Baldersby school commemorative event to be held ahead of closure

An event is set to be held to commemorate Baldersby primary school, north of Ripon, after the government confirmed it will close.

Baldersby St James Church of England Primary School will close in August 2022.

Hope Sentamu Learning Trust, the Church of England trust that runs the school, announced the closure, saying low pupil numbers “show no prospect of improving for many years ahead”.

Parents and staff had objected to the decision, but Nadhim Zahawi, secretary of state for education, confirmed in January that the school will close.

Now, a celebratory event for staff and pupils will be held at the school on July 2, 2022, and will be attended by the Rt Revd Paul Ferguson, Bishop of Whitby.

The school says it is keen to hear from past pupils or staff who have stories, anecdotes or photos to share or anyone who has a keen knowledge of the history of the school.

“Whilst we are sad that the school has to close, we are very keen to celebrate the history of the school and all of the wonderful teaching, learning, events and activities that have taken place over the years.

“We’re delighted that we will be joined by the Bishop of Whitby who will lead the church service.”

The trust has said the reason for its decision was that the school currently had 22 pupils in two classes, one for key stage one and the other for key stage two. Some year groups have just one student.

The school, which is a grade II listed building, has a maximum capacity of 60 students.

Cllr Patrick Mulligan, the county council’s education executive member, said previously that the authority was powerless to stop the closure as the decision would ultimately be made by the Schools Commissioner and Mr Zahawi.

He said there were sufficient school places in the area for Baldersby St James pupils to go elsewhere should the school close.

The catchment area for Baldersby St James is expected to be extended to Dishforth Church of England Primary School.

Baldersby St James school was built by Lord Downe following the establishment of the village in 1850. The school has served generations of pupils in Baldersby St James, Rainton and the surrounding areas.

Hot Seat: Farewell to the Harrogate district’s transport chief

In less than a month’s time, the curtain will come down on the career of one of the most influential — and divisive — politicians in the Harrogate district this century.

Don Mackenzie served 16 years as a Harrogate borough councillor, but will be best remembered for his current role as executive member for access at North Yorkshire County Council.

His portfolio includes transport, which means he has led on key decisions, such as the Harrogate Station Gateway, the junction 47 upgrade of the A1(M) near Knaresborough, realignment of the A59 at Kex Gill and numerous schemes to promote cycling and walking.

In an era when some politicians pick and choose which media to talk to, and hide behind press officers, Cllr Mackenzie has always been willing to pick up the phone and front up. He believes in transparency, he says. Colleagues say he’s on top of his brief, and some think he would have made a good county council leader.

But the judgement of the people is more brutal. Barely a day passes without references to ‘Dismal Don’ or calls for his resignation on social media. Complex transport schemes rarely please everyone and rarely progress swiftly and he is remarkably relaxed about the fallout:

“If I let these things upset me, I would have given up years ago. The only thing that occasionally annoys me is social media, especially anonymous posters.

“Tough decisions have to be made and all they do is sit in the comfort of their own home posting anonymous criticism. It’s cowardly.”

‘Right time to go’

On the day we met Cllr Mackenzie, who has lived in Harrogate since 1973 and represents Harrogate Saltergate, he received an email asking how dare he approve 770 houses being built on Otley Road — the decision has not been made yet and will be taken by Harrogate Borough Council, of which he has not been a councillor since 2018.

Such confusion will end when North Yorkshire County Council and Harrogate Borough Council are abolished next year to make way for North Yorkshire Council, which will become the new unitary authority for the county.

New weather stations have been introduced to help drivers in difficult conditions.

That looming seismic change has persuaded Cllr Mackenzie, 72, not to seek re-election on May 5. He is the only one of 10 members of the county council executive not to do so. Wasn’t he tempted to continue?

“No I wasn’t. It’s a five-year commitment. I felt that my time as a county councillor had come to a natural end. Many of my colleagues have great difficulty deciding when and if to retire. Many people say a career in politics always ends in tears so I feel this is the right time to go.”

Nevertheless he will be sad to depart.

“I’ve enjoyed almost every minute of it.

