North Yorkshire health boss challenges care home isolation guidance

A local public health official has challenged the government over new care home guidance, which he has condemned as a “backwards step”.

The new guidance tells residents to only leave care homes for medical appointments or in exceptional circumstances. On their return they will need to isolate for 14 days.

Richard Webb, director of health and adult services at North Yorkshire County Council, has raised his concerns about the new guidance with the Department for Health and Social Care.

He believes that residents should be able to leave care homes.

Mr Webb said:

“The government guidance is quite restrictive about people in care homes taking trips out. We felt that was a backwards step.

“If you live in a care home you are entitled to get some fresh air. We were a bit disappointed to see some further restrictions. We have raised that with the Department for Health and Social Care.

“As long as it is done safely we would like to see people enjoy the spring sunshine as the rest of us can. Hopefully that will be looked at and we can give some better news in the future.”

This comes as residents at a care home on Claro Road, which is run by Disability Action Yorkshire, said they will defy the guidance as it was a “clear breach” of their human rights.

Jackie Snape, chief executive of the charity, has written to Harrogate MP, Andrew Jones. She warned him that he will receive furious e-mails as a result of the guidance.

She said:

“For the people that live at 34 Claro Road this is devastating. They are young people who just want to have the same freedoms as everyone else.

“They are seeing pictures of groups enjoying a beer outside the pub and they are being told they can’t even go for a walk around the block.”

Harrogate hospital apologises as waiting list nears 16,000 patients

NHS records show that nearly 16,000 people were waiting for treatments at Harrogate District Hospital as coronavirus pushed staff to the brink.

The data reveal how the waiting list has increased by close to a fifth from 13,505 in March 2020 to 15,805 in February 2021.

During the month of February, Harrogate District Hospital was treating 67 coronavirus patients, which was a record number.

Coronavirus has pushed many trusts across the UK closer to breaking point.

The national waiting list reached a new high of 4.7 million in February with 387,000 people waiting for a year to start treatment.

Harrogate District Hospital has said its staff were “working hard” to reschedule appointments and operations.

It also apologised to patients who have experienced delays.

A spokesperson for the trust said:

“The pandemic means that for many of our patients there will be a delay, and waiting times will be longer than we would normally expect.

“The pandemic continues to affect us and how we deliver our services.

“We have arrangements in place to risk assess every patient on our waiting lists to ensure we prioritise people on the basis of their clinical need.

“This can be a worrying time for patients. We know that people will want their procedure as soon as possible, and that waiting may be frustrating.

“We are sorry for any delay that is experienced, and we are continuing to work hard to provide timely care.”

The trust also paid tribute to the efforts of its staff, who the spokesperson described as being “absolutely fantastic throughout the pandemic”.

Harrogate MP backs outdoor dining on the Stray campaign

Harrogate and Knaresborough’s MP has thrown his weight behind a campaign for outdoor dining to return to the Stray.

Andrew Jones MP met Sharon and Simon Colgan, owners of the Blues Bar and The Empress, as well Trish Campbell, bar manager at The Empress, today.

While Mr Jones refused to speak to the Stray Ferret during or after the meeting, the bar owners said that he supported their campaign.

Harrogate Borough Council recently told the Blues Bar, The Empress and Fashion House Bistro that they cannot use tables and chairs on the Stray this year.

The council did approve the measure last year but said after consulting with land owners the Duchy of Lancaster that it “would not be appropriate at this stage.”

Part of the reason the council gave was that it could “potentially inhibit the open access and enjoyment for all.”

Simon Colgan, co owner of The Empress and Blues Bar, told the Stray Ferret after his meeting with Mr Jones:

“Mr Jones seemed dumbfounded that it wasn’t rolling out again.

“He told us he would look into the council’s response, consult the Duchy of Lancaster and its chancellor Michael Gove.

“That is very positive isn’t it? It is great he did not dismiss us. We just want exactly the same as we had last year, there’s no reason not to do it again.

“We did press him and said time was of the essence, we do not want to miss out on this sun. When you go into town you can see there’s an appetite for it.”

Fewston reservoir fly tipper ‘spoils it for everyone’

A fly tipper has dumped several bags of rubbish near Fewston reservoir as more people head out to enjoy the sun and easing of lockdown.

The rubbish was left on Meagill Lane between Wednesday night and Thursday morning. It is unclear who is responsible.

Harrogate Borough Council, which cleans up after fly tippers, is aware and should be sending out a team soon.

Graham Hebblethwaite, chairman of Washburn Parish Council, told the Stray Ferret:

“It is one of the worst fly tips I have seen in the area. We normally get around three or four bags worth, but this is a lot more.

“There are plenty of ways you can get rid of your rubbish, there’s a recycling centre not too far away so why dump it here?

“When people leave so much rubbish it spoils it for everyone. We try our best to keep the area clean, but people should clean up after themselves.”

Washburn Parish Council has organised a litter pick at 10am tomorrow, but will mainly focus on rubbish thrown out of car windows and dropped on walks.

Harrogate soft play centre to close after five years

The owners of a soft play centre in Harrogate have revealed that it is closing after five years in business.

Winkies Harrogate, based in Starbeck, has only been able to open for a couple of months over the last year.

It has been closed since January under the third national lockdown and will not be reopening with other soft play centres on May 17.

With the doors shut for so many months, the owners of the small independent business said Winkies is no longer viable.

