Council approves long-awaited West Harrogate Parameters Plan

Harrogate Borough Council has approved a long-awaited plan that aims to solve how the west of Harrogate’s roads, schools and health services will cope with 2,000 extra homes.

The West Harrogate Parameters Plan will be used to identify what infrastructure is required and to help assess the planning merits of future developments in the area.

Council officials devised the document following discussions with the county council, developers and site promoters, along with community groups, parish councils and stakeholders.

Cllr Tim Myatt, cabinet member for planning, said the plan would ensure “we have the necessary infrastructure to support these future communities on the west side of Harrogate”.

He said it included two new primary schools, four playing pitches and two new local centres for shops and health services, as well as land designated for employment, new cycle lanes, footpaths and bus routes.

Cllr Myatt added:

“A number of suggestions have helped shaped the West of Harrogate Parameters Plan and I’d like to thank stakeholders – and especially local community groups and residents’ associations – for their valuable feedback.

“This engagement has played an integral part in ensuring we have been able to produce a plan that clearly identifies what infrastructure is required, whether that’s community facilities, school provision, green infrastructure or sustainable travel opportunities, for example.

“It also sets a benchmark for future developments across the Harrogate district and ensures that we not only delivery much needed homes but also create communities that residents can be proud of to call home.”

The council added that the document was designed to help “support the sustainable and coordinated” development of future homes in the west of Harrogate.

Council to draw up infrastructure strategy

Now the plans has been approved, the council will begin preparing a West Harrogate Infrastructure Delivery Strategy (WHIDS) that will provide more detail about infrastructure requirements for West Harrogate and the associated cost.

It will include a review of existing capacity and timings for the phasing of key infrastructure, including education provision, health and wellbeing services, water and drainage, sport and playing fields provision, highways and open space.

The plan is due to be completed in May and will also be used to inform section 106 agreements paid by developers to fund infrastructure associated with their schemes.

Cllr Don Mackenzie, executive councillor for access at North Yorkshire County Council, said the authority would continue to support the borough council on infrastructure.

He said:

“North Yorkshire will continue to work closely with the borough council as a key partner responsible for services like education, highways and transport.

“We will support investment in the local highways infrastructure, as is already taking place on Otley Road, but will place the greatest priority on the provision of excellent public transport and facilities for walking and cycling.”

Residents remain unhappy

However, David Siddans, secretary of Harlow and Pannal Ash Residents Association, told the Local Democracy Reporting Service previously:

“We, along with other organisations in the area, say that the council should not be approving the parameters plan until full details of the infrastructure package is agreed.

“We understand that is not expected before May this year.

“We have no confidence that this will happen and it is likely that developers will again be given the green light with the wider infrastructure needs remaining unaddressed.”

Council defends master plan to cope with 4,000 new homes in west Harrogate

Harrogate Borough Council has been forced on the defensive after revealing the draft version of a long-awaited master plan on how part of the town will cope with 4,000 new homes.

The West of Harrogate Parameters Plan was requested by government to identify infrastructure, transport and education needs in the area.

After months of delays, the 160-page plan was finally published last week but hopes it would provide a clear vision for the future were quickly dashed when residents reacted with disappointment.

Harlow and Pannal Ash Residents Association said the plan “totally avoids the heart of the problem” of thousands of new homes piling pressure on already congested roads.

The group also claimed the plan appeared to have been produced for the benefit of housing developers – not residents.

Harrogate Borough Council – which is working alongside North Yorkshire County Council – has now defended the plan which it insisted is still in draft form and will take account of residents’ concerns.

A council spokesperson said:

“The West of Harrogate Parameters Plan (WHPP) is a high-level master plan that seeks to deliver the policies set out in the adopted Local Plan, including those related to climate change, design and active travel.

“As we have explained previously, we do not have the powers to introduce new policy requirements through the WHPP.