“Most councillors set out to do something for their local community. Most people like me are in it to make a difference and sometimes it’s difficult to make that difference. There are inevitably disappointments. We’ve been disappointed this week with our Bus Service Improvement Plan.”

The county council’s plan involved bidding £116m to the Department for Transport to improve bus services in North Yorkshire. It received none. A significant chunk would have been spent easing congestion in Harrogate. But in March the government awarded the council and Harrogate Bus Company £7.8m to make the firm’s fleet all-electric.

There have been other successes, such as the Bond End double mini roundabout in Knaresborough, which eased congestion at one of the most polluted spots in the Harrogate district.

“It was a highlight because many people thought it would not work and were worried about safety and taking away the traffic lights.”

Junction 47, trains and Kex Gill

Cllr Mackenzie lauds the A1(M) junction 47 upgrade, due to end end anytime now, as a rare example of infrastructure investment coming before development.

He says train services are far better now, with more frequent direct trains to London, than before he became a councillor despite rail operator Northern’s announcement last month of cuts to Harrogate services. He says:

“Northern have assured me these reductions will be short-term only.”

He admits to being a “little frustrated” the Kex Gill realignment won’t be completed before he leaves office. Delays, he says, are inevitable when “taking a major trans-pennine highway across a sensitive area of countryside”. Peat deposits are among the vexed considerations. But the project has levered £56m from the Department for Transport and should start this year.

Walking and cycling schemes

Active travel schemes have been the most contentious, particularly the Harrogate Station Gateway. It was one of three initiatives worth £42million funded by West Yorkshire Combined Authority.

Cllr Mackenzie says the Selby and Skipton projects “have been problem free”; Harrogate has been anything but, with strong opposition from businesses and residents to reducing Station Parade to single lane and pedestrianising part of James Street. He remains a staunch advocate:

“It’s bringing £11million of much needed investment into the town centre. It will be a radical improvement to a part of town that needs improving and it will be good for the visitor economy.”

He says he would be “inclined to continue’ with the closure of Beech Grove in Harrogate to through traffic when the 18-month experiment ends in August, with the caveat that he “would be guided by the data”.

As for Otley Road cycle path, he was “a little surprised to hear complaints from the cycling lobby” because “what we have delivered is exactly what the plans showed so they had plenty of time to raise concerns then”.

He says the council will conduct another round of consultation on phase two “so people are absolutely clear” about the plans this time.

Why have these schemes provoked so much anger?

“In Harrogate, when one attempts change — in this case to improve facilities for walking and cycling — you get roughly half the population behind you and half against you.

“Also, many people feel any restrictions on car driving is a bad thing whereas if you want to overcome congestion you have to have a realistic alternative.”

Conservative for 40 years

Don Johannes Josef Mackenzie was born in Germany and is bilingual — his dad stayed there after the war and met a German woman. The family moved before Cllr Mackenzie’s first birthday and he grew up in Ipswich.

He became managing director of MMP International, which supplied industrial repair and maintenance products worldwide. The job brought him to Harrogate 49 years ago.

MMP was acquired by US company ITW in 1998. Mr Mackenzie was a minority shareholder and stayed on for 10 years as business manager. He then became self-employed, “doing small things representing British manufacturers worldwide”.

A Conservative Party member for 40 years, he cut his political teeth as a Harrogate borough councillor in Pannal from 1987 to 1991 before a 15-year hiatus to concentrate on his career and raising his daughter, who would later become the agent for Andrew Jones, the Conservative MP for Harrogate and Knaresborough. Who are his political heroes?

“I liked Mrs Thatcher but I don’t have any political heroes. I also liked David Cameron — I thought he was very good.”

He returned to serve three terms in Harrogate from 2006 to 2018, during which he became the cabinet member for planning and transport for three years — a role that included oversight of the creation of the original Local Plan — a document that outlines where planning can take part in the development.

The plan allocated 390 new homes a year in the district — a number that was rejected by the government’s Planning Inspectorate as too low and was eventually bumped up to around 700, leading to ongoing concerns about the number of new developments. He says:

“In hindsight 390 was a little low. Now it’s nearer 700. I don’t have a problem with 700 but recently it’s been much higher than that.”

