Plans have been approved for two new houses on a former pub site in Markington.
The proposal, which was submitted by Leeds-based Lotherton Property Services, would see the homes built behind what was the Cross Keys Inn on High Street in the village.
The pub closed in 2016 due to declining turnover and profitability.
It is currently being converted into a house after plans were approved in January.
Now, North Yorkshire Council has given approval for a further two four-bedroom homes built on the site
In documents submitted to the council, the developer said:
“The site seeks to accommodate two detached dwellings, which would generate less vehicular traffic than the previous use.”

The move comes after the developer received permission to convert the Cross Keys Inn into a four-bedroom house.
It said in planning documents that the building had been extensively marketed for sale as a pub.
But it added potential buyers had shown little interest in reopening it for that purpose.
New opening dates for Harrogate and Knaresborough leisure centres revealedTwo major local leisure centre projects in Harrogate and Knaresborough have been delayed — and will cost more than expected.
The new North Yorkshire Council gave its first update on the refurbishment of Harrogate Hydro and the construction of Knaresborough Leisure and Wellness Centre today.
It revealed the Hydro is now due to re-open in August following a £13.5 million refurbishment.
The facility, which will be renamed Harrogate Leisure and Wellness Centre, was originally due to re-open in January this year and the project was due to cost £11.8 million.
But it now won’t be open for the start of the summer holidays.
A council statement today said:
“It had been hoped the new facility would be ready to open earlier in the summer but a number of unanticipated issues with the building were found during the construction process.”
The new Knaresborough Leisure and Wellness Centre is due to open in November at a cost of £17.6 million.
The project was initially due to re-open at the end of summer and cost £17 million.
The existing Knaresborough Pool was due to be demolished once the new facility was open.
But to keep construction costs as low as possible, the current pool will close and start to be demolished in early September following the opening of the Harrogate Leisure and Wellness Centre.
It means Knaresborough is likely to be without a pool for two months.
Hydro overhaul
Harrogate Leisure and Wellness Centre will include a 400 square metre fitness centre, a new sauna and steam suite, improved reception and café, as well an overhaul of the existing gym, spin, leisure and swimming facilities.
The diving structure is also being replaced.
Outside, the building is being remodelled to provide a reconfigured car park, bicycle storage and electric vehicle charging points.
The existing gas boilers have already been replaced with air-source heat pumps and 250 solar panels, as well as new metering and energy monitoring and control systems.

The energy efficiency measures were made possible by a £1.8 million grant from the government’s Department for Business, Energy and Industrial Strategy public sector decarbonisation scheme, and will halve the carbon footprint of the leisure centre.
The latest delay to the re-opening is to allow improvements to the fire protection of the steel frame, as well as the addition of new wall restraints, the replacement of corroded steelwork and fixing an issue that was causing an air leak and heat loss between the roof and the external walls.]
Today’s statement added:
“As a result of this additional work, the refurbishment project at Harrogate Leisure and Wellness Centre is now set to be completed by the end of July and will reopen in August, once staff from Brimhams Active have had a chance to familiarise themselves with the health and safety and operating procedures of the improved facility.
“Further details about the official opening will be announced in the coming months.”
Six-lane pool in Knaresborough
Knaresborough Leisure and Wellness Centre, which is being built next to the current Knaresborough Pool, will include a six-lane 25-metre pool, activity pool with flume, sauna and steam room, fitness suite and studio, spin studio, café, electric car charging points and bicycle storage.
It will incorporate high-efficiency building materials, air source heat pumps and solar panels to reduce the carbon footprint.
Today’s update said:
“Unfortunately, due to an unavoidable delay involving the new electrical supply to the building, the leisure and wellness centre will now open in November.
Once the existing pool has been demolished, a new play area in front of the new Knaresborough Leisure and Wellness Centre will be installed.
Cllr Simon Myers, the council’s executive member for culture, arts and housing, said:
“We want to ensure a healthier, more active population that is living longer and more independently. By investing in leisure facilities, such as this, we can continue to make that happen.
“Unfortunately, refurbishment projects often uncover historic issues that need to be resolved. But by carrying out the work now, the building can conform to the latest legislation, be as energy-efficient as possible and allow people to keep fit and active for many years to come.”
Petition set up objecting to £11.2m Harrogate Station Gateway
An online petition has been set up against the planned £11.2 million Harrogate Station Gateway project.
The scheme would see the biggest change to the town centre for decades, including traffic on a 300-metre stretch of Station Parade being reduced to single lane so cycle lanes can be built and part of James Street pedestrianised.
Senior North Yorkshire councillors will meet to make a final decision on the project on May 30 after Harrogate and Knaresborough councillors voted to support it.
However, a petition against the scheme has attracted 191 signatures at the time of writing.
Rachael Inchboard, of the Granville Road Residents Group, set up the Change.org petition in objection to the gateway project.
The petition says the scheme would “irreversibly damage Harrogate” and adds that the signatories have “no confidence” in officers or the executive at North Yorkshire Council, which is leading the proposals.
Ms Inchboard said:
“Reducing the main A61 road through the centre of the town to a single lane, together with other proposals such as the partial closure of James Street, will hamper access by emergency vehicles, increase congestion and pollution, force cars and all other vehicles onto other roads and have an extremely detrimental effect on both the residential and business areas.
“The whole premise of the scheme is nonsense and will irreversibly damage Harrogate.
“Those who live and work in the town centre are not being listened to. Our voices must be heard.”

