Confirmed: £11m Station Gateway to get green light next week

North Yorkshire County Council has confirmed that the £10.9m Harrogate Station Gateway will be recommended for approval next week.

The Stray Ferret revealed last week that the county council’s executive was expected to give the green light on January 25.

Now the county council, which is the lead partner for the scheme, has confirmed the executive is recommended to take the proposals forward to detailed design stage so work can start in spring or summer.

It says the move will save shops from decline, make the town centre more attractive and improve the town centre for cyclists and pedestrians.

The decision comes despite widespread opposition to the scheme from businesses and residents.

The results of the second phase of consultation, published last month, revealed that of 1,320 people who replied to an online survey, 55% feel negatively, 39% positively and five per cent neutral towards the scheme. One per cent said they didn’t know.

Nevertheless the scheme is expected to proceed with only minor amendments.

A report to councillors acknowledges there has been “a general reduction in the level of support for the changes”. It says the main concerns are the negative impacts on businesses, congestion, air quality and the attractiveness, accessibility and safety of the town centre.

It adds that officers believe:

“The proposals will have an overall positive impact on the local economy, air quality and the attractiveness, accessibility and safety of the town centre with a minimal increase in journey times and flows in the worst case traffic modelling.

“It is therefore considered appropriate that the proposals be taken forward through detailed design and implementation.”

The report adds the “overall impact on retail footfall is expected to be positive”, adding.

“Evidence suggests that the town centre retail sector is at risk of decline in the medium term. There is also a growing body of case study evidence which indicates that the scheme will increase footfall and economic value.”

Regarding concerns that the changes will displace traffic along the A61 Cheltenham Crescent into nearby residential streets, the report says traffic modelling looked at “significant changes (an average change of 3 vehicles per minute or more)”, adding:

“At the worst time of day (the afternoon peak hour) only East Parade experiences a significant increase in flow (5 vehicles per minute).”

The Harrogate scheme is one of three in Yorkshire being paid for with £42m from the government’s Transforming Cities Fund.

County Councillor Don Mackenzie, executive member for access, said:

These proposals represent the biggest investment in Harrogate, Selby and Skipton town centres in decades and aim to increase productivity by making it quicker, easier and safer for people to travel around and connect with economic opportunities.

“We want to encourage more people to travel by foot, bike and public transport because it is good for health and the environment by promoting fitness and reducing congestion. The spending will also provide a welcome boost for our town centres after two difficult years of trading during the pandemic.

“The entire project is a great example of partnership working between Craven District Council, Harrogate Borough Council, Selby District Council, North Yorkshire County Council and the West Yorkshire Combined Authority and is set to deliver real benefits to residents and businesses across our county.

“We have listened to feedback from the public consultations and are confident people will be pleased with the results.”

Councillors urged to drop ‘crazy’ Harrogate Station Gateway scheme

Councillors will this week debate a petition urging them to abandon the £10.9 million Harrogate Station Gateway.

North Yorkshire County Council is due to decide shortly whether to proceed with the scheme, which would part-pedestrianise James Street and reduce traffic to single lane on some of Station Parade to encourage cycling and walking.

A petition by Harrogate Residents Association calling for the scheme to be halted generated 714 signatures.

Petitions that attract 500 signatures are automatically scheduled for debate by the county council.

It will therefore be discussed by the council’s Harrogate and Knaresborough area constituency committee on Thursday – although a final decision on what happens next will be made later.

Anna McIntee, co-founder of Harrogate Residents Association, will be given five minutes to speak before councillors debate the matter for a maximum of 15 minutes.

Ms McIntee told the Stray Ferret it would be “crazy” to proceed in the face of widespread opposition from residents and businesses.

She said:

“I don’t really understand how they can ignore all the residents and all the businesses that oppose it. It would be crazy to plough ahead.”

A report to councillors recommends they ‘note’ the petition and ‘consider a response’. It adds:

“The (gateway) proposals aim to introduce a significant high quality uplift to the public realm in the heart of the town aimed at increasing footfall and quality of experience for residents and visitors.

“They will also provide safe cycling infrastructure and improved footways which is key in promoting healthier and more sustainable travel choices.

“Currently no decision has been taken on implementation of the project, the results of the second round of consultation are being analysed and a report with final recommendations will be taken to the executive early in the new year.”

Three Harrogate business groups have called for the Harrogate Station Gateway scheme to be halted after the latest consultation found a majority was opposed to the scheme.

The results, published yesterday, revealed that of 1,320 people who replied to an online survey, 55% feel negatively towards the initiative, 39% feel positively and five per cent are neutral. One per cent said they didn’t know.