Cllr Mackenzie was appointed executive member for public health at the county council in 2013 until council leader Carl Les moved him to his access portfolio in 2015.

It’s a bruising role but says the only time he gets real abuse is when he’s knocking on doors canvassing. It doesn’t seem to bother him — he likes a good argument. Or as he puts it:

“I can’t say I enjoy it but I wouldn’t shrink from it.

“I belong to that generation when a candidate didn’t rely on social media. I relied on public meetings. But there’s far less of that face-to-face stuff and that has led to a decline in behaviour because people think their behaviour doesn’t matter as much.”

Bird watching

Cllr Mackenzie, who is 72, doesn’t intend to retire. He has applied to become a non-executive director of a British public sector organisation and wants to keep busy.

“I wouldn’t like to think I didn’t start each day without an active programme ahead.”

He’s a keen bird watcher who engages in his hobby on family holidays in Norfolk. He doesn’t cycle but walks a lot. He often catches the bus or strolls into town from his home, near Leeds Road about a mile from the town centre. He says it’s too close to go by car.

He claims not to have any major regrets. What does he think his legacy will be?

“I would like people to think that whatever decision I took, I took with the best of motives and I thought the decision was right. I can’t claim to have got every decision right – but they were all taken with the best of intentions.”

With many of his schemes set to outlast him, his legacy will be felt in the district for years to come.

 

North Yorkshire economy recovering from pandemic, says report

North Yorkshire’s economy is returning to pre-lockdown levels of productivity, according to a county council report.

An authority paper into the performance of the tourism and agriculture dominated area’s economy over the last 12 months underlines how the county’s service industries have bounced back despite facing a range of challenges, such as high inflation.

The study comes as officers work to develop a new economic growth plan for North Yorkshire, and in particular examine the opportunities to bring together the district councils’ roles as local agencies of development in the county’s new unitary authority, to support greater wellbeing and prosperity.

Economic growth officers said the latest data suggests that although the county experienced a greater percentage decline in productivity than the UK as a whole during the pandemic, the recovery in North Yorkshire has been stronger, with the hospitality sector’s resilience being “a key factor”.

The report states how at the height of the pandemic, some 32% of workers – 88,200 – across the county and some 40% in Scarborough district were furloughed, which was among the highest rates in the North of England.

However, it highlights how in January, following the end of furlough schemes, North Yorkshire’s unemployment claimant count stood at 2.5% compared with 4.7% across Yorkshire and Humber and 4.4% for the country.

With just 1.8% of Richmondshire’s population aged 16 to 64 claiming unemployment-related benefits, the district has the lowest percentage claimant count on the UK mainland. Only the Orkney Islands and the Isle of Scilly have a lower rate.

The report states: 

“Constrained labour supply will be a limiting factor on future growth opportunities nationally, but particularly in North Yorkshire. Work is currently being undertaken in partnership with the University of York to understand the implications of this.”

Richmondshire District Council corporate board spokesman Richard Good welcomed the low number of unemployment claimants in the area, but said it could prove to be a double-edged sword for the area.

He said: 

“It is a slight problem because a lot of people, and in particular hospitality businesses, are struggling to find staff at the busy season. It could impact on businesses as they are certainly struggling to recruit.”

The report concludes a key outcome of the pandemic has been the change in workplace practices to more flexibility and the development of a working from home economy.

It states: 

“This has the ability to transform our rural economy, as there is less need to commute to a physical place of work for many people.

“The council’s support of digital connectivity has been invaluable in supporting North Yorkshire as a future place to live an excellent quality of life while being able to access a range of different work possibilities.”

Harrogate council officers earning more than £100,000 named on rich list

Four Harrogate Borough Council officers earning more than £100,000 have been named in an annual public sector “rich list” published by the TaxPayers’ Alliance.

The pressure group, which claims to speak for ‘ordinary taxpayers fed up with government waste’, published its Town Hall Rich List 2022 report today.