The move comes as Cllr Keane Duncan, executive councillor for highways at the council, welcomed the decision by Harrogate and Knaresborough councillors to support the proposals.
Following a three-hour meeting at Harrogate’s Civic Centre on May 5, councillors backed the scheme by 10 votes to 3.
Cllr Duncan, who has had responsibility for transport on the Conservative authority’s executive since Don Mackenzie retired last year, said he was pleased councillors from opposition parties came together to back the project.
He said:
‘Immediate action’ required after critical food hygiene report for Harrogate nursing home“I welcome the positive, cross-party support expressed for the gateway project. The majority of councillors recognised the importance of securing this £11m investment and the transformative impact the project could have for Harrogate.
“Their support gives the executive the ability to proceed to the next stage. Input and oversight provided by local councillors will be incredibly valuable, now and into the future.”
A nursing home in Harrogate has said it is making improvements after it was given the lowest score in a food hygiene inspection.
Bilton Hall Nursing Home scored just one on the five-point rating system when environmental health officers visited its kitchen.
The inspectors’ report, released by North Yorkshire Council last week, said:
“Overall, a disappointing visit. I have little confidence in food safety management within the kitchen. My inspection revealed poor levels of cleanliness to all food areas and equipment. A deep clean and disinfection is required without delay.”
The inspector also said:
“There was no food safety management system available for me to inspect at the time of my visit and staff were not implementing systems in practice. Monitoring records were inadequate and incomplete; some staff were not checking or recording temperature checks.
“I appreciate there has been recent staff changes in the kitchen and you have struggled to recruit suitable food handlers and kitchen assistants. However, I expect immediate actions to improve overall food safety to ensure vulnerable residents are not exposed to any food safety risks.”
The report called on the care home, part of the We Care Group, to act on the findings “without delay”.

A return visit was held two days later, at the beginning of March, when the inspector confirmed the deep clean had been completed.
That report – also released by the council last week – said a food safety system needed to be implemented and all food handlers had to be trained.
Responding to the report on Friday, Bilton Hall Nursing Home manager Steve Edgar said:
“We had staffing issues at the time of the inspection and the agency staff were not following our home’s kitchen protocol, which led us to achieve a 1 in the inspection.
“The kitchen was also due to have the flooring changed which had been arranged but unfortunately did not happen prior to the inspection by [environmental health].
“The building is a listed building therefore has posed a few structural challenges with regards to refurbishment; however, we are making the appropriate changes necessary.
“We have since had another unannounced inspection from [environmental health] and, since making the changes, the inspector expects us to achieve a 4 when we are next scored.”