North Yorkshire County Council, which is leading on the scheme, is set to decide whether to proceed next month.

But a statement issued yesterday by the county council suggested it and Harrogate Borough Council, which is also behind the scheme, remain in favour.

A joint statement today from Harrogate District Chamber of Commerce, Harrogate Business Improvement District and Independent Harrogate, accused those behind the project of ignoring criticism and urged them to “put the brakes on”.

The statement said:

“Despite concerns raised by businesses, the civic society and residents who will be directly affected by the proposed scheme, it’s full steam ahead.

“As we have said on many previous occasions that we welcome investment in the town centre and encourage active transport, and during the first round of consultation we put forward a number of alternative suggestions regarding the cycle lanes, James Street and the A61, which have been disregarded. Negative comments are also ignored.

“In the summer, we conducted our own poll, and the majority of those who responded were against reducing the A61 from Cheltenham Parade to Station Bridge to a single carriageway, and pedestrianising James Street.

“At last month’s Chamber meeting, an overwhelming number of those present were not in favour of the proposals.

“With covid having had such a massive impact on business, and our hospitality sector once again suffering due to the latest Omicron strain, can our town centre economy endure a further 12 months of disruption to deliver this project?

“We ask the county council to put the brakes on this scheme, take into account our views, and come back with a revised plan that the majority of business and the public will wholeheartedly support.”

The majority of people feel negatively towards the £10.9 million Harrogate Station Gateway scheme, the latest consultation has revealed.

The results, published today, reveal that of 1,320 people who replied to an online survey, 55% feel negatively, 39% positively and five per cent neutral. One per cent said they didn’t know.

A decision on whether to proceed with the scheme looks set to be made next month.

Although most people do not support it, and there is the threat of legal action from businesses opposed to the scheme, the councils backing the scheme may decide to proceed.

Don Mackenzie, executive member for access at North Yorkshire County Council, said a report would be sent to the council’s executive, probably next month, recommending what action to take.

But he said he was still to be persuaded that “an £11 million investment in the town centre needs to be turned away”.

Cllr Mackenzie said he didn’t envisage many changes if the scheme does proceed, although he suggested cycle storage and access to some businesses affected by the initiative could be amended.

He added the scheme acted on the wishes of the 2019 Harrogate Congestion Study, which 15,500 residents took part in and revealed strong support for better walking and cycling infrastructure, public transport and encouragement to leave cars at home when making short journeys and opposition to building a relief road.

Many of those who responded positively to the consultation were motivated by benefits for walking and cycling, better use of public space and making the town centre a more attractive place for residents and visitors.

Most of those who responded negatively were concerned about the impact on traffic flows, congestion, air quality and local businesses, while some local householders expressed the view that vehicles would be diverted on to their residential streets.

Councillor Phil Ireland, Harrogate Borough Council’s cabinet member for carbon reduction and sustainability, said:

“This scheme offers a fantastic opportunity to secure the largest investment in to Harrogate town centre for 30 years, revitalising the town centre for the benefit of residents, visitors and businesses and ensuring that it is sustainable and can respond to changing consumer demands and expectations.

“The feedback provided during the course of both public consultations is really important to ensuring that we get the best scheme possible and I am grateful to everyone who took the time to respond.”

‘Station Gateway consultation a whitewash’, claim Harrogate petitioners

Harrogate residents described the Station Gateway consultation as a “whitewash” when they delivered a petition today.

Consultation on the revised plans for the £10.9 million scheme, which would see Station Parade reduced to single lane traffic and James Street partly pedestrianised, closes today.

Five members of Granvillle Road Area Residents Association took the petition to Harrogate Borough Council‘s Knapping Mount office at lunchtime today.

They are concerned that re-routing traffic off Cheltenham Parade and Cheltenham Mount through the nearby residential streets where they live will increase traffic and pollution and make it more difficult to park.

Dan Harper, executive officer economy and transport at Harrogate Borough Council, received the petition, which had about 140 signatures. He declined to be photographed by the Stray Ferret.

The residents expressed frustration over the consultation process, claiming it was difficult to get hold of information or people to address their concerns.

Catherine Ward-Brown, who lives on Cheltenham Mount, where traffic will be diverted if Cheltenham Mount is made one-way, said:

“They are trying to force commercial traffic on to residential streets and ignoring valid points made. They are hellbent on sticking to their views. It hasn’t been a consultation — it’s been a whitewash.”

Andrew Jones ‘not willing to engage’

Antonia Lowe questioned why Andrew Jones, the Conservative MP for Harrogate and Knaresborough, had not meaningfully replied to residents’ questions about the scheme.

“He was willing to engage with the process to relocate the post office but isn’t willing to engage with us.”