The list covers authority officials across the country who earn in total more than £100,000 as part of their renumeration for the last financial year.

Paula Lorimer, director of Harrogate Convention Centre, was named the top earner in Harrogate with a total pay package of £121,536.

Meanwhile, Wallace Sampson, chief executive of the borough council, earned £118,505.

The Harrogate officers in the report are:

Elsewhere, 10 North Yorkshire County Council officials were included on the list.

Richard Flinton, chief executive, was the top earner at the county council with a total pay package of £212,667.

Others included Stuart Carlton, director of children and young people’s services, with £161,776 and Gary Fielding, director of strategic resources, with £157,078.

John O’Connell, chief executive of the TaxPayers’ Alliance, said:

“Taxpayers facing a cost of living crisis want to know they are getting value for money from their local authority leadership.

“With households having suffered through the pandemic and now struggling under colossal tax bills, the country needs councils to prioritise key services without resorting to punishing tax hikes.

“These figures will allow residents to judge town hall bosses for themselves and hold their local councils to account.”

Harrogate Borough Council has been approached for comment.

Harrogate park and ride ‘still possible’ despite £116m funding failure

The councillor in charge of highways for North Yorkshire has said a park and ride pilot scheme for Harrogate remains possible despite a £116million funding bid rejection.

The Department for Transport yesterday awarded North Yorkshire County Council none of the £116million it bid for from the government’s Bus Back Better scheme. Much of the funding was earmarked to reduce congestion in Harrogate.

Councillor Don Mackenzie, executive member for access at the county council, said he was “very disappointed” with the rejection but parts of the county’s Bus Service Improvement Plan could still go ahead without government support.

Cllr Mackenzie said this included the park and ride, which is likely to operate from Pannal, although questions remained about how a permanent service would be funded.

“The park and ride trial was not part of this funding, and the pilot itself will use the 36 service so it won’t be particularly expensive to find out whether it works or not.

“I’m very anxious that this trial scheme still goes ahead irrespective of today’s result.”

Cllr Mackenzie also said the on-demand bus service, YorBus, which is being trialled in Ripon, Bedale and Masham could be expanded.

He added:

“One of the things in our Bus Service Improvement Plan was to expand the on-demand response service, YorBus, and of course that pilot continues.

“If it continues to be successful, we will roll it out in other areas.

“We will also continue to work in close partnership with bus operators.”

The Bus Service Improvement Plan included £23 million for new bus lanes, £74 million for other infrastructure changes and £14 million for support for bus services.

‘Plans didn’t lack ambition’

The government claimed areas that failed to get the cash had not shown “sufficient ambition”. In total, just 34 of 79 areas which applied were successful.

In Yorkshire, this included the West Yorkshire Combined Authority which submitted a bid for £168 million, but was given £70 million, while City of York Council wanted £48 million and got £17.4 million.

Cllr Mackenzie said he believed the plans for North Yorkshire were ambitious enough to win funding and that he was now keen to speak to government officials to understand their decision. He said:

“I don’t think our plans lacked ambition. They were worth £116 million over eight years – that doesn’t lack ambition or aspiration.

“Until such time we have spoken to ministers or senior civil servants, I can’t say exactly what was lacking from our submission.

“We knew the Bus Back Better budget had been severely curtailed… but I expected to get some money, not nothing at all, so I’m very disappointed.”

The county council and Harrogate Bus Company have been successful in a separate bid for £7.8 million to make the firm’s fleet all-electric with the delivery of 39 zero-emission buses.

The project will cost almost £20 million in total, with more than £12 million being invested by Transdev – the parent firm of Harrogate Bus Company.

It will see 20 single-decker and 19 double-decker buses bought over the next three years, as well as the supporting charging infrastructure.

 

Harrogate bus plans in tatters after government rejects £116m funding bid

Ambitious plans to transform buses in North Yorkshire were dealt a stunning blow today when the county was completely overlooked for funding.

North Yorkshire County Council applied for £116million from a UK government scheme to improve buses outside London.

The county council warned last month it was unlikely to receive the full £116million after government funding for the Bus Back Better initiative was slashed from £3billion to £1.4billion.