Mr Edgar said the revisit had found the “comprehensive” food safety management system was in place and available for inspection, with monitoring records “much improved”.
Vacancies in the catering department had been filled, he said, and additional training completed by members of the team.
The kitchen floor was expected to be replaced this month, he said, adding:
North Yorkshire Council to review bus services support, says transport chief“We will need to request another official visit in which the published score will change for the public to see; as of this week we have applied to North Yorkshire Council for a rescoring [environmental health] visit.”
North Yorkshire’s transport boss has said the council intends to carry out a review of how it supports bus services amid concerns over passenger numbers.
Cllr Keane Duncan, executive councillor for transport at North Yorkshire Council, said grants from government and a cap on £2 fares will help some routes to continue into next year.
However, he added that the authority would review how it can support bus companies in future.
In a statement due before this week’s full council, Cllr Duncan said:
“We have just accepted the final extension to the Local Transport Fund grant from the DfT.
“This amounts to an additional £360k which will be used to support services. We hope this will allow current service levels to continue for at least a further year. This allows us time to conduct a wider review of the way the council supports services.
“However, increased passenger numbers, not subsidies, remain the key to the long-term viability of bus services.”
The move comes as the 24 service from Pateley Bridge to Harrogate was recently saved until April next year.
Transdev, which operates the service, had initially planned to withdraw most services on the route.

However, talks between the council and operator secured the service for another year.
The move coincided with an extension to the government’s £2 cap on single fares until June and extra funding for routes at risk of being reduced.
At the time, Cllr Duncan warned that government cash “cannot continue in perpetuity”.
North Yorkshire councillors voice frustration at 20 year delay to food waste collection serviceNorth Yorkshire Councillors have voiced frustration at proposals to delay the introduction of a separate food waste collection service for another 20 years.
The delay has happened due to the government’s failure to state how much funding it would give the service.
Several members of the council’s executive underlined that the recommendation to delay the service until up to 2043 did not reflect their determination to rapidly reduce carbon emissions.
The urgent calls for government action appear to mark a significant shift in policy for the authority. Four years ago its leadership stated it was opposed to the introduction of a separate food waste collection service.
In 2019 the council stated it did not support the separate collections as it already recovered organic matter from residual waste at the county’s Allerton Park energy-from-waste plant in a “very cost-effective way”.
When a year later, the government committed to rolling out separate household food waste collection across the country by 2023, 51% of local authorities already collected food waste separately.
A meeting of the council’s current executive heard how separate collections could realise up to a 3,300-tonne reduction in carbon emissions a year compared to the current arrangements.
By collecting food waste separately, the council could increase the amount that can be converted into green electricity using an anaerobic digester. The delay would mean the carbon equivalent of an extra 18 million kilometres of diesel car emissions every year.
Although the council has effectively been given consent by Whitehall mandarins to delay implementing one of its flagship carbon cutting schemes due to its waste disposal contract running until 2043, the authority’s executive members said they wanted the service launched long before that “backstop position”.

However, officers told the meeting the council had received “no further clarity” over government funding for introducing the new food waste collection service, saying the authority faced a bill of anything up to £6.4m annually.
Climate change boss Cllr Greg White said while council wanted to launch the separate collections with a county-wide overhaul of bin collections in 2027, it faced “very significant additional costs” over the separate food waste service.
He said:
“Three thousand tonnes of carbon dioxide saved is huge, significant and something we want to do, but we can’t do that – with the best will in the world – if we don’t know what it’s going to cost us and at the moment we haven’t got sufficient clarity from the government.”
Other executive members said the authority, which is already facing having to cut a 30m annual deficit, needed “crystal clear” figures from the government before it could launch separate food collections and emphasised they had been left facing a choice of cutting carbon or funding other council services.

