Firefighters called to Pannal business

A faulty storage heater caused a fire at a business in Pannal today.

A member of staff dialled 999 when they noticed smoke at the commercial premises on Station Road.

Firefighters from Harrogate and Knaresborough were summoned to the scene at 8.43am and entered the building wearing breathing apparatus.

North Yorkshire Fire and Rescue Service’s incident log says they discovered a “small fire to a storage heater”, adding:

“Firecrews extinguished the heater, which had developed an electrical fault, and cleared the premises of smoke with a positive pressure ventilation fan.”

The fire, at the unnamed business, was the first of two incidents in the Harrogate district today.

At two minutes past midday, fire crews from Boroughbridge and Knaresborough were called to the A1 southbound near Boroughbridge to deal with a car fire.

A Vauxhall Zafira had caught fire following an engine fault. Firefighters using breathing apparatus dealt with the incident.

The incident log adds:

“Occupants had left scene, believed to have been picked up by another vehicle prior to arrival of emergency services.”

Pannal man takes council to appeal for refusing to let him prune trees

A Pannal man has taken Harrogate Borough Council to appeal for refusing to let him prune willow trees which he believes hang precariously over his house.

Professor Alejandro Frangi, who is an internationally renowned expert on computational medicine, lives by Crimple Beck with his wife and eight children.

He believes the trees next to his house could fall in strong winds and threaten the safety of his young family.

But the council refused him permission to reduce the willows in 2020 and Mr Frangi has now taken the authority to the government’s Planning Inspectorate.

He told a hearing this morning he decided to appeal after the council made the trees subject to a tree preservation order (TPO) following his proposal.

Mr Frangi had previously accused the council of acting “unreasonably” over the matter and made a formal complaint, which the council rejected.

No suggestion of felling

Mr Frangi said he was “not suggesting felling” the trees and that he would rather they were reduced in size.

He told today’s hearing:

“The crown reduction is the least of evils”.

But the council said it took requests for reduction in trees under TPO on a “case by case basis”.

Professor Frangi believes the trees are unsafe for his young family.

Joshua Arthur, speaking on behalf of the authority, said that works to the trees was also “considered unjustified”.

He added that the work would be a “detriment to the conservation area” if felled.

Alan Gilleard, the council’s arboriculture manager, added that work to reduce the size was not a common practice for TPO trees.

He said:

“This is not something we routinely support without strong justification.”

Mr Frangi also argues that the trees are unsafe for his family as they can fall over in strong weather conditions.

He told the Stray Ferret previously:

“These trees risk falling on to my side of the river, straight on my property, posing a risk to my family and property. The council has been acting unreasonably, dismissing the risks and putting TPOs on the trees instead of protecting us.”

William Cooper, a government planning inspector who oversaw this morning’s hearing, will make a site visit to the trees before making a final decision at a later date.

New Pannal business park rejected

Senior Harrogate councillors have rejected plans for a new business park in Pannal as the proposal was “not viable without significant support”.

Harrogate Borough Council’s cabinet last night put the brakes on the proposals for a site off the A61 Leeds Road between the railway line and Crimple Beck.

Councillors also paused plans for a redevelopment of Dragon Road car park in Harrogate and agreed to progress with a housing plan for the Harlow Nursery site provided a new nursery is found.

It comes after council-appointed consultants BDP and Colliers undertook a study to come up with options for three brownfield sites under the Harrogate district Local Plan 2014-35.

Cllr Tim Myatt, cabinet member for planning at the council, told a meeting last night he was not comfortable with the standard of the design for the Pannal proposal.

He said:

“The options presented, which aren’t viable without significant support, are not up to a standard design with which I can feel comfortable.

“There seems little hope to producing something to the quality that I believe the site needs. I will therefore propose that we do not progress with options for the site.”

He also recommended that the employment site be removed from the local plan “at the review stage or during the creation of a new local plan on a North Yorkshire Council geography”.

An officer’s report said the site could be used for high-tech manufacturing, research and development, or business headquarters. Buildings would be up to three storeys and 5,000m sq in size.

The total office space allocated for the site was 10,000m sq alongside 31,500m sq of industrial space.

The officer’s report acknowledged that any development of the site was likely to take place after Harrogate Borough Council is abolished next spring, when the new North Yorkshire Council comes into effect.