But officials were left shocked today when North Yorkshire didn’t receive a penny, with the government suggesting their plans lacked ambition.

It means plans to create better and more affordable buses in the county will have to be reconsidered.

Harrogate a priority area

Congested Harrogate had been earmarked as a priority area in North Yorkshire to benefit from funding. New bus lanes and a park and ride were among the upgrades planned.

Michael Leah, assistant director of travel, environmental and countryside services at the council, said:

“We are extremely disappointed not to have received an allocation from this round of government funding.

“We believe we had a strong and ambitious bid in our Bus Service Improvement Plan, but we understood that the government’s fund was greatly over-subscribed and that there was no guarantee of funding.

“We are keen to speak to the Department for Transport to understand its decision and to discuss the possibility of any future opportunities to bid for funding.”

‘No funding for areas lacking ambition’

The government awarded funding today to 31 councils, city regions and unitary authorities — and some will implement fare cuts of up to 45% from next week.

A Department for Transport statement said:

“The successful areas have been chosen because of their ambition to repeat the success achieved in London — which drove up bus usage and made the bus a natural choice for everyone, not just those without cars.”

“As the government stated in last year’s national bus strategy, Bus Back Better, areas not showing sufficient ambition, including for improvements to bus priority, would not be funded.”

The funding means passes for unlimited bus travel across Cornwall — one of the successful bidding areas — will be reduced from £9 a day to £5.

Despite today’s setback, Mr Leah said:

“We remain committed to enhancing North Yorkshire’s public transport and continuing to work with bus operators to improve services across the county.

“Our recently agreed enhanced partnership with operators is not entirely reliant on this funding, so we will be able to progress elements of that partnership.”

 

 

The rivers beckon for paddlers from the Harrogate district

Covid lockdowns put a two-year hold on the outdoor activities of the Dales Canoe Club, but members of all ages will soon be taking to the water once more.

The multi-generational, family-focused club has 40 paddlers aged from 11-year-olds to people in their mid-70s, who come from across the Harrogate district..

They keenly await April 28, when they will head for the River Nidd in Knaresborough for their first meet of the season.

Between then and September, the Thursday evening gatherings will be held on rivers and canals throughout the Yorkshire Dales and further afield.

Fundraiser Jeremy Dunford has been involved with the club since 2015, when his son Reuben started as a novice.

He told the Stray Ferret:

“We had a boost with a successful application to the National Lottery, which brought nearly £10,000 and we have also received financial support from North Yorkshire County Council.

“The money has ensured that we are able to take all the new paddlers on the river at the same time over the summer.

“A key principle of the club is to ensure that paddling is affordable to all and the equipment can be expensive.

“We keep a certain amount of stock but this ages quickly as well as getting damaged. All our new paddlers have access to club kit for as long as they need (including kayaks and paddles).”

Through the winter, members have been practicing at Starbeck Baths, but with the warmer weather and lighter nights they will be back on river banks across the region and ready to go immediately after the Easter holiday.

Educational and enjoyable

Mr Dunford said:

“Paddlers often use their involvement with the club as a springboard to academic progression elsewhere. One is currently studying outdoor adventure sports at uni having done, as my son did, a BTec in outdoor adventure sports at  Askham Bryan and this in turn has enabled them to get places on camp in Canada.

“Some members also use the club as part of BTec course evidence, GCSE Sports Science and D of E awards evidence.

“We welcome, paddlers with conditions such as epilepsy, autism and ADHD, all of whom have had their paddling experience adjusted to ensure their needs are met.”

Long-term members

The club started in 1976. and Maurice Young, a retired GP now in his 80s who took his sons along from day one, has been chairperson since 1978..

Dave Titchmarsh, who is the second in command, is a paddler in his 70s and has been with the club for many years as well.

One of the club’s senior members, Ted Walton, started as a teenager and is now in his 50s and leads a lot of activities.

The club, which adheres to all safety standards, currently has a full complement of members but opportunities for more people to join in September will open up as some move on to university.

