Harrogate nursery currently closed due to ‘unforeseen circumstances’

A Harrogate nursery that has existed for more than 50 years has closed.

Oatlands Pre-School, which opened in 1968, was situated in the former Oatlands Methodist Church on Mount Street and was owned and managed by a voluntary committee.

According to its most recent Ofsted inspection in November 2017, it catered for 25 children aged two to five.

Claire Temple, chair of the Oatlands Pre-School and community centre committee, told the Stray Ferret it had closed due to “unforeseen circumstances” and said she was unable to provide any further information at this time.

The pre-school, which it is believed closed in September, operated from 8.30am to 4pm Monday to Friday throughout term times and provided a lunch club.

Ofsted rated the nursery as ‘good’ in 2017 but its website now describes it as closed.

Petition mooted over Marks & Spencer plans to close Harrogate Oatlands cafe

Marks & Spencer has submitted plans to expand its Simply Food store on Leeds Road, Harrogate and close the cafe.

M&S was granted planning permission to demolish a car showroom and build the store at Oatlands Retail Park in 2012.

It now plans to expand into the adjoining sofa.com unit.

The company actually had permission to occupy the sofa.com site in 2012 but did not want as much space then and chose to sub-divide the unit instead.

A planning document sent to Harrogate Borough Council by commercial real estate agents Avison Young (UK) on behalf of M&S reveals the retailer now plans to expand and ‘remove’ the cafe. It says:

“The current works to reverse the unit’s sub-division reflect changes in consumer demand for food products in the wake of the coronavirus pandemic and a wider business strategy by M&S to invest in and expand its food retail offer.”

A Stray Ferret reader got in touch to say the potential loss of the cafe had not gone down well with customers and some were considering a petition calling on the company to reconsider.

An M&S spokesperson said:

“Our expansion plans at M&S Harrogate Oatlands are designed to deliver a bigger, better and fresher new-look food hall for shoppers and mark a significant investment in the local area.

“Whilst these plans involve closing the in-store café, they will allow us to transform the store to deliver the very best of M&S for our customers in Harrogate, with a bigger range of M&S food products than ever before.”

The woman shaping the Harrogate district’s roads

Barely a day has passed in the Harrogate district this year without some sort of controversy about roads and transport schemes.

Roadworks on Skipton Road, new cycling initiatives, the Harrogate Station Gateway, low traffic neighbourhoods, a park and ride, low-traffic neighbourhoods, speed limits… the list goes on.

Everyone who uses roads seems to have an opinion on them and often they’re not very complimentary towards the highways authority, North Yorkshire County Council.

The chief flak taker is usually Don Mackenzie, the Conservative councillor for Harrogate Saltergate, who as the council’s executive member for access sets the policy. But it’s Melisa Burnham, area manager for the Harrogate district, who is effectively the head civil servant in charge of delivering it.

Ms Burnham, a former Ripon Grammar School pupil, has day-to-day oversight of 1,100 miles of road in the district. The junction improvements at Bond End in Knaresborough in 2018 is among the projects she helped complete. Does she wince when she reads some of the more brutal comments directed at Cllr Mackenzie?

“Very much so. I’ve worked with Don for a number of years and I know he has the best interests at heart.

“A person said to me in Harrogate the other day: ‘You must have thick skin because all you hear are complaints’. They can get quite personal.

“Sometimes we don’t always get it right but we do strive to deliver the best service we can.”

Ms Burnham, who studied geography at Hull University, oversees a capital budget of £7.7 million, of which £2.5 million is being spent on surface dressing 200 sites this year. Leeds Road’s four-week resurfacing cost £800,000 and involved cleaning 105 gullies.

She’s also in charge of gritting from October to April. There are 13 priority routes in the district, including the A59 and the A61. The A1 is Highways England‘s responsibility.

Most criticism, she says, is due to a lack of knowledge. The guy sat in the van apparently doing nothing at roadworks is probably operating the traffic lights, she says, and just because someone doesn’t see gritters doesn’t mean they aren’t operating. Highways officers hold two briefings a day in winter to decide whether to activate the fleet of 13 gritters. Ms Burnham says:

“Sometimes people just don’t have the knowledge and information. The more you can share information with them and the more you can inform people, maybe they complain less.”

There have been plenty of complaints this year about specific projects, not least the biggest one: the £10.9 million Harrogate Station Gateway. The scheme, which aims to transform town centre travel by encouraging cycling and walking and reducing traffic, has upset some businesses that fear the proposals to reduce Station Parade to one lane and pedestrianise part of James Street could damage trade.

