GPs ‘extremely concerned’ Knox Lane housing will put pressure on health services

The organisation that commissions local GP services has issued a strongly worded objection to a plan to build 53 homes in Bilton.

North East property developer Jomast wants to build the homes on a field off Knox Lane, in what has been a controversial and long-running planning application.

Many objections from residents in Knox and Bilton have focused on the impact of the potential new homes on roads and congestion.

However, NHS North Yorkshire Clinical Commissioning Group says GP practices in Harrogate are already over-saturated and have “very limited capacity” to accept another 123 patients that the new homes could bring.

The letter says:

“Having consulted with the local GP practices and primary care networks directly impacted we wish to strongly object to this proposed residential development.

“As primary care providers, the GPs and primary care networks are extremely concerned regarding any proposals for further residential development within Harrogate. The existing health infrastructure in Harrogate already operates above optimum capacity and has very limited capacity to absorb additional pressures.

“Primary care and community services within the area are already running at, or far beyond their existing capacity. This is further compounded by the fact that primary care networks practices are operating in substandard buildings limiting their ability to cope with the existing high patient demand.”

The letter adds the application offers “no provision” for healthcare services for residents, but approved, Jomast should make a payment to the CCG through a section 106 agreement.

The CCG has used an NHS formula to calculate that the developer should pay £63,974, which will be spent by GP practices.

But it warns that this figure would only make up a small part of what is required by GPs.

A spokesperson for Jomast’s planning consultant Spawforths said it is currently considering the comments from the CCG and will issue a response in due course.

The objection from the CCG is another blow for the developer’s hopes of building the scheme in its current form.

Last month, North Yorkshire County Council said the layout of the development was ‘not acceptable’ and the plan should be refused unless the developer agrees to pay to widen the road.

Developer resubmits Flaxby self-build homes eco scheme

A developer is not giving up on his dream of delivering a self-build eco-development in Flaxby after being knocked back by Harrogate Borough Council.

Ben Holmes, from Birstwith, first submitted plans last year to build the cutting-edge development in the village near Knaresborough.

It was for a community self-build scheme, which is a different model of housebuilding from what is usually seen.

Mr Holmes would install infrastructure, such as paths, water, drainage and a communal area, on the site.

Nine plots would then be available to people who want to build their own home. The buyers then hire an architect and builder and design a home to suit their family’s needs.

A stipulation would ensure all the homes are built to strict environmental standards and include solar panels, air-source heat pumps and super-tight insulation.

The plans were refused by the council on the grounds that it was not in the Harrogate district Local Plan 2014-35, which sets out where development can take place, and because the number of homes was below the council’s requirement per hectare.

‘Moving away from the car’

Mr Holmes appealed the council’s decision to the government’s Planning Inspectorate but it upheld the refusal.

He has this week submitted new plans to the council, which he hopes address the reasons for refusal.

The revised plans include plots for 20 homes, which would be available to those who have joined Harrogate’s self-build register.

He said:

“All of the principles of our original scheme will be included, which is again trying to move away from the car, with use of shared electric vehicles and further an electric mini-bus for the school run.

“The homes will generate their own electricity with photovoltaic panels on the roofs and rainwater harvesting will be used to cut down on energy bills.

“They will all be Passivhaus, relying mainly on solar gain for heating, and have air source heat pumps for any extra heating required. They will be extremely well insulated and air-tight. The intention is that they will set the standard for new homes across the area, and be a catalyst for greener developments.”

New village hall

The initial proposal received a seven-page objection from Goldsborough and Flaxby Parish Council.

It cited concerns over flooding, sustainable transport and claimed the plans “gave no thought whatsoever to the village of Flaxby”.

To help win over locals this time, Mr Holmes has added a village hall and nature reserve for anyone to use.

He added:

“This was in response to some of the existing villagers’ comments that there was nothing in the original scheme to fulfil their social needs, and it should be more integrated for community cohesion.

“The joined parishes of Flaxby and Goldsborough don’t currently have a village hall so this would be an opportunity for them to have their own village asset, that they can use as they see fit.”

The council will decide on the plans at a later date.

