites education, and “good teachers being forced out of the system”, as one of his main concerns, along with the drive to carbon net zero, which he said had affected many people financially.

Mr Garvey said:

“We had an open goal with Brexit. Boris could have led us to a great place financially. But forces outside the political sphere are influencing where the country is heading.”

He predicted if the opinion polls were correct and Labour won the next election, many voters would turn to Reform UK at the following election out of disillusionment with both Labour and the Tories.

Tory mayor candidate says he has ‘vision and fight’ to make a difference

The Conservative hoping to become the first-ever Mayor of York and North Yorkshire has said he has the “vision and fight to make a difference”.

Journalist and councillor Keane Duncan was selected at a meeting of North Yorkshire Conservatives at the Bridge Hotel and Spa at Walshford, near Wetherby on Friday.

Only party members who attended were eligible to vote and the full results have not been announced.

A senior party source told the Stray Ferret six people applied for the role and the field was reduced to three on the ballot paper. Each gave a presentation then answered questions.

They said Mr Duncan received 141 votes, York tech entrepreneur Matt Freckelton polled 38 votes and Zoe Metcalfe, the North Yorkshire Police, Fire and Crime Commissioner who lives near Boroughbridge, received just 15.

Ms Metcalfe has not responded to questions from the Stray Ferret about the vote.

Her role will be subsumed by the mayor’s office after the election in May next year.

Whoever is chosen will also oversee the delivery of a £540m devolution deal, with responsibility for economic development, transport, housing and skills.

Mr Duncan, who is from Malton in North Yorkshire, is a deputy news editor on the Daily Star as well as the Conservative executive member for highways and transport at North Yorkshire Council. His councillor remit includes oversight of the £11.9 million Harrogate Station Gateway,

He said:

“It’s an honour to win the confidence of party members to fight for my home area in this critical election.

“Our landmark £540m devolution deal represents an unprecedented chance to unlock opportunities for everyone who lives here, particularly the next generation.

“My vision for York and North Yorkshire is one that is open for business and proud of success – a greener and more productive area embracing future industries and offering highly-skilled, well-paid job opportunities.”

Andrew Jones, the Conservative MP for Harrogate and Knaresborough, said:

“Keane’s enthusiasm for and knowledge of York and North Yorkshire is impressive.

“He understands the challenges we face and the opportunities which devolution offers to address those challenges in transport, skills, housing and employment.”

The Stray Ferret asked Mr Jones’ office is he voted for Mr Duncan but was told he was in meetings all afternoon and it might not be possible to contact him.

Council spends £2m on consultants for Harrogate’s Station Gateway

More than £2 million has already been spent on outside consultants to work on Harrogate’s controversial Station Gateway scheme, figures reveal.

The £11.2 million active travel project will transform the area outside Harrogate Station to make it more friendly for cyclists and pedestrians.

It’s being led by North Yorkshire Council, which replaced North Yorkshire County Council, which previously led on the project, in April due to local government reorganisation.

To develop the project the council hired global consultancy firm WSP to draw up its business case and preliminary and detailed designs.

Following a freedom of information request submitted by the Local Democracy Reporting Service, North Yorkshire Council has revealed just over £2 million has been paid to WSP so far with the majority going towards design costs.

In a statement, the council argued that its use of consultants for the scheme is commonplace and typical of large-scale active projects across the country.

It also said consultants can help when there is not the required expertise within the council.

But the public sector’s increasing reliance on consultants, often to plug gaps created during austerity, has troubled some with a Guardian editorial published in March stating consultants are a “symptom of shrinking faith in the public sector”.

‘A money pit’

Liberal Democrat councillor for Knaresborough West, Matt Walker, who is a critic of the Station Gateway scheme, told the LDRS that the amount spent on consultants is a signal that the project “is shaping up to be a money pit“ for taxpayers.

Mr Walker, who will be standing for the Lib Dems in next month’s Selby and Ainsty by-election, said:

“That is a huge amount of public money to spend on consultants, more than 15% of the cost of the scheme. It’s a money pit that is not part of a wider strategic plan for active travel and one which does not have the full backing of the local community, or businesses.

“The cost of building materials has already sky rocketed since the original costing for the scheme was done. Are we going to cut back on what is delivered or pour money tax payers money into this scheme?