“However, the WHPP will look ahead to planned changes to building regulations that are being introduced nationally and will continue to strongly encourage developers to meet high standards of design to help mitigate and adapt to climate change.”

Fears over schools and roads

Pannal and Burn Bridge Parish Council is another group which shares concerns over the impact of new housing developments on traffic congestion.

Its chairman, councillor Howard West, said the area’s infrastructure has suffered from years of “neglect” and that there is “no evidence whatsoever at this stage that any such provision has been made”.

Rene Dziabas, chairman of Harlow and Pannal Ash Residents Association, also said the plan should give greater importance to the need for investment in areas including bus services, road junction improvements, the widening of footpaths and more cycling routes.

He also questioned how schools will cope with an expected shortfall of nearly 700 pupil places across Harrogate and Knaresborough by 2025/26. Mr Dziabas said:

“Many of the problems have existed for years, so we feel that it is about time that they were properly addressed.”

Final version coming

The WHPP includes provision for two new primary schools – one off Whinney Lane and another off Otley Road. It also identifies potential locations for sports pitches, employment areas, public transport routes, community centres, allotments and walking and cycling links.

Once approved, the plan will sit alongside the Harrogate District Local Plan as a guide for how future planning applications should be decided.

Several meetings have recently been held between council officials and residents to discuss the WHPP, and the council said feedback is now being taken onboard before a final version is prepared.

A council spokesperson said:

“Many of the community stakeholders – who have publicly stated that the plan should be published as soon as possible – have been involved since the preparation of the first draft of the WHPP over a year ago.

“And although there is no statutory requirement to consult, we are thankful for the ongoing constructive feedback we have received in response to the second working draft.

“Throughout the preparation of the plan, we have consistently aimed to deliver quality place-making that will provide a wide-range of private and affordable homes to meet the current housing demand, while also ensuring we have the necessary infrastructure to support these future communities.

“This feedback will be carefully considered as we prepare the final version for recommendation to the cabinet member.”

Infrastructure plan for 4,000 homes in west Harrogate ‘a missed opportunity’

A long-awaited plan to solve how the west of Harrogate’s roads, schools, and health services will cope with 4,000 extra homes has been branded a “missed opportunity”.

The comments have come from The Western Arc Coordination Group and Zero Carbon Harrogate, which had a meeting with council officers on Thursday to discuss  a draft version of the West of Harrogate Parameters Plan.

The Western Arc Coordination Group includes Harlow and Pannal Ash Residents Association (Hapara), Duchy Residents’ Association, Hampsthwaite Action Group, North Rigton Parish Council and Pannal and Burn Bridge Parish Council.

Proposed housing schemes in the area include the 1,000-home Windmill Farm development on Otley Road and 560 homes at Blue Coat Wood. The plan was written with input from developers, including Homes England and Gladman Developments.

It includes proposals for two new primary schools and a possible new GP surgery — which have been previously announced. The plan has yet to be released to the general public.

‘Almost as if no problems exist’

Rene Dziabas, chair of Hapara, told the Stray Ferret the plan “totally avoids the heart of the problem”.

At over 100 pages long, he said it lacked a summary at the start clearly explaining its purpose to address the area’s current “weak infrastructure”, such as roads.

He said:

“The purpose of this document is not made clear and totally avoids the heart of the problem in that an urban expansion is being proposed in a part of Harrogate with a weak infrastructure.

“There is no attempt at clearly stating what the problems are, and no attempt at associated analysis. HAPARA, as well as Pannal and Burn Bridge, North Rigton and Beckwithshaw Parish councils have been arguing this case for many years and there is no recognition within this document of their concerns. It is almost as if no problems exist. There needs to be a far clearer `entire West of Harrogate` context for this report.”

Mr Dziabas said that the WACG was disappointed the plan does not address how key arteries into the town, such as Otley Road, as well as country lanes around Pannal, Beckwithshaw and North Rigton, will cope with the inevitable increase in traffic.