Ms Burnham says she wasn’t surprised by the reaction and adds the council has been “listening to both sides about their concerns” and is confident of a “positive outcome for the town”.

Cycling schemes

She acknowledges the Otley Road cycle route has had a “lot of problems” due to delays caused by the exchange of Stray land, utility works and covid but is confident work will finally begin in October.

The county council secured £715,000 funding for three other cycling improvement schemes on Oatlands Drive in Harrogate, Victoria Avenue in Harrogate and the A59 Knaresborough Road but the consultation generated such fierce opposition to the Oatlands initiative from residents in the nearby Saints area that it didn’t proceed.

But change to Oatlands is still very much on the agenda. Ms Burnham says a feasibility report at the end of August will consider measures to ease congestion. She says:

“We recognised we needed to take a step back.

“The feasibility study will look at the options. Residents parking was a key issue — that has been a historic problem in the area, especially with the hospital and schools.”

The £215,000 allocated for Oatlands has been diverted to the other two schemes although it seems the funky cyclops junction mooted for the junction of Victoria Avenue and Station Parade to totally separate cyclists from traffic won’t happen. Ms Burnham says it was just one option and there “might be something similar” instead.

She seems cool on the Pannal park and ride idea, saying further details should be available in a couple of months. She insists it’s still on the table but adds “it has to work financially for the bus service too”.

Low-traffic neighbourhoods

Low-traffic neighbourhoods, which reduce motor vehicles in residential areas, have been another bugbear.

An experimental order was introduced on Harrogate’s Beech Grove in February, which closed the route to through traffic. The move took many people by surprise and some cars were driven across the Stray by motorists determined to keep using the route as a cut through between West Park and Otley Road.

Ms Burnham says reaction was “mixed”

“There was some positive and that sometimes gets lost in the media and social media.”

The experimental order was extended from 6 months to 18 months before decision is made on whether to close the road permanently to through traffic — why? Ms Burnham says it was to allow more time to see how the initiative ties in with other schemes, such as the Otley Road and Victoria Avenue cycling projects.

She says it’s exciting to see a network of connecting cycle routes emerge in Harrogate.

But a Bilton low traffic neighbourhood, suggested this year, is off the agenda, at least until autumn next year. Ms Burnham says the council wants to assess Beech Grove before considering any other low-traffic neighbourhoods.

No more roadworks than usual

She insists that, contrary to popular belief, there are currently no more roadworks than usual.

Harrogate, she says, often has more roadworks than other parts of the county because it is an urban area, adding:

“There’s also a lot of development taking place and because of that a lot of road works need to happen.”

Ms Burnham says the council tries to stipulate that work takes place between 9.30am to 3.30pm on key routes and can insist on night works “when it’s reasonable”.

As for permits to carry out roadworks being extended, and traffic lights lasting for months, which happened on Skipton Road in Harrogate, she says:

“It’s difficult when a company comes to you and says ‘we need to do more work’. Sometimes they do find issues on site.”

Female role model

Ms Burnham, a mother of two young girls who enjoys camping and walking, is one of two women out of 11 senior officers in the highways senior management team. She lives in Northallerton.

The county council workforce is 76 per cent female but highways remains male-dominated. She says:

“Some people still have a surprised reaction when I tell them my job title. That said, we are certainly seeing a positive increase in women into the service. I now have four females in my team.”

Ms Burnham worked for Harrogate Borough Council for four years from 2005, during which she helped deliver the Nidderdale Greenway scheme.

She joined North Yorkshire County Council in 2009 and was a senior engineer in the special projects team and a lead officer in the transport and development team before moving to her current position in 2018.

More than anywhere else in North Yorkshire, the Harrogate district presents both rural and urban transport challenges. She says:

“Harrogate is just that little bit more demanding in terms of its urban nature and popularity of events.”

 

 

Ill feeling lingers after decision to scrap Oatlands cycling scheme

Both sides of the cycling debate have criticised North Yorkshire County Council after it scrapped a controversial active travel scheme for the Oatlands Drive area of Harrogate.

The council received more than £1m from government to improve walking and cycling infrastructure.

It put forward four schemes in North Yorkshire, three of which were in Harrogate and one in Whitby.

But last week it dropped the Oatlands Drive proposals after fierce opposition from residents.

