A formal safety audit is to be conducted at a Killinghall junction after a pedestrian was hit by a vehicle last week.
The news was revealed at a packed meeting last night of Killinghall Parish Council, at which residents vented frustration about safety at the notorious Ripon Road and Otley Road junction.
Michael Harrison, a Conservative who represents Killinghall, Hampsthwaite and Saltergate on North Yorkshire County Council, told the meeting:
“I have a commitment from the county council to do a formal safety audit. It will be proper highways modelling to see what options they will come up with.”
Cllr Harrison added the county council, which is the highways authority, had said it would come up with proposals in three months.
He said he shared residents’ concerns about the junction but admitted he didn’t know the solution, adding.
“If it was obvious there’s no doubt we would have done it.
“I don’t think anyone in this room knows the solution, unless it was a bypass, and I have to say there isn’t support for that.”

Parish council chairman Anne Holdsworth said plans were approved for a Killinghall bypass in 1937 and the village had been campaigning unsuccessfully for one ever since.
One resident told the meeting the person injured on the crossing outside the Greyhounds Inn last week had suffered a broken ankle and was on crutches.
Most people at the meeting agreed speed was a problem at the junction and in the wider village but there was little consensus over what to do.
Opinions included a 20mph limit, a mini roundabout and traffic lights. There were also concerns about the location of the pedestrian crossing and the bus stop as well as the new Tesco Express entrance.

The Ripon Road and Otley Road junction has been added to the agenda of Monday’s Killinghall Parish Council meeting in the wake of the accident.
It may be a new agenda item but it is an old topic, as parish council chairman Anne Holdsworth is only too aware. She says:
“I’ve lived in the village since 1961 and that junction has always been a problem.
“People in the village have been anticipating a collision like this. It’s horrendous but the question is, what do you do?
“I’m not sure what the solution is. All we can do is draw attention to it to the experts.”
The junction is frequently snarled up at rush hour so there are concerns about traffic flow as well as safety.
Vehicles turning right from Otley Road or turning right on to Otley Road often face particularly long delays, and the addition of the Tesco Express — although widely welcomed in the rapidly-expanding village — has added another dimension to drivers’ thoughts at the junction.

Turning right on to Otley Road
North Yorkshire County Council, the highways authority, considered installing traffic lights pre-covid but nothing happened.
Cllr Michael Harrison, a Conservative who represents Killinghall, Hampsthwaite and Saltergate on the county council, said the traffic lights plans were “paused” due to work on the Tesco Express, which opened last year. Cllr Harrison added:
“I have asked the council highways team for an update on this.
“I have previously voiced concerns about potential congestion that signalising that junction might cause, although obviously that has to be balanced against safety concerns which are more apparent since the pub was converted to a Tesco.”
Tackling speed ‘the priority’
Villagers agree it’s time for action — but what is the solution?
Harvey Radcliffe said the junction was “poorly designed and an accident waiting to happen”, adding:
“It’s only a matter of time before someone gets killed. I’ve lived in the village for 12 years and I’ve never seen driving like it recently. I’m genuinely concerned for the kids and older residents of the village.”
Mr Radcliffe said speed prevention measures were the first priority. He said adding traffic lights and moving the bus stop that is close to the Tesco entrance, would help. He added:
“Everyone’s in a rush but when you drive in a populated area, if there is one straight road the quality of driving becomes worse as people just see it as a race track, especially at night. I’ve seen taxis doing 60 or 70mph down Ripon Road.”

The Tesco Express has created another factor for drivers to think about.
A mini roundabout, similar to the ones that have improved traffic flow at Bond End, has been suggested but Killinghall resident Tom Beardsell, who recently posted a video on social media highlighting the problems facing motorists at the junction, isn’t keen. He said:
“There would be more accidents with a mini roundabout as most people don’t know how to use them.”
Mr Beardsell said locals were “absolutely fuming” following this week’s collision and suggested introducing smart lights that allowed traffic to flow on the A61 most of the time but changed when someone pulls up at Otley Road. He said:
“It will disrupt traffic flow but it will be safer.”