Over 1,000 homes are set to be built on both sides of this section of Otley Road.

Mr Dziabas added:

“[Over the last eight years] there has been no improvement to the road system, many of which are country lanes, no real betterment of public transport, and little has happened on the active travel front which will only ever be a very small part of any overall solution”.

He added there needed to be “far more” in the plan about improvements to bus services.

Secondary school places

The Stray Ferret reported this month that nearly 700 secondary school places will be needed in Harrogate and Knaresborough by 2025/26 to keep up with demand caused by new housing.

Mr Dziabas said the new homes would put further pressure on Harrogate Grammar School and Rossett School in particular.

He said:

“Whilst primary schools are covered in this document, little mention is made of secondary school places. The west of Harrogate has two busy secondary schools, and both are at or above capacity.”

Car culture

Jemima Parker, chair of Zero Carbon Harrogate, told the Stray Ferret the plan contained a “major omission” around energy for new homes, with no mention of onsite renewable energy, solar panels, small wind turbines or ground source heat pumps.

With spiralling energy costs, Ms Parker said greener homes would make people more resilient to the volatile market.

She said:

“There are pages and pages about design, but not a single mention of building design for energy-efficient homes, like passive houses. This ignores the council’s own planning policy guidance as set out in the Local Plan. We want residents’ homes to be built to zero-carbon standards now, not needing to be retrofitted later, and for low-carbon construction materials to be used.”

Ms Parker believes the plan focuses too heavily on car-friendly developments.

“We are saddened to see that the plan still has a car culture, reliant on private ownership rather than shared transport and active travel. Given the location on the West of Harrogate we would like to see an imaginative ‘work from home’ settlement, picking up on the 15-minute neighbourhoods seen in other UK towns with plenty of access to car clubs.

“Overall it is disappointing the west of Harrogate may miss out on the opportunity to be designed appropriately both to reduce its carbon footprint and to be resilient to our changing climate.”

Council’s response

The draft plan is still to be ratified by the council.

A council spokesperson said:

“The development of west Harrogate provides an exciting opportunity to deliver quality place-making, a wide-range of private and affordable homes to meet the current housing demand, while also ensuring we have the necessary infrastructure to support these future communities.

“Once approved, the West of Harrogate Parameters Plan will create clear goals and objectives by identifying what infrastructure is required. For example, first-class community facilities, school provision, green infrastructure and sustainable travel opportunities.

“A number of suggestions have already helped shaped the West of Harrogate Parameters Plan and I’d like to thank those local residents groups and parish councils for their valuable feedback.”

In Depth: Where is the infrastructure plan for 4,000 homes in west Harrogate?

With as many as 4,000 homes planned for the Western side of Harrogate, a document is being drawn up by Harrogate Borough Council to nail down the infrastructure requirements of the area and who will pay for it.

HBC is working with developers and North Yorkshire County Council on the West of Harrogate Parameters Plan (WHPP). It will aim to allow for a more joined-up approach to infrastructure, including addressing roads and traffic, rather than assessment on a site-by-site basis.

But residents and councillors have grown frustrated with broken promises about when it will be published.

HBC initially said it would be published in October 2020, which was delayed until March 2021, then September 2021. It now says a draft version will be published in February 2022.

Harlow Hill, Rossett, and Pannal Ash are already some of the most popular residential areas in Harrogate and the stretch of Otley Road from Cardale Park to Beckwithshaw is set to be transformed with new housing developments.

However, the 200-home police training centre scheme in Yew Tree Lane was passed this week before the WHPP has seen the light of day.

Rene Dziabas, chair of Harlow & Pannal Ash Residents Association, told the Stray Ferret he is concerned that the decision not to wait until the plan is published before approving the police training centre scheme will set a precedent.

With a new local authority set to be created for North Yorkshire next year, he’s also worried the plan could be kicked down the road further. He believes staffing issues in the council’s planning department has contributed to the delays.