But the meeting revealed far more than that. Here are eight key takeaways.
1 The project looks certain to go-ahead
North Yorkshire Council is expected to ratify the decision to proceed with the gateway when its ruling executive meets on May 30.
The Harrogate and Knaresborough area constituency committee, which met last week, is only an advisory body to the executive but the council’s Conservative transport chief Cllr Keane Duncan pledged in advance of the meeting to abide by its decision. The 10-3 vote in favour appears to have sealed its fate.
Cllr Duncan told the meeting the council was “up against it” if it didn’t want to lose the £10.9 million pledged by the Department for Transport towards the £11.2 million scheme. He said:
“We will have to make a decision as an executive on May 30 if we want to ensure we deliver this scheme in line with DfT requirements.”
He added the “majority of spend” must take place in 2023/24 budgets, so expect roadworks this winter.

2 Supporters say it will halt town centre decline
Although the gateway is mainly regarded as a transport scheme, supporters are keen to portray its potential for regenerating Lower Station Parade and the area around the bus and train stations.
Matthew Roberts, economic development officer at the council, displayed a slide at the committee meeting showing the number of shops in Harrogate declined from 539 in September 2013 to 474 in September 2021. The meeting also heard evidence that pedestrianisation often led to an increase in spending.
Mr Roberts concluded his presentation by saying:
“Change is often daunting but in Harrogate’s case, much needed.”
3 Otley Road cycle route has undermined confidence
The spectre of the Otley Road cycle route loomed over the meeting.
Liberal Democrat Cllr Monika Slater, who represents Bilton Grange and New Park, told officers the much-criticised cycle route had “taken away the public confidence” in the council’s ability to deliver infrastructure schemes.
The prospect of a part-pedestrianised James Street also raised concerns that Harrogate’s premier retail street could become a soulless shopping experience, as some feel Cambridge Street has become, rather than the pleasant oasis portrayed in council designs.

4 Divided Lib Dems enabled the go-ahead
The Harrogate and Knaresborough area constituency committee, which advises North Yorkshire Council, consists of eight Lib Dems and five Conservatives — so the Lib Dems could have halted the scheme.
But there was no party whip and a wide range of views emerged. Committee chair and Harrogate and Knaresborough Lib Dem leader Pat Marsh, who represents Stray, Woodlands and Hookstone, was scathing:
“I’m totally against this scheme – it’s the wrong scheme. We need to get around the table and look at a more connected plan.”
Fellow Lib Dem Matt Walker, who represents Knaresborough West, and Michael Schofield, who represents Harlow and St Georges, described it as a “vanity project”. But the other five Lib Dems voted in favour, as did all five Conservatives, after receiving vague assurances the committee would be involved in the scheme going forward.
5 There are fears of Harrogate turning into Peterborough or Milton Keynes
Former Harrogate borough mayor Caroline Bayliss was one of many anti-gateway speakers at the start of the meeting. She said the project was “bland enough to suit Peterborough, Milton Keynes or Croydon”, adding:
“It takes away more of our distinct character to be replaced by concrete.”
Former architect Barry Adams, who handed out details of an alternative approach, described it as a “blinkered and contrived highways-led solution”.
By contrast, gateway supporters say it will breathe new life into a run-down part of town that provides the first impression for visitors by bus and train.

There are fears land near the train and bus stations will be developed.
6 Tower block fears
There are fears that the gateway could pave the way for other developments in the vicinity.
Martin Mann, acting chief executive of Harrogate District Chamber of Commerce, even said:
“There are also concerns about the development of the land next to the station, potentially into a tower block, which may overshadow Station Parade and this redevelopment to the public realm.”
Businesses recovering from covid are also more concerned about the disruption caused by months, or years, of roadworks rather than long-term vision of improvement presented by gateway supporters.