Former parish councillor Mike Wilkinson also thinks it’s time for traffic lights.
“As a resident and parent living in Killinghall, l am daily concerned that a fatality at the junction of Ripon/Otley Road will occur due to the unsafe driving witnessed on a daily basis.
“Incidents have been reported to the police and also Harrogate Borough Council but no safety measures have been put in place to give reassurance to the Killinghall residents. I would like a meeting to be set up with relevant agencies and the public to share the recent issues
“Traffic lights would be the best option, and this would stop traffic rushing through the junction especially trying to turn right from Otley Road onto Ripon Road.”
Whatever the parish council calls for this week, the final decision will rest with North Yorkshire County Council, and North Yorkshire Council — which will succeed it on April 1.
North Yorkshire fire service adds motorbike to vehicle fleetNorth Yorkshire Fire and Rescue Service has acquired a new motorbike to reduce the number of accidents and injuries on the county’s roads.
Volunteers from the service will ride the vehicle, known as FireBike, to biker hotspots where they will speak to motorcyclists about road safety.
Statistics show motorbikes make up less than 7% of all traffic in the county but 26% of incidents where somebody is killed or seriously injured.
The new initiative will operate alongside the Biker Down courses run by the fire and rescue service. This free course delivers first aid advice, road, and rider safety for motorcyclists at numerous locations across North Yorkshire.
Andy Creasey, the Firebike project manager at North Yorkshire Fire and Rescue Service, said:
“Sadly we deal with a number of road traffic collisions involving motorbikes each year. Many of these collisions involve serious injury or in the worst cases fatalities.
“My colleagues and I want to do everything we can to improve the safety on the the roads for everyone. Motorcyclists enjoy chatting with likeminded enthusiasts and FireBike will help us deliver positive messaging directly within community.”

Harrogate disability charity explains why some crossings don’t beep
Harrogate-based charity Disability Action Yorkshire has explained why many pedestrian crossings in Harrogate town centre do not make a beeping sound to let blind or visually impaired people know it is safe to cross.
It follows a Stray Ferret article published on Saturday about Harrogate man John Raho, 80, who relies on the noise to help him cross the road safely when vehicles stop and the green man appears.
But from the top of Cheltenham Parade up Station Parade and to the Victoria Avenue junction, 9 out of 10 crossings did not make any noise at all, which Mr Raho said was ‘shameful’.
Mr Raho received some messages of support on social media from people who named other pedestrian crossings in the district where they would like to hear a beeping noise.
Could be confusing
Disability Action Yorkshire was founded 84 years ago and helps disabled people live the life of their choosing.
It has headquarters and a training centre on Hornbeam Park, a residential care home on Claro Road, and a holiday lodge in Lincolnshire.
Its chief executive Jackie Snape said she sympathised with Mr Raho’s plight but said having too many crossings making the noise could be confusing.
Ms Snape said:
“[Crossings that don’t beep] is something we hear quite a lot but I do fully understand the reasons.
“It’s where there are two or three crossings close to each other. People could get confused and walk into the roads.”

Ms Snape said there needed to be greater awareness that crossings that don’t beep have a small cone underneath that can be touched. The cone turns when the green man lights up to indicate it is safe to cross.
But she added that since covid, many people did not feel comfortable touching it.

Victoria Avenue junction
Whilst Ms Snape said it would be confusing to have too many crossings on Station Parade making the beeping noise, the silent crossing at the Victoria Avenue junction “needs looking at” because it wasn’t in close proximity to other crossings.
She said crossings like this should be reported to North Yorkshire County Council through its website.
Ms Snape said:
“We’ve reported machines in the past when they have stopped working. Unless they are reported, the council does not know they are not working properly.”
Ms Snape added that if any blind or partially sighted person would like to report a crossing that does not make a beeping noise, the charity can do it on their behalf through its website or by calling 01423 855419.
Next phase of Otley Road cycle path delayed and reviewedNorth Yorkshire County Council has said it will review the design of the second phase of the Otley Road cycle path in Harrogate.
It follows criticism of the first phase from Harlow Moor Road to Arthurs Avenue/Cold Bath Road, which was completed in January.
Some businesses, pedestrians and cycle groups, including Harrogate District Cycle Action and Hedgehog Cycling, have expressed concerns over the design of the cycle path, particularly that some parts are unsegregated and shared with pedestrians.
Safety concerns for cyclists have also been raised about the Harlow Moor Road junction.
The council previously said it hoped to start work on phase two, which will extend the path to Beech Grove, in April.
But a news release yesterday was more vague, saying work was due to begin at some point in “the next financial year” whilst it takes another look at the designs.
A contractor to build phase two is yet to be appointed.
New guidance
New government guidance on cycle lanes in July 2020 said any new infrastructure should be “high quality, with a strong preference for segregated lanes”.
It warned against councils building routes that require a lot of stopping and starting from cyclists.
The guidance was introduced after the designs for phase one and phase two were published in November 2019.