Skipton Road ‘improvements’ have made delays worse

At 9.30am today (Wednesday) it took me 16 minutes to drive between the New Park and Empress roundabouts in Harrogate, a distance of just over a mile.

The recent ‘improvement’ to the traffic lights at the junction of King’s Road and Woodfield Road has made Skipton Road jams much worse, in both directions.

When will North Yorkshire County Council return to remedy these problems where the traffic lights are not giving anything like enough time to motorists on the main Skipton Road, and how much has this wasted work cost so far?

Get it beeping right!

I read your articles about beeps at pedestrian crossings.

I have reasonably good eyesight and hearing but I entirely agree with Mr Raho that beeps are really necessary at pedestrian crossings and should be installed, as they do help so much when trying to cross.

Harrogate district among worst prepared areas for electric cars, says study

The Harrogate district has been revealed as one of the worst prepared areas in the UK for the electric car revolution.

New research shows the district places fourth among the least ready regions, with just one charging point for every 134 electric or hybrid cars.

This comes as more and more motorists across the nation are making the switch to electric as the government’s ban on sales of petrol and diesel cars by 2030 is now less than a decade away.

Harrogate has seen rapid growth in the number of electric vehicles on its roads, with more than York or any other district in North Yorkshire.

However, the district’s charging infrastructure is lagging behind and there is now pressure on local authorities to speed up their offering in order to support efforts to tackle climate change.

Harrogate Borough Council – which has admitted the district’s charging point numbers are “some way behind” neighbouring areas such as York and Leeds – has set an aim to get 10,000 electric vehicles on the roads by 2023.

It said in a statement that it has installed charging points at several council-owned locations and that it plans to roll out 60 more within the next five years.

The borough council said: 

“It is encouraging to see that the Harrogate district has seen an increase in electric vehicle ownership.

“Our Ultra-Low Emission Vehicle strategy aims to respond to this local need and fulfil our vision to have the most ambitious and forward-thinking programme for electric vehicles of any borough council.

“Charging points have been installed at council sites across the district, including Phoenix Business Park in Ripon and Conyngham Hall in Knaresborough.

“Charging points will also be installed at Hornbeam Park train station car park in Harrogate, Victoria multi-storey car park in Harrogate, Chapel Street car park in Knaresborough, Southlands car park in Pateley Bridge and cathedral car park in Ripon in the coming months.”

Harrogate Borough Council is responsible for areas including off-street parking and planning, and said all new housing developments are equipped with charging points along with a dedicated electric circuit.

On-street parking is the responsibility of North Yorkshire County Council which said it recognised the urgency of improving electric car infrastructure, but added it wanted “take the time needed to ensure we find the correct solutions to ensure everyone has convenient access”.

It said a charging point study is currently underway and will involve a public consultation to ask residents for their views.

Karl Battersby, corporate director for business and environmental services at the county council, said: 

“North Yorkshire is currently exploring many options and engaging with specialist companies to seek solutions to the challenges surrounding electric vehicle charging.

“Options being considered include rapid charging hubs and innovative measures to provide on-street charging.”

Mr Battersby added: 

“Harrogate has more registered electric vehicles than any other district in the county and also the most publicly available charge points, though some of those have restricted availability.

“Department for Transport data shows Harrogate and Ryedale are in the top 40% of UK council areas for total numbers of charging points.”

The research which shows Harrogate places fourth among the least ready regions is from insurance group esure. It found the district comes behind only Slough, Swindon and Stockport which is the worst prepared place with 448 electric and hybrid vehicles having to share each charger.

The figures also show it’s 3.5 times harder to find a charger in Harrogate than in York which has made better progress with one charging point for every 38 vehicles.

Perhaps unsurprisingly, London comes out on top as the best prepared area with only four cars per each charger.

North Yorkshire County Council is carrying out work to install a fibre optic cable up the street and has reduced traffic to one lane.

Cheltenham Parade becomes single lane next to the junction with Commercial Street and Station Parade.

The move has led to queues on the road this lunchtime, with traffic backing up onto Ripon Road.

According to the county council’s roadworks map, the work is set to remain in place until Thursday this week.