He said:

“If it’s delayed any further there will be the temptation to let the new unitary authority deal with it. That’s a concern.”

HAPARA is hoping the plan will go some way to tackling congestion and traffic on the west side of Harrogate, which could worsen considerably due to car-dependent housing developments.

“We’d like to see greater frequency of buses, junction improvements, the widening of pavements, cycle paths.

“Subject to appropriate investment, we can then start making improvements, otherwise why are you doing the plan?

He gave some examples of areas that he feels needs improvement:

“Leadhall Lane Marks and Spencers junction is known to be a pinch point, some work needs to be done there to help flow of traffic.

“The Prince of Wales roundabout is another pinch point as is other end of Otley Road and the tiny roundabout in Beckwithshaw.”

Poor communications

HAPARA has been unhappy with the level of consultation offered to residents by HBC during the process.

Mr Dziabas said the council has “confused contact and communications” and people who will be affected by the massive expansion of new housing have not felt like active participants in how the area will change.

He said:

“Not once has the council come back to us and said, ‘This is what we’re thinking, how do you feel this would work?’

“We’ve had no opportunity, all we’ve had from council is process. Communication has been poor.”

Mr Dziabas added:

“Perhaps the council feel if they involve residents too much it will slow the process down, or we might put an idea forward that doesn’t align with what a developer is saying.

“In their mind it might be a lot of extra hard work dealing with the nitty gritty with residents, so they keep us at arm’s length.”

‘Very frustrating’

Liberal Democrat councillor Pat Marsh sits on the 12 person planning committee that decides whether to approve or refuse large housing schemes.

She told the Stray Ferret it has been “very, very frustrating” that councillors are now being asked by officers to approve planning applications in the western side of Harrogate before the WHPP has been published.

She believes the majority of councillors wanted to defer the police training centre scheme until the plan is published, but were “bullied” into approving it by Homes England who threatened legal action.

She said the plan should have been drawn up years ago, before sites were allocated for development in the Local Plan, and that she shoulders some of the blame for that.

“It should have been in place prior to the Local Plan. I’ll hold my hand up for not realising that. Infrastucture is not being dealt with now.”

Cllr Marsh is concerned that even with the WHPP in place, it will be the houses that get built first and the necessary infrastructure such as schools or healthcare facilities could take years to follow.

“It will be the houses that get built first to make the money.”

Council’s response

In a written statement sent to the Stray Ferret, Conservative councillor Tim Myatt, Harrogate Borough Council’s cabinet member for planning, said the WHPP will create a “clear vision” for infrastructure in west Harrogate.

He said “rather than rush” the council has been making sure the document is right for the town.

“By providing first-class community facilities, school provision, green infrastructure and sustainable travel opportunities, for example, we will be able to achieve the WHPPs goals and objectives.

“A significant amount of work – by qualified experts – has gone into what has been produced so far and we will continue to work hard until we’re comfortable we can achieve the best outcome in terms of quality of development and delivery of infrastructure.

“Rather than rush and produce a plan that fails to deliver this vision, we are taking a planned and strategic approach and anticipate concluding work on the WHPP in the New Year alongside an addendum to the Infrastructure Delivery Plan (IDP) thereafter.”

In response to HAPARA’s claim that residents had not been consulted, Cllr Myatt said several suggestions from residents have helped to shape the document.

He added:

“Although there is no statutory requirement to consult on the preparation of the WHPP, we value residents’ views.

“And a number of suggestions have helped shaped the WHPP, so I’d like to thank those residents for their valuable feedback.

“We will also engage with local stakeholders, of which HAPARA is one, in January to help achieve a WHPP that sets a benchmark for future communities across the Harrogate district.”

Harrogate planning committee ‘shambles and embarrassing’, says residents group

The chair of Harlow and Pannal Ash Residents Association has described yesterday’s planning committee meeting, at which councillors approved controversial plans to build 200 homes at the former police training centre, as a “shambles” and “embarrassing”.