Council officers met with members of Harrogate District Cycle Action for a “walk-through” of the route last month to listen to their concerns and take on board feedback for phase two.
Creating a safe route
Melissa Burnham, area highways manager at the council, said it recognised there may be parts of the route where the 2020 government guidance “cannot be fully applied”.
Ms Burnham said officers would meet local groups again to review the designs of phase two “in light of this new guidance”.

Work on phase one finished in January.
A council spokesperson stressed that this review would not put the project in doubt, but they did not give further details of what changes might be made, or if they would involve more trees being felled on Otley Road to make room for segregated lanes.
Ms Burnham added:
“We recognise the new cycling guidance and the benefits this brings to users. Where there are such constraints along Otley Road we use the guidance as a starting point to create a safe route.”
The third and final phase, connecting Cardale Park, relies on developer funding and will require detailed planning, including a feasibility study.
Double delay for Kirkby Malzeard road usersIt’s almost two years since a section of church wall collapsed in Kirkby Malzeard, raising safety concerns and causing the closure of one of the principal routes through the village.
The retaining wall at St Andrew’s Church collapsed after heavy rain in February 2020.
Harrogate Borough Council’s plans for reconstruction of the collapsed 10-metre section and refurbishment of a further 30 metres of wall have been revised following drawn-out consultation with villagers and statutory bodies including Historic England.
It means the road to Masham remains shut, with no date for its reopening currently known as Harrogate Borough Council is unable to say when the wall will be rebuilt. However, things could move forward next week.
A council spokesman said:
“An application relating to St Andrew’s Church Wall, Kirkby Malzeard will be considered by the council’s planning committee on Tuesday (15 February), the outcome of which will inform next steps, costs and timescales”.
Lynda English, whose children are pupils at Kirkby Malzeard Primary School, which is across the road from the damaged stone structure, told the Stray Ferret:
“Each time it rains, more debris falls from the graveyard onto Church Street and there are an increasing number of gaps between the stones on the section of wall that is due to be rebuilt.”

“Fencing has been put in place to block off the collapsed section but it still doesn’t feel safe to me and other families living in the Church Bank area, who have to pass each day, when taking children to school.
“The whole village is fed-up with the delay in fixing the wall but, at the same time, we want to ensure that a proper and lasting repair job is done.”

Creets Bridge traffic lights
In a further blow for motorists travelling to, from and through Kirkby Malzeard, traffic is being held up at the grade II listed Creets Bridge, which crosses Kex Beck, on the main road between the village and Ripon.
The centuries-old bridge was reconstructed by North Yorkshire County Council after suffering severe damage in the floods of November 2000.
Now traffic lights, cones and a concrete barrier have been put in place and only single file traffic can cross, as the route awaits new repair work,
At the time of publication the Stray Ferret was unable to establish from NYCC how long it will take to carry out the works.

Harrogate Town removes ticket sales from website for tomorrow’s match
Harrogate Town have taken down a link to purchase tickets for their Carabao Cup first round game against Rochdale AFC tomorrow night.
The move has led to speculation that the club has again run into problems with North Yorkshire County Council around ground safety.
Fans had been able to purchase tickets for tomorrow’s match through the club website until the option was removed. Rochdale fans are also unable to buy tickets through their website.
Some fans have reported online that they were able to purchase tickets at the club’s shop on Commercial Street today.
The Stray Ferret approached Harrogate Town for comment several times this afternoon but did not receive a response by the time of publication.
We also asked the county council if it has issued the club with a safety certificate for the game but did not receive a response.