Dragon Road redevelopment paused

Meanwhile, senior councillors also decided to pause plans for development on Dragon Road car park in Harrogate.

The site could be used to create affordable flats or extra care housing.

However, Cllr Myatt proposed that the council should ensure that “adequate parking for Harrogate Convention Centre associated vehicles take primacy over site redevelopment”.

He added that the council should “pause consideration of this site until it is clear that the Harrogate Convention Centre redevelopment will be able to accommodate exhibition traffic on site”.

The cabinet did, however, approve plans to procure technical drawings and surveys into how infrastructure for the Nidderdale Greenway cycle route, which passes through the car park, could be improved.

“We do certainly want to see improvements to the cycle path.

“But greater development isn’t possible until the site’s role as a car park for Harrogate Convention Centre traffic has been explored during Harrogate Convention Centre redevelopment.”

Harlow Nursery housing

The council approved plans to press ahead with housing for the site at Harlow Nursery provided a replacement nursery is found.

Cllr Myatt recommended that any sale of the site was “contingent on the relocation of the existing council nursery”.

Consultants hired by the council came up with two options for the site this year. The first option was to build a mix of 57 family homes and flats. The second was to build 62 homes and flats with smaller gardens.

A report before councillors recommended the 62-home option and invites expressions of interest for the land before proceeding to tender for a conditional sale.

Cllr Myatt told councillors:

“On Harlow Nursery, we must make sure that a successful nursery relocation is prioritised and that should be explicitly referenced in our recommendations.”

‘Real solutions’ needed to west of Harrogate congestion, say residents

Residents in Pannal have called for “real solutions” to congestion amid an upcoming “explosion in housing” in the west of Harrogate.

Thea area is set to see up to 2,500 new homes built over the next two decades.

North Yorkshire County Council and Harrogate Borough Council are currently working on the West Harrogate Infrastructure Delivery Strategy, which looks at how the area will cope with increased homes.

The strategy is part of the wider proposals for the area and builds upon the West Harrogate Parameters Plan, which sets out how the area’s infrastructure and services will look.

However, Pannal and Burn Bridge Parish Council has said some of the measures planned by the county council, which include junction modifications, “will do nothing” to ease congestion and called for “real solutions” to the problem.

John Mann, a Conservative county councillor representing Pannal and Oatlands, spoke on behalf of the parish council at a county council executive meeting today.

Cllr Mann (pictured) said an increase in homes would have an impact on local road infrastructure, including the A61 towards Leeds and Bradford.

He said:

“New or vastly improved roads are required, not merely a few modified junctions.

“Previous consultation meetings have been little more than Harrogate Borough Council and North Yorkshire County Council outlining a few junction modifications plans plus a great deal of promotion for cycle and pedestrian paths, plus increased bus services that would not come into operation until all the developments are finished.

“Active travel and buses in and out of Harrogate from the west of Harrogate developments will do nothing to alleviate the daily commute, rat running and school runs through our parish.”

In response, Cllr Keane Duncan, executive county councillor for access, said 

“The county council is working to address congestion in and around Harrogate now and in advance of the planned development in the west of Harrogate, which will see an extra 2,500 homes constructed between now and 2035.

“This major strategic development is key to providing much needed housing and promoting Harrogate’s future economic growth, as is the proposed Maltkiln development.

“It is vital therefore that the council continues essential work on both of these schemes in parallel.

“While the west of Harrogate development is spread over several sites and a number of separate planning applications, a unified approach is being taken for the delivery of essential infrastructure and mitigation of traffic impacts.

“We are working with the land promoters and their consultants, who have been instructed to look at traffic impacts cumulatively and this will be documented in a transport strategy.”

Cllr Duncan added that a “number of junctions” had already been identified for improvement, which would be paid for by developers.

He said further consultation on infrastructure would be held with resident groups and parish councils.

The move comes after the Stray Ferret revealed that North Yorkshire County Council appointed RPS Consulting Services Limited to oversee a review of junction improvements in the west of Harrogate.

The Oxfordshire company was awarded £200,000 as part of the contract.

Park and ride plans still in the works

Meanwhile, Cllr Duncan said work on a park and ride for Harrogate was “still in the feasibility stage” and no decision on its site had been made.

The scheme has long been seen as part of the solution to congestion in the town.

The county council said previously that the plans would take around six months to assess and could be published next year.