It initially proposed making the whole of Oatlands Drive one-way then revised this to make nearby St Winifred’s Road and St Hilda’s Road one-way.

Both schemes were abandoned, meaning the money will be spent on projects for Victoria Avenue in Harrogate and the A59 in Knaresborough, plus the one in Whitby.

Kevin Douglas, from Harrogate District Cycle Action, said he was disappointed with the way the council handled the Oatlands scheme.

He said:

“The Oatlands Drive one-way idea was dropped by the executive member, Don Mackenzie, at a very early stage.

“Hopefully future plans for the area will involve all agencies.

“On the initial plan, they didn’t even involve St Aidan’s School.

“As soon as there was some opposition they dropped the scheme. That’s disappointing. Hopefully, they learned their lessons and involve more people.”

Mr Douglas said the council had to accept active travel schemes inconvenienced some people and be stronger in the face of opposition if it was serious about improving walking and cycling infrastructure.

He asked:

“Is there a real commitment to dealing with any of this?”

Anna McIntee, who lives on Oatlands Drive, campaigned vigorously against the proposals.

She launched petitions and posted on the Facebook group and website she co-founded, Harrogate Residents Association.

She said “everyone was up in arms” about the plans, which forced her to act.

“Number one for North Yorkshire County Council should have been to engage with residents.

“We want cycling and walking infrastructure but not at the expense of vehicles.”

The council has said the Oatlands consultation responses will feed into an Oatlands constituency feasibility study that will “reassess opportunities” for infrastructure improvements across the area.

But Ms McIntee warned the council could expect more strong opposition if it put forward similar proposals for Oatlands Drive.

“Yes, 100%. They would be wasting their time.”

 

Stray Views: one-way proposals spark safety concerns in the Saints

One-way traffic safety concerns

I fully support the changes specific to Oatlands Road, including the 20mph speed limit, double yellow lines along the Stray and additional safety crossings that will improve the safety of pedestrians and cyclists. But I am really not sure if speed bumps help. Experience in St Winifred’s Road shows that people tend to accelerate between them.

However, I do not support the introduction of one-way controls at St Winifred’s Road and St Hilda’s Road.

Under this proposal, all traffic from Oatlands wishing to enter St Hilda’s Road, St Catherine’s Road and St Ronan’s Road (about 180 properties) must travel down St Winifred’s Road or approach along St Catherine’s, St Hilda’s or St Leonard’s roads from Hookstone or from Wetherby Road at St Winifred’s Avenue where there is already a real pinch point.

Traffic will still be allowed to enter St Winifred’s Road from St Winifred’s Avenue but not allowed to exit onto Oatlands. This means any delivery drivers and visitors will have to do a three-point turn. Refuse collections will need to be re-routed.

From 8.30am every morning there is only single file traffic for the full length of St Winifred’s Road due to parking on both sides of the road by Harrogate hospital workers.

Cyclists most certainly will not have a safe passage from St Winifred’s Avenue to Oatlands, having to cycle against one-way traffic and three-point turns.

I have tried to envisage what will happen at school drop-off and pick-up time. Many driveways at the Oatlands end of St Winifred’s Road are already blocked by cars waiting to pick up children. Imagine delivery and other drivers having to turn around in these circumstances with many schoolchildren passing on the pavements.

There are real safety and environmental concerns raised by the one-way proposal and surely an in-depth and professional study should be undertaken before this proposal progresses further.

Bilton’s iron bridge was once wooden

I just have to write a small note for those of us who are now quite elderly and who lived in Bilton in their youth. What you now call the iron bridge was known as the wooden bridge as it was, of course, made of wood. It was not dark and gloomy but light and airy and a wonderful place to stand and spot trains!

On another note, thank you for the Stray Ferret. I live in the United States and miss my dear Yorkshire and Harrogate in particular very much so my daily dose of local news brings me great comfort.

Harrogate could get county’s first CYCLOPS junction

Harrogate could get the county’s first CYCLOPS junction as part of a scheme to improve pedestrian and cycling safety.

Cycle Optimised Protected Signals are Dutch-style junctions, which separate cyclists from traffic to improve safety for all road users.

The UK’s first CYCLOPS was built in Manchester last year and now Harrogate could get one as part of North Yorkshire County Council’s active travel schemes, which are currently out for consultation.

Melissa Burnham, highways area manager, told a public event yesterday the idea had been put forward for the Station Parade junction of Victoria Avenue, which already has plans for new cycle lanes, a zebra crossing and ‘floating’ bus stop. She said:

“It is not something we have ever installed in North Yorkshire before but it is just an idea of what could be achieved.