It is the latest twist in the safety saga, which it appeared had been resolved.
North Yorkshire County Council banned fans from attending a friendly against Sunderland on July 24 after identifying 17 “unacceptable risks” for fan safety at the club’s EnviroVent Stadium on Wetherby Road.
These included problems with the CCTV system, the ground’s control room and stewarding.
With less than three days to go until the club’s first league game of the season on Saturday, which coincidentally was also against Rochdale, the county council issued a safety certificate and fans from both clubs were able to attend.
Supporters had hoped this was the end of the matter but the situation appears confused again now.
Rochdale fans frustrated by ‘embarrassing’ ticket situation at Harrogate TownWith fans still in the dark about whether they will be allowed to attend Harrogate Town‘s opening match of the season, supporters of opponents Rochdale have given a damning assessment of the situation.
Town’s League Two campaign is set to kick off on Saturday at the EnviroVent Stadium on Wetherby Road against the Lancashire club.
There’s about 72 hours to go and it’s still unclear whether fans will be allowed inside the ground after North Yorkshire County Council identified 17 “unacceptable risks” at the stadium, including issues with the CCTV system, control room, and stewarding.
The council’s refusal to issue a safety certificate meant fans were unable to attend the friendly against Sunderland on July 24. Home fans were permitted to watch the final pre-season friendly against Doncaster Rovers on Sunday but no away fans were let in.
No tickets are on sale yet for this weekend’s Rochdale match. A club spokesperson told the Stray Ferret last night it was working “tirelessly and vigorously” behind the scenes to resolve the situation.
But the uncertainty so close to kick off has frustrated Rochdale fans who are unsure whether to plan to make the trip across the Pennines.
Josh Dolan told the Stray Ferret he hoped to take his 18-month old daughter to her first game.
Mr Dolan said the English Football League should intervene and questioned whether Town’s off-the-field operation is set up for the rigours of the professional game. He said:
“How can the EFL not get involved because if this was any other team, like Barrow, Rochdale or Oldham they’d be on us like a ton of bricks? It makes me think are they even ready for the football league? It’s embarrassing for your club really”.

Mr Dolan said Harrogate Town should have communicated the situation better to supporters:
“I would like to say let the fans know in advance due to people that have booked hotels and travel. In a nutshell, they need to liaise with the fans instead of keeping them in the dark”.
Another Rochdale fan, Nathaniel McNulty, is also looking forward to visiting Harrogate for the first time.
He said:
[It’s a] new ground for many, if not all of us, and I was going to make a day of it. I’d not bought tickets for the train just yet, but, like many other Dale fans, I think this is where my frustrations lie. I just want to get it booked and organised for the first game of the season.”
He said he understood that safety concerns needed to be addressed and was skeptical about fans being allowed in.
Harrogate Town friendly tomorrow to allow only home fans“It almost feels like delaying the inevitable.”
Harrogate Town‘s friendly against Doncaster Rovers at 2pm tomorrow will be played in front of home fans only.
The club issued a statement on Thursday confirming that supporters can attend with tickets that can be purchased here.
However, the statement added the club had decided not to sell tickets to away supporters from Doncaster.
It also urged fans not to turn up without tickets as they would not be available on the turnstiles.
The club was forced to play last weekend’s friendly against Sunderland in front of an empty stadium after North Yorkshire County Council identified 17 “unacceptable risks” that led fans to be banned just 24 hours before kick-off.

It is still unclear if the club’s first game of the English Football League season against Rochdale next Saturday will be played in front of fans. Tickets are not currently on sale.
The Stray Ferret was contacted by a season ticket holder this morning frustrated about what they said was a lack of communication from the club about ticketing arrangements for the new season.
Town are due to entertain Rochdale twice within three days: Saturday’s opening league fixture is followed by an EFL Cup fixture on August 10.
Rochdale issued a statement on Friday afternoon saying the club had yet to receive details of ticketing arrangements for the two fixtures. It said:
“As soon as details are received from our hosts we will share with all supporters. Regrettably, until further details are received, we are unable to answer any queries from supporters about either of these two fixtures.”
A Harrogate Town spokesperson said the club did not have an update on the Rochdale game yet.