Councillors debated the application from Homes England, the government’s housing agency, for three hours. Concerns were raised about traffic congestion and the loss of a football pitch on the site.

The planning committee had previously voted in June against a recommendation to approve the application.

Councillors said back then that the scheme should not be passed until publication of the West Harrogate Parameters Plan, a document that will assess transport and infrastructure needs associated with wider plans to build up to 4,000 homes on the western side of Harrogate.

Councillors were told this week a draft version of the parameters plan would not be published until February 2022 but, this time, they decided to approve the plans by seven votes to three.

Rene Dziabas, chair of HAPARA, criticised the decision of councillors on the committee, who he said were “badly briefed” by officers.

He told the Stray Ferret:

“The meeting was a shambles. What communication was there between councillors and the planning department? Given this was a controversial deferral in June, you’d have thought there would have been a great deal of detail buttoned down, and a clear understanding from councillors about what the parameters plan is.

“I felt very let down [by the councillors]”.

David Stephenson, senior planning manager at Homes England, warned councillors that while launching a costly appeal against the council was an “absolute last resort” for the body it was a route it was willing to take.

During the meeting, Liberal Democrat councillor Pat Marsh accused Homes England of “bullying” councillors into approving the plans.

Mr Dziabas said the decision to grant planning permission in the face of impending legal action from Homes England had damaged local democracy.

He added:

“There’s a great deal of talk about local democracy — this was not a good example of it.”

‘No justification’ to delay building 200 homes in Pannal Ash

Harrogate Borough Council officers have said a decision to delay a controversial proposal to build 200 homes on a former police training centre site in Pannal Ash was “not justified”.

The council’s planning committee deferred a decision in June on whether to approve the development on the Yew Tree Lane site, pending publication of the West of Harrogate Parameters Plan.

The parameters plan will assess transport and infrastructure needs associated with wider plans to build up to 4,000 homes on the western side of Harrogate.

As reported by the Stray Ferret, the decision to defer was met with frustration by Homes England which told the council in an email it was “extremely disappointing”.

Now council officials have told councillors that the decision had “no policy basis” and urged them to approve the scheme next week.

In a report due before the council’s planning committee next week, they say the parameters plan will not “replace or alter any of the policy requirements set out within the Harrogate District Local Plan 2014-35”.

It adds that the Local Plan, which describes where development is permitted to take place in the district, is the “starting point” for determining any application submitted to the council.

The report says:

“As noted above there is no policy basis for deferring the determination of this application until the West of Harrogate Parameters Plan is concluded.

“There is no reason to delay the determination of this application pending completion of the West of Harrogate Parameters Plan.”

The report goes on to say that the development would make “a valuable contribution to meeting the district’s housing need”.

It recommends councillors approve the proposal at the planning committee meeting on December 7.

Homes England, the government housing agency, has permission to build 161 homes on the site on Yew Tree Lane but wants to increase this by 23% to 200 homes by building on a sports pitch.

The proposal has proved controversial with Harlow and Pannal Ash Residents Association, which said its faith in the planing system was being “severely tested” by the development.

A spokesperson for HAPARA said:

“HAPARA and the Western Arc Coordination Group will discuss our response very shortly, but the last time this went before committee we argued very strongly that any decision on this site before the parameters plan is agreed will jeopardise the objective of a joined-up approach to the developments and infrastructure on the west side of Harrogate and be contrary to the statements and assurances the community have been given by Harrogate Borough Council.

“Members agreed with this view.  The new officer’s report is based on a very narrow interpretation of the requirements of the Local Plan which was predicated on the earlier permission for 161 dwellings.  The current application is materially different in scale and content.”

Homes England has already appointed property company, Countryside Properties, to build the scheme as part of a £63 million contract.

The contract was awarded in March this year and runs until December 2026.