Council to start moves to evict Travellers on Harrogate Stray tomorrow

Harrogate Borough Council looks set to begin legal moves to evict Travellers on the Stray tomorrow.

Six caravans and several cars arrived on the Oatlands section of the Stray yesterday.

Three days earlier Travellers also parked on the old rugby field at Knaresborough.

The council, which is the legal protector of the Stray, has not replied to the Stray Ferret’s request for information about what action it is taking.

But Judy d’Arcy Thompson, chair of the Stray Defence Association, said the council had informed her that is is “aware and prepared to serve papers on Monday if required with a court hearing already scheduled for Thursday. Unfortunately due to the legal process, this is the fastest we can progress the situation.”

It is thought the Travellers are on their way to Appleby Horse Fair in Cumbria, which begins on Thursday.

Ms d’Arcy Thompson said the council had informed her that its street cleaning team was “prepared to check the area and clear any waste left behind”.

She added the council appeared to be doing everything it could to resolve the situation, adding:

“With experience of similar events in the past we appreciate the complexity of the legal process.

“We naturally hope that they respect our Stray and that the minimum of mess and damage is left behind when they depart.”

The Stray Defence Association was founded in 1933 to safeguard the Stray against building and encroachment.

Siblings, 11 and 7, get creative to protest against new Knox Lane houses

Two creative siblings have put up posters and written poems to protest against a housing development on Harrogate’s Knox Lane.

North-east property developer Jomast wants to build 53 homes on a field off Knox Lane in a green corner of Bilton that residents cherish.

Jasmine Stoyles, 7, and her brother Francis, 11, both go to Richard Taylor Church of England Primary School in Bilton.

They live close to where the homes could be built and enjoy admiring the deer, birds and other wildlife in the green fields.

But they fear the idyllic scene won’t be there when they grow up.

Mum Caroline said the threat of development inspired the kids to get their pens out and protest. Over the weekend they put up posters and poems on trees and a notice board nearby.

Jasmine’s poem says it’s a “horrible sight looking at concrete and cement” and Francis’ poem pleads “see the trees that grew up there, soon it will be all bare”.

Ms Stoyles said:

“We just appreciated all through lockdown how many people come here. It’s a lovely place to be. 

“To lose that connection to the countryside would totally change the nature of the area.”

“Spring is a lovely time, but not when people are killing nature,

“People do not care about nature anymore because they are looking at their toes,

“Wrens and other birds are going to lose their homes because they are cutting down the trees,

“It is a horrible sight looking at concrete and cement,

Historic Darley Mill to be converted to housing

An 18th-century corn mill in Nidderdale is to be converted into housing after complaints that the historic building once used as a shop and restaurant has deteriorated into a “mess”.

The proposals for Darley Mill include the conversion of nine homes and the construction of 11 new properties at the Grade-II listed site.

Harrogate Borough Council’s planning committee approved the plans at a meeting on Tuesday when a local councillor said many villagers wanted to see the site redeveloped “as soon as possible”.

Cllr Sue Welch, chair of Darley and Menwith Parish Council, said:

“The current mill building is a mess – it spoils the whole look of the village and that part of the Nidderdale Area of Outstanding Natural Beauty.

“We need to bring it back into use and good repair.”

Cllr Welch said although the parish council viewed the mill conversion as “essential,” it could not support the construction of new homes at the site.

In response, Richard Irving, an agent for the developers YorPlace said the new builds were needed in order to make the development financially feasible – a view which was supported by an independent valuer.

Mr Irving also said the development would be carried out to the “highest quality”.

The approval comes after previous plans for a smaller development of 13 homes were given the go-ahead in 2018. However, these plans never came forward.

The site closed as a corn mill in the 1960s and was most recently run by Yorkshire Linen Company as a restaurant and shop until 2016 when the company ran into financial problems.

Prior to this, the mill was converted into a store selling crafts and clothing in the mid-1980s.

The latest proposals include a mix of two, three and four-bedroom properties across the site.

The mill’s water wheel will also be kept under the plans.

Councillors cast five votes for and two against to approve the plans at Tuesday’s meeting.