Rachael Inchboard said:

“He is passing the buck and refusing to engage. He has a duty to the Harrogate residents who voted him in to engage with this at the earliest opportunity. We would like to see him come to Granville Road.”

The petitioners are considering paying to monitor air quality in their local streets as well as launching an online fundraising appeal to pay for an environmental impact assessment, which Harrogate Borough Council did not deem necessary.

Harrogate residents deliver petition opposing Station Gateway

Harrogate residents will hand in a petition today opposing the Station Gateway on the final day of consultation on the £10.9 million scheme.

Members of Granvillle Road Area Residents Association organised the signatures in response to fears that re-routing the A61 will increase traffic in nearby residential streets, such as Granville Road, Back Granville Road, Mount Parade, Back Cheltenham Mount and Strawberry Dale Avenue.

Rachael Inchboard, a member of the association, said about 200 of the 250 homes affected by the changes had signed the petition, which will be presented to Harrogate Borough Council.

After the consultation ends, councils supporting the initiative, led by North Yorkshire County Council, are expected to produce a final report summarising consultation outcomes and outlining the next steps.

Businesses in the town are considering applying for a judicial review to halt the scheme.

Harrogate Station Gateway: why are businesses so opposed?

Businesses and council representatives clashed in a heated two-hour debate about the £10.9 million Harrogate Station Gateway scheme last night.

Harrogate District Chamber of Commerce hosted the largest face-to-face gathering to discuss the revised design plans.

The meeting revealed deep divisions between businesses and those championing the scheme, which aims to make the area around the train station more attractive and easier to navigate for cyclists and pedestrians.

Only four people out of about 75 in the room stood when asked to do so if they supported reducing traffic on Station Parade to single lane.

That is one of the most controversial aspects of the scheme, along with pedestrianising the section of James Street from Princes Square to Station Parade

The meeting ended with some businesses threatening to apply for a judicial review to halt the scheme. But why are businesses so opposed to a scheme that is supposed to make the town centre more attractive and increase visitors?

Below are some of the key talking points.

As consultation on the revised plans, which are supported by North Yorkshire County Council and Harrogate Borough Council, draws to a close on Friday, it remains to be seen whether the issues can be resolved.

1 Why is it necessary?

North Yorkshire County Councillor Don Mackenzie, the executive member for access who is leading on the scheme, said Harrogate was the most congested place in North Yorkshire besides York.

He said a Harrogate congestion study run by the council four years ago in response to the decision not to proceed with a bypass, provided a mandate for change because about 80% of respondents said they wanted the town centre to be friendlier to cyclists and pedestrians. The study generated 15,500 replies, which Cllr Mackenzie said was the council’s “largest ever public engagement”.

Harrogate businessman Terry Bramall said a lot had changed in the four years since the Harrogate Congestion Study. He said plans to pedestrianise part of James Street would “create havoc with traffic flows” and questioned why cycling groups had been consulted but “as a property owner on James Street I haven’t been approached”.

Cllr Mackenzie replied that he’d spoken to three businesses on James Street that were supportive of the scheme and that those proposing it had “made themselves available at all times”.

2 Loss of parking and disruption

Just 40 parking spaces would be lost, said Cllr Mackenzie, mainly on James Street. But some businesses were worried about the knock-on effects.

Sue Savill, director of Party Fever on Station Parade, said plans to reduce Station Parade to single lane traffic and build a cycle route on land currently used for parking outside shops on her side of the street would create major problems.

Matthew Roberts, economy and transport officer at Harrogate Borough Council, said there were plans to make it easier to cross Station Parade but added “you are one of the businesses we need to speak to about logistics”.

Ms Savill said this was all very well but carrying a pallet of stock into the shop from the other side would be problematic.

3 Where is the evidence it will boost trade?

Nick Brown, a Conservative who represents Bishop Monkton and Newby on Harrogate Borough Council, asked whether a detailed economic assessment of the impact on businesses had been conducted and, if so, could it be made public before the consultation ends.

Dan Harper, executive officer economy and transport at Harrogate Borough Council, said the final economic impact assessment couldn’t be produced until the final designs for the scheme, which is currently at revised design stage, were available. Mr Harper said this was the standard ‘continual process’ approach recommended by the Treasury, adding:

“It’s not something we ignore or don’t do.”

Independent retailer William Woods also asked for evidence that the scheme wouldn’t have a negative impact on the town’s economy.

Cllr Mackenzie replied:

“I believe this investment will be a boost to the town centre.”