Harrogate Borough Council is drawing up a plan for what infrastructure, such as schools, roads and doctor’s surgeries, are needed in the west of Harrogate where as many as 4,000 new homes could be built by 2035.

Harlow Hill, Rossett, and Pannal Ash are already some of the most popular residential areas in Harrogate and the stretch of Otley Road from Cardale Park to Beckwithshaw is set to be transformed.

During the Local Plan process, residents raised concerns about the impact of the housing on schools, roads, sustainable transport and green spaces.

This led the government’s planning inspector to request HBC create a so-called ‘West Harrogate Parameters Plan” to assess transport and infrastructure needs.

A coalition of resident groups, including Harlow & Pannal Ash Residents Association (HAPARA) and Pannal & Burn Bridge Parish Council, produced a document of its own last year which lays out what it thinks needs to be done regarding infrastructure in the area.

What is the Parameters Plan?

It’s being coordinated by HBC working with North Yorkshire County Council, other infrastructure providers, and the site promoters to identify the infrastructure requirements for the area and how they will be delivered.

This includes new schools, local shops, sports facilities, green space and parks, roads and sustainable transport options. It will also identify how it will be delivered and who will pay for it.

HBC says the plan will allow a more joined-up approach to infrastructure rather than assessment on a site-by-site basis.

What is the current status of the plan?

Work started on the Parameters Plan last year. It has involved engagement with ward members, local parish councils and other local community groups, as well as promoters of other nearby sites.

This has included sharing and inviting comments on an early draft of the plan, as well as holding joint workshops and individual meetings. Further meetings are scheduled.

An independent design review has also been undertaken which the council hopes means that quality design is “at the heart” of the plan. Following this, the site promoters have jointly commissioned design expertise to carry out more detailed work, which is currently underway.

When will it be published?

HBC said there is no hard deadline for the creation of the Parameters Plan as its priority is “getting the content right.”

Further work is being carried out to incorporate the recommendations from the design review as well as ongoing work with infrastructure providers to finalise necessary requirements.

Residents’ groups had expected the plan to ready before the end of 2020. The council said it now expects the plan to finalised by the autumn. It will then be rubber-stamped by HBC’s cabinet member for planning Cllr Tim Myatt.

Once the Parameters Plan is agreed, how will it work in practice and how will it be implemented?

The plan will provide a framework that will guide the development of site masterplans which are submitted to the council when developers apply for planning permission.

It will also be a material consideration in the determination of relevant future planning applications, meaning councillors can use it to help them make a decision on a particular development.

The council will use legal agreements called section 106’s to secure funding for the infrastructure needed and to mitigate any impacts from the development.

Residents bid to halt decision on 200 homes in Pannal Ash

A residents’ group has called on Harrogate Borough Council to postpone a decision on a controversial 200-home development just hours before a decision is due.

The council’s planning committee is scheduled to consider tomorrow the redevelopment at the former police training centre in Pannal Ash.

A report to councillors recommends deferring and approving the plans subject to conditions and a section 106 agreement, which covers the infrastructure costs of developments.

However, Harlow & Pannal Ash Residents Association claims several people who objected to the plans were not told about tomorrow’s planning meeting and that nobody from the group has been invited to speak against the plans.

A spokesperson for HAPARA told the Stray Ferret there has been a “severe breakdown” in the planning process and called on the council to postpone a decision to give them more time to prepare.

They said:

“It is clear there has been a severe breakdown in the planning process with seemingly a number of those raising concerns not being invited to speak or being made aware that this application was even on the agenda. This is clear breach of the council’s standing orders.

“We note that the council’s own ecology report was submitted at the last minute that also raised questions on the net loss of ecology regarding this application. This needs further scrutiny.

“We’ve requested urgent confirmation from the council as to what may have gone wrong here and seeking assurance such an omission will not be repeated.