“Essentially, the idea would be that any upgrade at this junction would have to incorporate all road users effectively and efficiently but it would be subject to necessary traffic modelling to understand the impact from Station Parade”.

Under the active travel schemes, there are also proposals for a 40mph limit, cycle lanes and junction upgrades on the A59 between Harrogate and Knaresborough.

There were also plans to make Oatlands Drive in Harrogate one-way to free up road space for more cycling and walking improvements but this met strong objections from residents concerned about the impact on traffic.

North Yorkshire County Council has now put forward new proposals for a 20mph limit, junction improvements and restrictions on cars using St Hilda’s Road and St Winifred’s Drive, but there were still similar concerns raised at today’s consultation event.

Saints area ‘more dangerous’

One resident, Nick Manning, said the restrictions would turn nearby streets into rat runs and make the Saints area “more dangerous for walkers and cyclists, especially children walking to school”.

Another resident, Roger Tock, questioned:

“How do North Yorkshire County Council think that the additional cars being forced to access St Winifred’s Road are going to be beneficial to the currently unacceptable pollution and parking problems which have been allowed to be a problem in excess of 10 years?”

In response, Ms Burnham said comments and suggestions from all residents would be taken into account during the consultation process, which recently moved to a second phase with the publication of designs and will run until 12 April.

Councillor Don Mackenzie, the council’s executive member for access, also said while he recognised the concerns around the initial impact on roads, the active travel schemes – along with other projects including the £7.9m Harrogate Gateway and Beech Grove Low Traffic Neighbourhood – would have a “cumulative” effect on cutting congestion and carbon emissions.

“All of these schemes are cumulative and eventually will have the effect of making it more attractive for our residents to walk and cycle rather than get in cars. In that way, we can reduce congestion.

“For example, we originally planned a one-way option for Oatlands Drive but several residents said ‘that would make my journey into town by car longer’. All we were doing there was trying to make it more attractive to use a bike or feet to get into town.

“My point is that many of these interventions here will be cumulative and eventually build up an extremely good walking and cycling network.”

Harrogate walking and cycling schemes: latest plans revealed

People are being invited to comment on designs for three schemes to enhance walking and cycling in Harrogate and Knaresborough.

North Yorkshire County Council has received £1,011,750 from the Department for Transport’s Active Travel Fund for four schemes in the country, three of which are in the Harrogate district.

The Harrogate schemes are:

Following the first phase of consultation, North Yorkshire County Council removed a controversial one-way system for the Oatlands Drive scheme. It has been replaced with a 20 mph zone and traffic calming measures in the nearby Saints area.

NYCC says the results of the consultation will be used to develop the draft designs further before a decision is made on which schemes to progress.

“We have listened to that and are trying to reach a broad consensus about the measures we put in place, given that these directly affect people’s movements and their property.

“We think we can come up with something that addresses most of the concerns raised, but that still provides significant benefits for people who are cycling and walking.

“We encourage residents to take part in this latest consultation. Your views are important to us and they will help shape the final designs of these four schemes.”

1,000 sign petition calling for Oatlands cycling plans to be scrapped

More than a thousand people have signed a petition in just four days calling for the cycling scheme for Oatlands Drive to be scrapped.

North Yorkshire County Council has proposed to make the road one-way southbound and 20mph to widen the footpath and create a segregated cycleway.

The public consultation for that £215,000 scheme closed at the end of February. But the petition organiser hopes that it will be considered if it gains more traction.

Anna McIntee started the petition.

Anna McIntee, who lives in the Saints area of Harrogate, started the online petition which has at the time of writing attracted 1,041 signatures.

She told the Stray Ferret:

“I started the petition on Monday and more than a thousand people have already signed it. That is amazing, I am so pleased with it.

“So many people have already signed it but I hope that we can reach 10,000 signatures by the end of the month, when I will send it to the county council.

“I do like cycling and I have my own bike which I use, I think we should encourage cycling but in a diffent way which does not have an adverse effect on the town.”

The Harrogate and District Cycle Action (HDCA) which consults with local councils believes that it is time for cars to start sharing the road with cyclists more.

Chair of the group, Kevin Douglas, when asked about demand for all these new cycling routes, pointed to North Yorkshire County Council’s congestion survey in 2019.

That survey, answered by 14,000 people, found that 77% would use improved cycling and walking infrastructure if it was built.