Hazel Barry, chief executive of toiletries firm H2k, said:

“I don’t see any evidence. There’s nothing in this report that says it will bring me more customers and bring more visitors to the town. If we are going to move forward on this project we need some answers otherwise it’s a lot of money for not much reward.”

4 Is the traffic modelling accurate?

Businesses were sceptical about claims that making Station Parade single lane would not cause congestion or clog up side roads, particularly those off Cheltenham Parade.

Sue Kramer, who owns Crown Jewellers, asked “are we going to let a computer programme decide the future of our roads?”.

Sarah Spencer, of tax consultancy Sarah Spencer Ltd, said such modelling tended to “start with the answer they want and work back”.

Matthew Roberts, economy and transport officer at Harrogate Borough Council, said there would be an extra two or three cars a minute on Cheltenham Mount.

Responding to questions about why Harrogate Borough Council had not deemed an environmental impact assessment necessary, he said:

“The impact on air quality isn’t a massive one.”

Aidan Rayner, Transforming Cities Fund delivery project manager at North Yorkshire County Council, denied claims that traffic data was based on lockdown levels. He said it was based on 2018 levels even though there was evidence that traffic had reduced by 6% since then.

Karl Battersby, corporate director for business and environmental services at the county council, said there had been “no meddling of the data” and said this scheme didn’t go as far as others elsewhere in the country to encourage active travel, which had introduced measures such as low emission zones.

5 Will it make the town centre more attractive?

The gateway aims to improve people’s first impressions of Harrogate when they arrive by train by opening up the space around the Queen Victoria monument. It also aims to increase footfall by encouraging more people to bring their bikes on the train to Harrogate, or make it easier and more pleasant for local people to cross the town centre on bike or foot.

Daniel d’Arcy Thompson, managing director of Fabric and Co, said the gateway epitomised “pocket planning” whereby funding was secured for individual projects that didn’t take a joined-up approach to improving the town. He said:

“This is micro pocket planning at its worst. Until you give us a full scheme it’s just nonsense.”

Cllr Mackenzie said other schemes in the pipeline, such as the Otley Road cycle route, showed a joined-up approach to getting across town by bike.

Fortune Tofa, an accountant, told the meeting:

“The town is looking dated. We need to be bold and embrace this to continue to be relevant.”

Harrogate businesses consider legal challenge to Station Gateway

Harrogate businesses are considering mounting a legal challenge to halt the £10.9 million Station Gateway scheme.

About 80 people attended an at times bad tempered Harrogate District Chamber of Commerce meeting last night, at which numerous businesses clashed with the five men leading the scheme.

Supporters insisted it would make Harrogate town centre more attractive and boost business but business owners were not convinced.

After almost two hours of debate, chamber chief executive David Simister said he had been asked to put forward a motion that said “if the scheme is not halted and thoroughly reviewed, substantially revised and / or scrapped we feel we will have no alternative but to seek a judicial review”.

Attendees overwhelmingly supported the motion, raising the prospect of the scheme heading to the courts.

It is not known which businesses put forward the motion or whether it will be acted on but a judicial review could either derail the scheme or delay it long enough to jeopardise funding.

Karl Battersby, corporate director for business and environmental services at North Yorkshire County Council, which is leading on the gateway scheme, told the Stray Ferret after the meeting:

“We would defend a judicial review robustly because we believe we have followed due process and there is no ground legally to challenge it.”

What happens now?

Individuals can apply to the courts for a judicial review when they believe a public body has not followed the correct procedures. They can’t do so simply because they disagree with the outcome of a decision.

Mr Simister said the chamber hadn’t proposed the motion and it would be up to individual businesses to decide whether to pursue a judicial review.

The gateway scheme aims to transform the area around Harrogate train station. It would part pedestrianise James Street and reduce traffic on Station Parade to a single lane while encouraging cycling and walking.

Although it has widespread public support, it faces strong opposition from businesses, which feel it could damage trade. They also believe there is insufficient evidence to support claims it will enhance footfall and business.

Sue Kramer, who owns Crown Jewellers on Commercial Street and is vice-president of the chamber, was loudly cheered when she said the first consultation on the scheme, held during lockdown was “not fit for purpose” and did not show clear support for the scheme. Ms Kramer said those proposing the scheme “should consider re-holding the consultation”.

Station Gateway: Too much money and creates no-go zones, say residents

Local residents said Harrogate’s £10.9 million Station Gateway scheme could mean unsafe “no-go zones” in the town centre and bottleneck traffic on Station Parade.

The second face-to-face consultation into the project was held today in Victoria Shopping Centre.

The scheme, which could lead to a reduction in parking spaces, the part-pedestrianisation of James Street and potentially up to a year of major road works, received a mixed response.