“Given this, it would be wrong to rule out or rule in any particular site at this stage”

Hope for improvements to Pannal duck pond despite confusion over ownership

A popular village pond that has turned into a mud bath should begin to improve over the coming weeks.

Pannal duck pond has been in an increasingly poor state over many months amid confusion over its ownership and who has responsibility for its upkeep.

The neighbouring households even received an anonymous, accusatory letter about the pond, signed off “lots of love, the people of Pannal”. It said:

“You and your neighbours have an obligation, indeed, a duty, to remedy this frightful carbuncle and provide a rejuvenated habitat for the boundless wildlife that exits [sic] on and in the surrounding area.

“You need to collaborate with each other and devise an action plan before there is no wildlife left at all – come on!! Start talking to each other and do something about it. Don’t be fat and lazy – put your backs into it and you’ll soon have it looking like it used to!

“Put on your wellies and clean-up for heaven’s sake – remove the traffic cones, the endless plastic bottles, the drinks cans – it’s an utter disgrace and should be thoroughly ashamed of yourselves.”

However, one of the neighbours, Clare Waligora, posted the letter on Facebook and gave the community an update on the pond, explaining its ownership and upkeep are not as straightforward as the letter writer appeared to believe.

Her husband Brian told the Stray Ferret a solicitor had looked into the situation and even he could not establish the pond’s ownership. While the neighbouring households pay an annual fee for an indemnity policy, it was not clear what their obligations were for long-term maintenance.

Mr Waligora said there was an old water wheel with a sluice that used to help with drainage, but it had not been in use for many years. Silt has since built up in the pond, leading to preventing natural drainage and reducing the pond’s capacity.

The nearby households opened a sluice gate to try to allow some of the accumulated debris to clear slowly. Then, last week, heavy rain washed it away in one day and left the pond almost completely drained.

Mr Waligora, who has lived next to the pond for almost 16 years, said:

“Now is the time to do something, but lot of companies wouldn’t even quote because of the access to the pond being so difficult.

“We managed to get one quote of £20,000, but they said it could go up if they were to encounter any issues.”

Mr Waligora said while there was willingness among the neighbouring houses to try to make improvements, that quote was more than they were able to spend.

However, he said they had since received an email from the Environment Agency concerned about the condition of the pond. Mr Waligora is now hopeful the homeowners can work with the agency to find a solution.

He said although it had been unpleasant to receive the anonymous letter through the door, the response from the community had been very supportive.

“I admit during the summer it looked awful and particularly since the heavy rain where it cleared out centuries of debris and created a bit of a stream through there.

“We’ve closed it back up and it should start filling up when we get a heavy rain. We’ve been pleased, despite the letter where the person seemed to represent the Pannal community, most people are appalled and made it clear they had nothing to do with it.

“Almost everyone has been much more helpful which is particularly reassuring for all of us. Since we’ve posted that, everyone I’ve spoken to has been positive and encouraging and willing to help.

“The ownership is a bit of a grey area, but we live around here and we want it to look good like everyone else. We’re willing to put a disproportionate amount of time and money in because we see it more than anyone else but it’s not straight forward.”

Council could create new Pannal business park

Plans to create a new business and industrial site on the southern approach to Harrogate could be progressed next week.

Harrogate Borough Council‘s cabinet will decide on Wednesday whether to begin speaking to developers to gauge interest in the site.

Allocated for employment use in the Harrogate district Local Plan 2014-35, which outlines where development can take place, the site lies along the eastern side of the A61 near Pannal. It is between the railway line and Crimple Beck, north of the Mercedes garage and the M&S Food shop at the petrol station.

A strategic sites masterplanning document prepared by consultants BDP and Colliers will be reviewed by the cabinet as part of the decision next week. It says:

“Crimple Valley Viaduct, to the north-east of the site, is a Grade II* listed building.

“Development of the site should minimise harm to the setting of this designated heritage asset and seek to enhance its significance; this should include retaining key views of the viaduct from within the site and from beyond the site through the site.”

An officer’s report summarising the document said the focus of any development should be on “high quality place-making and low carbon development”, referring to the council’s “aspirations for high-tech/high skilled job creation”.

The consultants’ report suggests the site could be accessed via traffic lights or a roundabout, with pedestrian and cycle access further south to link with bus stops on Leeds Road and the railway station in Pannal.