Harrogate has 7,000 parking spaces
7 Just 0.6% of parking spaces will be lost
The loss of parking spaces on James Street is one of the gateway’s most controversial aspects.
Richard Binks, head of major projects and development at the council, said 40 parking spaces would be lost in total because of the scheme
He said Harrogate had more than 7,000 parking spaces, if Asda and Waitrose are included, and therefore only 0.6% of spaces would be lost.
8 Cheltenham Parade bus lane scrapped
Mr Binks revealed plans to introduce a bus lane on Cheltenham Parade had been removed from the scheme.
But he added a bus lane on Lower Station Parade remained part of the plans. He said 44 buses an hour used that stretch of road and “each bus would gain 17 to 20 seconds” because of the lane.
Mr Binks added the project had been amended to allay business fears about unloading on Lower Station Parade after the owner of Party Fever raised concerns the business and customers would no longer be able to park outside. He said:
“We are proposing to truncate the length of the lead in the taper to the bus lane over the length of Bower House and make that double yellow line like it is now. That would avail you the opportunity to load as you do now, It would avail customers 30-minute pick up and drop off time.”
“You have a very valid point, we will take it on board and adjust the project to suit.”

Nude ban to remain at Turkish Baths Harrogate
Turkish Baths Harrogate has permanently banned nude bathing.
The Victorian venue, run by North Yorkshire Council’s leisure company Brimhams Active, operated two weekly single sex clothing-optional sessions until March.
But swimwear was then made compulsory for all sessions following what the council described as a “serious” police complaint.
No further details have been revealed about the incident and North Yorkshire Police today repeated its statement that “enquiries are ongoing”.
However, a regular customer contacted the Stray Ferret yesterday after receiving an email from the baths informing him the ban would remain.
Katie Summersall, Turkish Baths manager, today confirmed the news. She said:
“Brimhams Active’s priority is to safeguard and protect the wellbeing of staff and customers.
“A management decision has been made that swimwear is to be compulsory at all public bathing sessions.”
The customer, who asked not to be named, regularly attended the clothing-optional male sessions, where he said the majority of people found clothes uncomfortable.
He said:
“I suspect there was never any intention to restore the old policy, and — perhaps cynically — wonder if the complaint and investigation contained an element of convenient prefabrication.”
North Yorkshire Council took control of the baths on April 1 when Harrogate Borough Council was abolished.

Harrogate school road safety petition handed in to council
A petition calling for a 20 mph limit to be imposed on streets across the south of Harrogate has been delivered to North Yorkshire Council today.
Asking the council to consider the blanket limit across Rossett, Pannal Ash, Oatlands, Woodlands and Hookstone, the petition attracted more than 900 signatures.
It was set up by parents concerned about children’s safety when travelling to schools in the area, and gained the backing of groups including Harrogate District Cycle Action and Zero Carbon Harrogate.
Hazel Peacock, who delivered the petition this morning on behalf of the campaigning parents, said:
“We’re just delighted we’ve got this number of signatures. It shows the support for the proposal of this change, which could bring such positive benefits from a road safety perspective.
“Once you have that, it will change people’s attitudes in regard to comfort around walking, cycling and mobility users.”
She handed the petition to Elizabeth Jackson, democratic services manager for North Yorkshire Council.
After surpassing the required 500 signatures, it will now be debated by the council’s Harrogate and Knaresborough area constituency committee.
Councillors John Mann, Pat Marsh and Michael Schofield, whose divisions cover the area of the proposed speed restriction and supported the restriction, all sit on the committee and handed over the petition with Hazel this morning.
Cllr Mann, whose Oatlands and Pannal division includes three primary schools, Ashville College and several nurseries and pre-schools, said:
“There is an urgent need in particular for a 20 mph limit for Yew Tree Lane, Green Lane, Hookstone Road, and Beechwood Grove, all of which are used by large numbers of children going to and from local schools, and I have emphasised this to the highways team at the council.
“In relation to the A61 Leeds Road, I have also written to the head of highways, Cllr Keane Duncan, to request that the 50 mph speed limit on Almsford Bank be reduced to 40 mph to reduce competitive speeding, and to improve road safety for schoolchildren using the pavements along the A61 near to the neighbourhoods of Stone Rings, the Fulwiths, and the Firs.
“The current risks to pedestrians using the A61 in this area were highlighted in January when a driver managed to overturn his car and demolish a 30mph sign at the top of Almsford Bank in the morning rush hour. In the same month, another vehicle overturned due to speeding in the early morning rush hour on Hookstone Road close to the junction with Hornbeam Park Avenue.”