“What Harrogate needs is real investment, as part of a strategic plan to deal with congestion. Innovative and exciting options for active travel not costly consultants.”

‘Increased consultation pushed up costs’

The council said the sum paid to WSP has increased due to the additional public consultation which led to designs being changed.

Karl Battersby, the council’s corporate director of environment, said:

“Consultants have only been used where there is not sufficient in-house resource or very specific expertise within the council. This is a common occurrence with consultants used for almost, if not all, Transforming Cities Fund projects across the country.

“The cost includes survey work as well as individual disciplines – landscaping, highways, traffic modelling, signals, drainage, lighting – consultation support, planning and Traffic Regulation Orders, and project management, including business case development, risk reviews, programming and attendance at meetings.

“The design cost has increased where additional works have been identified, such as revisions to landscaping or additional consultation engagement.”

Background to the scheme

Among the proposals include redeveloping the area outside Harrogate Station, making Station Parade single-lane to add cycle and bus lanes and part-pedestrianising James Street.

But it’s divided the town with the results of the third and final round of public consultation, published in January, suggesting the Harrogate public are narrowly against it.

It’s still to receive final approval but won the backing of senior councillors in Northallerton at a meeting last month.

The predicted cost of the scheme is now £11.2m — a sum that has risen considerably from the £7.9m initially suggested by council.

Harrogate Station Gateway: new report reveals financial risks

The £11.2 million Harrogate Station Gateway is set to move another step closer next week — but a new report lays bare the financial risks of the scheme.

North Yorkshire Council will meet on Tuesday to discuss whether to submit a full business case to West Yorkshire Combined Authority.

Karl Battersby, corporate director of environment at North Yorkshire Council, has recommended councillors agree to do so.

If they back his recommendation, a 300-metre stretch of Station Parade will be reduced to single lane traffic and James Street partly pedestrianised to encourage cycling and walking.

Station Square would undergo a major overhaul, with the ‘little temple’ outside Victoria Shopping Centre destroyed.

Mr Battersby’s report to the council’s executive says the gateway would arrest town centre decline by increasing footfall, even though many businesses remain opposed.

There are also concerns about other aspects of the scheme, including congestion and parking, and some 2,000 people have signed an online petition opposing it.

Mr Battersby, however, suggests the gateway could be the start of a wider town centre redevelopment. His report says the project will “provide a central active travel ‘hub’ from which ‘spokes’ of further improvements can radiate”.

It adds:

“The project is anticipated to have an overall positive impact on the local economy and the attractiveness and accessibility of the town centre with no exceedances of the annual mean pollutant air quality objectives and a minimal increase in journey times and flows in the worst-case traffic modelling.

“The project therefore provides an overall good contribution to strategic objectives and good value for money.”

The key changes

Mr Battersby’s report to councillors outlines the main changes. They are:

Work is due to start in winter and the report acknowledges the scheme “could impact congestion in the short term before people switch to active and sustainable forms of transport”.

Businesses fear it could affect Christmas trade but the council is under pressure to spend most funding in the current financial year to comply with the terms of the scheme, which is one of three funded by West Yorkshire Combined Authority using Department for Transport funds.

Funding deadline ‘a significant risk’

Mr Battersby’s report warns that if the final cost exceeds budget, savings would be made by either reviewing the materials or “descoping” the project. It says:

“The current funding deadline of 31 March 2024 represents a significant risk to the council as the project is no longer deliverable within this timeframe.

“This risk will be reduced if agreement to extend the deadline is reached, however, the risk of delivery within the set deadline remains and any spend after the funding deadline would be at North Yorkshire Council risk.”

Cllr Keane Duncan, the council’s executive member for highways and transport, said in a statement:

“The Harrogate scheme represents a landmark investment, aiming to rejuvenate the town centre, support businesses and encourage people to travel more sustainably.

“We have responded to councillors’ feedback by pledging to review the Odeon roundabout design prior to final submission and to consider key junctions outside of the scope of the gateway project — Ripon Road/King’s Road/Cheltenham Parade — to further limit congestion.

“The full business case submission would represent a huge step forward for the scheme, enabling us to stay on track to start work in winter 2023.”