It says the site could be used for high-tech manufacturing, research and development, or business headquarters. Buildings would be up to three storeys and 5,000m sq in size.

The total office space allocated for the site is 10,000m sq alongside 31,500m sq of industrial space. The report says:

“In order to support the local economy there is a need to provide a range of office, manufacturing and warehousing accommodation from shared spaces to single occupiers.

“There is also the opportunity to include a hub building at the heart of the development that can offer a mix of business space and shared facilities for the business community.

“The site should feel like an extension of the existing community, rather than a gated ‘estate’. Access to the existing right of way along the eastern boundary of the site is to be retained and enhanced with new pedestrian connections through the site and safe crossing points on Leeds Road.”

With the site designed to encourage sustainable travel, one parking space has been allocated for each 40m sq of office space or 50m sq of industrial space.

As well as tree planting through the site, the document suggests a wildflower meadow and attenuation pond could be created to the north of the site, adjacent to Crimple Beck.

The officers’ report acknowledges that any development of the site is likely to take place after Harrogate Borough Council is abolished next spring, when the new North Yorkshire Council comes into effect. It adds:

“Taking into consideration current market conditions/costs and uncertainties around the new strategic objectives of North Yorkshire Council from April 1, 2023, it is currently not clear how much direct involvement the council should or could have in the development of the site.

“Officers therefore recommend the next steps to be engagement in expressions of interest with developers to test market appetite, focussing on high quality place-making and low carbon development.

“This can then inform a future decision about the appropriate level of local authority involvement and timescales for delivery of the site.”

New plans to tackle traffic on Harrogate’s A61

North Yorkshire County Council has revealed it is exploring new plans to cut congestion and improve road safety on one of Harrogate’s busiest routes.

Bus lanes, junction upgrades and cycling and walking improvements are being considered for the A61, which is a key artery connecting Ripon and Leeds.

There are also the long-discussed proposals for a park and ride scheme, which could have multiple sites in Harrogate.

The plans form part of a latest study that is underway after debate over the town’s £11.2 million Station Gateway project last year ignited calls for the Parliament Street section of the A61 to revert to two-way traffic as it was pre-1971.

However, the county council has repeatedly rejected the idea, saying the projected £30 million costs were not manageable.

Councillor Keane Duncan, executive member for highways and transportation, has again reaffirmed the authority’s stance whilst also revealing that a second phase of the Harrogate Transport Improvements Programme study is now focusing on other proposals for the A61. He said:

“Our position on the A61 one-way system remains unchanged.

“A two-way system would be likely to have a detrimental effect on Parliament Street and West Park, increasing congestion along this corridor and worsening air quality for people who live, work and spend time in the area.

“In addition, initial estimates of re-introducing two-way traffic indicated the cost would be at least £30 million. This would now be significantly higher following recent rises in inflation.

“We are preparing a number of proposals for the A61 corridor in line with government guidance on the development of major schemes.

“Detailed work is expected to be complete by the end of this year, after which we will take options to the public for consideration.”

After launching in 2019, the Harrogate Transport Improvements Programme has been hit by recent delays because the work is “extremely time consuming and complex”.

That is according to a council report, which also highlighted how there were further setbacks when the council’s £116 million bid to the government’s Bus Back Better scheme failed to secure any funding.

At the centre of the bid was plans for a Harrogate park and ride scheme and the council has again insisted that this is still a priority.

More than 100 possible sites have been examined and the two most promising were previously revealed as land near Pannal Golf Club and the Buttersyke Bar roundabout south of the village.

These were identified as they connect to the 36 bus service which runs between Harrogate, Ripon and Leeds on the A61.

But Cllr Duncan said more than one park and ride site would be needed in order to make the scheme a success and encourage people to change their travel habits. He added:

“If park and ride is developed further, we will hold further discussions with bus operators, because proximity to existing bus services is crucial to a scheme’s financial viability and sustainability.

“The Harrogate Transport Improvements Programme study focuses on improving provision for walking and cycling, improvements to junctions and enhanced priority for buses along the A61 Leeds Road, and the feasibility of park and ride services across the wider Harrogate area.

“Our aim is to deliver long-lasting benefits in a consistent, co-ordinated way.”

Dozens of objections to ‘ludicrous’ Crimple Valley housing plan

Almost 70 objections have been submitted in two weeks after plans were put forward to build 35 homes in the Crimple Valley.