A statement by Zoe and Victoria, who run Winkies Harrogate, said:

“To all of our lovely customers, one year ago we never envisaged what the year ahead held for us.

“It is with much sadness that we have to let you all know Winkies is no longer able to open its doors.

“We have loved meeting so many families who have enjoyed not only the soft play centre but have attended our wonderful classes and birthday parties.

“We have tried hard to keep winkies going but quite simply the business is no longer viable.”

The pair also thanked customers and added they will “miss the Winkies community very much”.

When Winkies shared the news on its Facebook page it received more than 200 comments from people sharing memories of the play centre.

It is the second children’s play centre to close recently. Goose, which was based on Hornbeam Park, went into liquidation in August last year.

Harrogate empty shops to reveal town’s links to famous faces

Empty shops in Harrogate are to get a new lease of life by telling the story of the town’s links to famous people.

Harrogate Business Improvement District , which aims to drive footfall into the town centre, has collaborated with Harrogate historian Malcolm Neesam on the project.

It has already installed the first window vinyl in the former Hotter store on Cambridge Street.

The window features Sir Edward Elgar, The Beatles and Louis Armstrong, who all have connections with Harrogate.

The Beatles played at the Royal Hall in March 1963 and Louis Armstrong performed at the same venue in October 1933.

Elgar was a regular visitor to the town. He would often stay at the Crown Hotel and the Majestic Hotel. A walk in Valley Gardens is named after him.

Over the coming weeks Debenhams on Parliament Street and Swarovski on James Street will also be transformed.

These will tell the stories of Harrogate’s connections to Agatha Christie, Sir Winston Churchill and Charles Dickens.

Creative agency The Lift Agency, and signs and graphic experts De-signs are also involved in the project.

Harrogate BID chair Sara Ferguson said:

“I think the first window looks absolutely fantastic, and will help instil pride in our town, and also give people another reason to visit.

“There is nothing worse than seeing empty shops and what we are doing is helping to create a town that is a fabulous place to shop, eat and drink, one that is interesting, and one that is proud of its history and heritage.

“I would like to thank Malcolm Neesam for penning the words, and our two other partners in this project, De-signs, and The Lift Agency for creating these superb vinyl graphics.”

Harrogate hospital to recycle face masks using new machine

Harrogate District Hospital has ordered a machine that turns single use plastics, including face masks, into reusable material.

Harrogate and District NHS Foundation Trust is one of eight health trusts pioneering the new technology.

Covid has forced hospital staff to use far more personal protective equipment (PPE).

But some face masks are thrown away after just a few hours.

Research from a waste company suggested the UK throws away 53 million masks every day and just 10% are recycled.

Official government guidance urges people to dispose of face masks as waste rather than recycling.

But with so many masks going to landfill and incinerators, hospitals have turned to Cardiff company TCG Solutions’ new machine.

Called a Sterimelt, it melts down polypropylene, which is a material used in the manufacture of face masks, into solid blocks of plastic that can be repurposed and used as items such as bins.

Philip Davison-Sebry, founder and managing director of the company, said:

“What was once going out to landfill, can now be turned into new material.”

The machine, which costs £55,000, turns polypropylene into reusable plastic blocks, which can be used to make bins, chairs and other items.

Although the machine is not up and running yet in Harrogate, the trust hopes to start recycling as soon as possible.

Collect coronavirus tests at 25 pharmacies in Harrogate district

Twenty-five pharmacies in the Harrogate district have signed up to become collection points for coronavirus tests and more are expected to come on stream in the coming days.

Rapid lateral flow tests are now freely available for people who do not have covid symptoms as part of government attempts to control the spread of the virus.

The NHS map showing collection points has 14 sites in Harrogate, five in Knaresborough, three in Ripon and one in Boroughbridge, Pateley Bridge and Masham respectively.

It is a major improvement since the initiative began on Friday when only a single pharmacy in Knaresborough was signed up to the scheme.

Such sites enable people to take rapid lateral flow tests twice a week. If someone tests positive they then need to take a more accurate PCR test.

Public health officials hope the pharmacies and a mobile testing unit will plug a potential gap in collection points, which could be left when the Dragon Road testing site in Harrogate closes on June 1.

Health officials told a coronavirus press briefing today that they are still working with Harrogate Borough Council to find a replacement site for PCR testing.

As well as pharmacies and testing sites, people can also order tests to be sent to their homes, or get tests through work or school.

Dr Victoria Turner, a public health consultant, told today’s press briefing of North Yorkshire Local Resilience Forum:

“We are in the best position in terms of case numbers for about six months, we are not quite at the low levels of last summer yet.

“But with lockdown rules easing there is a chance that cases will start to rise. Test positivity has come down in recent weeks and there has been a significant increase in lateral flow testing.

“We have had lots of pharmacies sign up to the national testing programme but we are expecting even more to come online in the next few days.”

Richard Webb, director of health and adult services at North Yorkshire County Council, also said:

“Just on the point of lateral flow tests, I was in a pharmacy the other day and asked about the interest in testing.

“They told me that they have had the most interest from those who are over 50. It might be that younger people are going through other outlets but it is something to explore.”

Harrogate District Hospital currently has just five coronavirus patients but recently reported its first covid death in nearly two weeks.

The seven-day average rate of infection now stands at 16 per 100,000 people in the district. The North Yorkshire seven-day rate is 21 and the England average is 36.