The main comments from people were about whether the total cost was balanced by the impact on the town and if pedestrianisation will create unsafe areas.

Chris and Maria Littlefair, from Killinghall, questioned whether it was enough to reduce the number of cars on the road. They said:

“Why isn’t there more money being spent on updating the bus station? If they want more people on it they need to make it look more attractive.

“If there’s no alternative to it or a way of getting cars out the centre completely then they need to do something, but I don’t know if this is the solution.”

Gordon Pearson, who will be directly affected on Mount Parade, said:

“Overall I think it’s a good idea but I live on Mount Parade and there will be traffic regulations on the street. The turning from Cheltenham Parade to Mount Parade seems ridiculous to me.

“I think they’re spending a lot of money making the town look pretty but I don’t think it will make much difference.I’d like to see some improvements but I don’t think the amount of spending is acceptable.”

Local resident Emma Knight said:

“I think it’s a lot of money to spend on one small thing when it’s a bigger problem we have. Harrogate had a bit of a disadvantage as it’s on a hill and I’m a keen cyclist but its geography is against it. There needs to be infrastructure around the town not just one spot.

“All these streets that might be pedestrianised won’t be safe, when they shut the town down like that it becomes a no-go zone.”

Louise echoed Ms Knight’s concerns:

“My other major concern is pedestrianising the top of James Street. At night if you have to get to the train station, which they’re promoting, you have to work through yet another pedestrianised area which isn’t something I would be happy doing.

“Compared to Cambridge Street and near the theatre, James Street is the safe route in the town because there are cars through the night. So my compromise would be to allow cars to use it at night so people feel safe.

Concern was raised over an increase of traffic on King’s Road and Station Parade when it becomes one lane.

John said the emissions created by waiting cars could put people and cyclists off visiting:

“At the moment I think it’s a vanity project, there’s money available and this is how it’s being used. They are talking about gentrifying Victoria Gardens but it will still be a main through-fare so the emissions fromt he vehicles will still be present, will people still sit there?”

New designs of Harrogate town centre after £10.9m project revealed

James Street will be partly pedestrianised and Station Parade reduced to single lane traffic in updated designs published today for the £10.9m Harrogate Station Gateway project.

The ambitious scheme aims to encourage cycling and walking and make the town centre more attractive. It has led to concerns from businesses about loss of parking and slower traffic, which could deter shoppers.

Today’s proposals, which are based on previous consultation feedback, say full pedestrianisation of James Street received the strongest public support but this had “the potential to significantly delay the delivery of the scheme”, which could jeopardise funding.

“As such, full pedestrianisation is not considered viable at this time.

“We have therefore decided to progress with a part-time pedestrianisation proposal which restricts vehicle access to ‘loading only’ and at limited times.”

It means non-delivery traffic will be prohibited from Princes Square to Station Parade on James Street at all times.

Today’s proposals say the potential to make all of James Street fully pedestrianised in future “would remain an option”.

Station Parade reduced to single lane

Plans to make Station Parade single lane and create a cycle lane will go ahead as intended.

Improvements to Station Square and the One Arch underpass will be taken forward and the Victoria Monument will remain in its current location after the initial consultation generated a “mixed response” to the idea of relocating it.

Don Mackenzie, executive member for access at North Yorkshire County Council, told the Stray Ferret a lot of people instinctively didn’t like change but the scheme would make Harrogate town centre a more pleasant place for people to visit using all forms of transport.

He said the advice he’d received suggested peak afternoon travel time on the southbound A61 would be extended by just 53 seconds if the northern section of Station Parade is reduced to single lane.

Cllr Mackenzie said:

“I believe that small increase in travel time is well worth other improvements that will make the gateway area to Harrogate far more attractive.”

What is the Station Gateway scheme?

Today marks the start of the latest round of consultation on the the Harrogate scheme, which is one of three projects worth a combined £42m in the pipeline for Harrogate, Skipton and Selby.

They are being delivered in partnership by the West Yorkshire Combined Authority, North Yorkshire County Council, Harrogate Borough Council, Craven District Council and Selby District Council.

The schemes are being funded by the Leeds City Region Transforming Cities Fund, which aims to “transform gateways to towns and cities across the region by making it easier to walk, cycle and use public transport”.

Online events will take place from 6pm until 7pm on October 21 and October 28 for the Harrogate scheme.

Members of the project team will be available to discuss the initiative at the Victoria Shopping Centre on October, 29 October and November 5. A business-only meeting is scheduled for November 1.

Following this consultation, which ends on November 12, a final business case will be prepared before approval is sought to deliver the schemes.

It is anticipated that work will begin by mid-2022 and be completed by March 2023.