The outline proposal for Almsford Bank Stables includes 14 affordable homes, seven first homes and 14 self or custom build (SCB) plots.

However, 69 public comments have been received since Monday, June 20, all of which oppose the plans.

Among them, nearby resident Jules Sibson said:

“This application is ludicrous. There is no way the access here would be safe.

“Only a few weeks ago the road was closed for some period of time to a major road traffic accident. The traffic is stacked back on a regular basis, and if it’s not then people speed up and down the hill. A junction here would surely lead to disaster.

“As a local who also regularly enjoys the beautiful walks along here with my children I am literally dumbfounded this planning would even be re-considered.”

Another from Judith Hooper said:

“In the time we have been resident in Harrogate there have been numerous car accidents on Almsford bank, the most recent very serious one being only a few weeks ago.

“Cars accelerate down the bank on reaching the 50mph sign and already have to contend with traffic coming out of Crimple Hall.

“Putting access at the bottom of such a busy section of road, on a bend, seems to invite accidents. At night there are many cars clearly speeding on this stretch. At busy periods traffic is queuing both up and down the hill.”

Campaign group Save Crimple Valley has urged the public to submit objections to the new proposals.

It is the third application for the site site since 2018, when plans for 65 homes were put forward but withdrawn. The following year, a reduced proposal of 35 homes was submitted, but again withdrawn in the face of extensive objections.

The site is not included in Harrogate Borough Council’s local plan, which guides where development can take place in the district.

One objection to the latest proposal by the same applicant said the repeated applications were a “waste of everyone’s time”.

However, the application argues that the district does not have a sufficient supply of SCB sites to meet its obligations.

Consultees have also submitted their responses, with National Highways (formerly Highways England) saying it had no objections to the proposals.

However, some have opposed the plans. The Harrogate branch of the Ramblers’ Association said:

“We object strongly to this latest outline application to develop this site. Any housing development here would seriously damage public amenity…

“We object to the building of houses in this special landscape. We object to this area of countryside being urbanised.

“The indicative layout shows the bridleway diverted onto a new estate road for part of its length. We object because there has been no provision made for the bridleway to be kept separate from the proposed access road to the houses.

“We do not accept a right of way being incorporated into a vehicular access road for a housing development. There is no provision to keep the non-motorised route separate from the housing estate road, but it is unlikely this can be achieved on this site.”

The plans have been submitted by Square Feet Ltd, whose registered address is on nearby Fulwith Mill Lane, and Antela Developments Ltd, two of whose three directors also live on Fulwith Mill Lane.

Missing Harrogate man found safe

Police have said that a missing Harrogate man has been found safe.

North Yorkshire Police issued a statement and picture of the missing man last night.

It said:

“We’re extremely concerned for his welfare, and asking anyone who sees him or knows where he is to get in touch straight away.

“Extensive searches are underway to locate him, including with the NPAS police helicopter.”

Police said later last night that the man had been found safe.

Motorist clocked speeding at 84mph in Pannal

A motorist was clocked driving 84mph through a leafy street in Pannal, the parish council has revealed.

A machine operated by Pannal & Burn Bridge Parish Council records the speed of vehicles on Church Lane and it registered the car racing down the 30mph zone last year.

Since then it has regularly found cars and vans dangerously breaking the speed limit. In May 2022 alone, 277 vehicles were recorded travelling faster than 50mph.

Speeding problem

The parish council has three Speed Indicator Devices (SIDs) within the parish.

The machines flash the current speed to the motorist and run 24/7, with the data then relayed back to North Yorkshire Police.

The council’s chair, Cllr Howard West, said they have begun to publish the data because “many people had no idea” of the speeding problem in Pannal.

Mr West said:

“With more housing being built on the western arc, it will only become worse.

“More white vans for home deliveries under time pressure and more irresponsible drivers were some of the reasons we chose to employ Speed Indicator Devices (SIDs).”

In March 2022, the top three speeds were 76mph, 71mph and 69mph.

Mr West wants to make people aware that Church Lane, Yew Tree Lane and Burn Bridge Road are 30mph zones and through Main Street in the village itself it is 20mph.

He added:

“We’ll keep highlighting those ridiculously high speeds, sometimes around school pick-up times, in the hope that common sense will prevail and people will travel at no more than 30mph or in some cases 20mph in our parish. “