“In this case we feel that the council has no option but to postpone and defer this application to a future meeting so we can review documents as per the normal process and prepare properly for the planning committee.”

Harrogate Borough Council previously approved plans to build 161 homes on the Yew Tree Lane site in 2018.

But a new proposal, submitted in November by Homes England, aims to increase the number of homes to 200 despite concerns about “unjustifiable planning creep” and the removal of a football pitch in order to build more homes.

Parameters Plan

The former police training centre is on Yew Tree Lane.

Following a recommendation from the government’s planning inspector, the council is currently developing a parameters plan for the western side of Harrogate, where 4,000 more homes are mooted including at the police training centre.

The plan will look at transport and infrastructure needs for the area. It was expected last year but has been delayed.

The spokesperson for HAPARA said they received assurances from the council that no new developments would be considered in the area until the plan had been agreed.

They added:

“The parameters plan is still some way away so disappointing that this commitment has not been met without any consolation or discussion.”

The council did not respond to the Stray Ferret’s questions on the matter.

But its report to councillors ahead of tomorrow’s meeting says:

“The potential impact of the development (together with other developments around Harrogate) on local infrastructure and the surrounding road network has been fully considered and appropriate mitigation is proposed.

“The proposals are considered compliant with the overarching policies of the development plan and national requirements. The proposed development will make a valuable contribution to meeting the district’s housing need.”

 

Devolution: good or bad for local voices in planning?

Residents groups in Harrogate are divided on whether devolution will increase the strength of local voice in the planning process.

Central government wants fewer, bigger local authorities as part of its plans to devolve power making.

North Yorkshire County Council has proposed creating one large authority that would serve all 610,000 people in the county besides York.

The seven district councils, including Harrogate Borough Council, have put forward an alternative east / west model that would result in two slightly smaller authorities.

Whatever happens will have major implications on how planning decisions are made in the district.

The Stray Ferret spoke to three local residents groups for their views.

Kingsley, Harrogate

John Hansard, from the Kingsley Ward Action Group, is worried that a larger authority would make it more difficult for the group’s voice to be heard in the planning process.

Currently, housing decisions are made by HBC’s planning committee, which is made up of local councillors. But Mr Hansard said that if a future planning committee were run from Northallerton, with members from places like Skipton or Scarborough, they wouldn’t have the same local insight as HBC councillors have.

He said:

“If you have a planning issue you can rely on local councillors to come down to the area and have a look. With NYCC you’d have no chance. We’d lose our local voice if it was put into their hands. It would be a step backwards.”

Harlow and Pannal Ash

Rene Dziabas, chairman of Harlow and Pannal Ash Residents Association (HAPARA), spoke in a personal capacity to the Stray Ferret and said he has become frustrated with how Harrogate Borough Council and North Yorkshire County Council pass issues back and forth. He said a unitary authority would improve accountability.

He said:

“The majority of functions here are carried out by NYCC but other functions, like planning, are run by HBC. I’ve attended many meetings over the past few years and you get the bounce between the two. HBC says ‘it’s nothing to do with us’, and NYCC says the same thing. That needs sorting out.”

Mr Dziabas added that whatever organisation ends up taking control of Harrogate, they “must be more proactive” in taking on board the opinions of residents.

He said:

“There is a great feeling at the moment that whatever you say is ignored. In the whole devolution process, they must build in localism, so local people feel that they are involved in the things where they live.”

Ripon

Barbara Brodigan represents Ripon Residents Action Group and is mobilising local people against Homes England’s 1,300-home proposal at Ripon Barracks.

She said Ripon felt left out of decisions made by Harrogate Borough Council:

“That is the feeling from residents. They always feel like we are the Cinderella and the poor relation in the district.”

Ms Brodigan said whichever devolution model was adopted, the voices of local residents must be heard.

She added:

“How much local power cities or town councils will have over planning is generally a worry, as are the government’s planning reforms, which will take away a lot of local decisions.”