Cllr Mann said he would prefer the A61 Leeds Road to maintain its 30 mph limit through Oatlands in order to ease traffic flow, but that a reduction in the limit elsewhere was “urgently needed”.
He referenced a collision on Yew Tree Lane in which two 15-year-old boys from Rossett School were seriously injured, and another collision on Beechwood Grove which left an Oatlands Junior School pupil requiring hospital treatment – both of which happened while the children were on the pavement.
He added:
“These shocking events, combined with evidence showing that more than 10 children are killed or seriously injured in road crashes every week travelling to school, demonstrate the case for immediate action.
“With thousands of pupils travelling to and from the schools and colleges of south and west Harrogate during the week, implementing a maximum speed of 20mph in these areas has the potential to increase safety significantly.
“I really hope that this petition is looked upon favourably by the North Yorkshire Council highways team.”

Malcolm Margolis, a member of Harrogate District Cycle Action, said reducing the speed limit would also make cycling a safer option for many families travelling to and from schools.
He said:
“It’s a terrific initiative by Hazel and the others. It’s absolutely needed in this area of Harrogate and we hoe it will be the start of it becoming normalised.
“In other countries, it’s just normal. You see parents and grandparents picking up children on their bikes. There’s no reason why we should be different.
“In a calmer 20mph environment, it’s so much more pleasant for anyone who isn’t in a car. In an urban area, it actually makes very little difference to journey times.”
Cllr Marsh, who represents Stray, Woodlands and Hookstone for the Liberal Democrats, said she also backed the plan, and hoped it would be supported by North Yorkshire Police.
She added:
Ripon to stage public meeting on new tourism strategy“I’ve been supporting this idea for a very long time. My late husband and I got a 20mph limit put outside Hookstone Chase Primary School and some of the residential streets close by well over 15 years ago.
“My only issue is I wish the police would monitor it, because if they don’t, motorists know it and will ignore it. We can’t put our children at risk.”
A public meeting is being held in Ripon next week to hear views on how to shape a new tourism strategy for North Yorkshire.
North Yorkshire Council, which came into existence last month, is devising a strategy to boost the county’s multi-million pound tourism industry.
As part of this, the council is staging three free workshops, including one at the Old Deanery in Ripon from 11am to 1pm on Wednesday.
A council press release this week said the events would “gather information and views from key organisations and enterprises involved in the tourism sector to develop the first countywide destination management plan”.
Attendees will be asked about their priorities and aspirations for the tourism industry as well as the strengths, opportunities and challenges being faced by North Yorkshire’s visitor economy.

The council’s Conservative leader, Cllr Carl Les, said:
“The opportunity to develop the first county-wide plan to promote tourism is a major milestone for North Yorkshire.

The draft destination management plan is due to be finalised by the end of June, before being presented to councillors the following month.
A bid is then due to be submitted to the Department for Digital, Culture, Media and Sport in September for North Yorkshire to be home to a Local Visitor Economy Partnership, which would involve both the private and public sectors and would need to follow a new national process to be eligible for support and potential funding from the government.
Tourism in North Yorkshire accounts for 11 per cent of the county’s overall economy and employs 41,200 workers.
The county is home to two National Parks for the Yorkshire Dales and the North York Moors, as well as Fountains Abbey and Studley Royal, which is one of only two World Heritage Sites in Yorkshire.
North Yorkshire also has stately homes, including Castle Howard, Kiplin Hall and Newby Hall, as well as 23 English Heritage sites, including Whitby Abbey, Richmond Castle and Rievaulx Abbey, along with the recently acquired Thornborough Henges.
The county also has a wealth of famous food and drink producers responsible for brands including Bettys Café Tea Rooms, Wensleydale Cheese, Harrogate Spring Water and Yorkshire Tea.