Dates set for second Harrogate Christmas Fayre

Harrogate Borough Council has announced the second Harrogate Christmas Fayre will take place from December 2 to 11.

The inaugural event was run by the council in the town centre in partnership with Market Place, a specialist market company from Greater Manchester.

It saw stalls and stands selling food, drink and gifts around Cambridge Street, Market Place, Station Square and Cambridge Crescent.

The fayre was organised after the original Harrogate Christmas Market, on Montpellier Hill, was cancelled after the council refused to sign off the organisers’ event management plan.

A survey of local businesses undertaken by the council reported that 68% said having a Christmas market was beneficial to the town and 94% said last year’s event had a positive impact on footfall.

Candy Cane Express

Destination Harrogate, the council’s destination management organisation, has also started to plan for Christmas with its ‘Destination Christmas’ campaign.

The Candy Cane Express, a free road-train that travelled around the town, will return, as will traditional fairground rides to add to the yuletide ambience.

Original Christmas market gives up battle

Last month, the organisers of Harrogate Christmas Market on Montpellier Hill gave up their battle to bring the event back.

The market, which was staged from 2012 to 2019, attracted over 80,000 visitors, 187 coaches and nearly 200 traders.

But the event was scuppered late into its planning stages last year when Harrogate Borough Council refused its event management plan.

Bishop Monkton residents fear 125 new homes will exacerbate flooding

Villagers in Bishop Monkton say climate change has led to increased flooding in their village over the past decade — and two housing developments, with a total of 125 new homes, will exacerbate the problem.

Bishop Monkton Action Group was formed two years ago to raise awareness in the village about a 98-home development on Moor Road by Alfa Homes and 25-homes by Kebbell Developments on Knaresborough Road.

The group’s members are residents Kenneth Barker, Jonathan Beer, Harvey Bigg, Martin Minett, Raj Selvarajan and Bob Upton.

Both sites in the village, which is five miles south of Ripon, were allocated for development in Harrogate Borough Council’s Local Plan, which means they are likely to be approved in some form.

But the action group is holding out hope that they will be dismissed outright because surface water at the two sites will run off into Bishop Monkton Beck, a small river that runs through the village.

Major implications

The group says freak flood events are becoming more common in the village.

One resident submitted an objection to both developments that said from 2011 to 2020 the village faced nine days of floods, which was the same as the previous 50 years combined.

A spokesperson for the action group said

“The wider cumulative impacts of these developments will have major implications to the village in our view.”

Flood risk assessment

A flood risk assessment submitted on behalf of Alfa Homes says surface water from the development will be discharged into Bishop Monkton Beck, which the Environment Agency classes as a river.

The developer said it has factored in a 30% increase in rainfall due to climate change but the risk of flooding would remain low.

A flood assessment submitted on behalf of the smaller Kebbel Developments scheme said surface water run-off into the river “will not increase flood risk elsewhere.”

That scheme will store water in a tank before it is discharged into the river.

However, members of the action group fear the two schemes, as well as a plan to increase the number of caravans on a local holiday site, could make flood events like those seen in 2015 and 2020 worse.

The two applications have almost 300 objections between them, with many people citing fears about flooding in the village.

North Yorkshire County Council, which is the flood authority, said HBC should refuse the application on flood grounds. It said:

“[The development] will ultimately increase the risk of flooding and exacerbate an already flood prone area; potentially further jeopardising people, property and critical infrastructure.”

Mike Mulligan, director at Kebbell Developments, sent the following response:

“The site is allocated for residential development in the adopted Harrogate Local Plan and therefore the principle of development has already been established. The comments and concerns of local residents on surface water flooding are noted and our engineers are liaising with the relevant bodies on the detailed design of the on-site attenuation and drainage scheme.

“We can confirm that the surface water drainage scheme for the development will meet all the necessary requirements. The key principle of the scheme is to ensure that the surface water is attenuated on the site in a large storage tank before being slowly discharged into the Beck at an agreed discharge rate.”

Claims new Bilton woodland will spoil open space

A woman in Bilton says thousands of trees that are being planted in fields close to Nidd Gorge will spoil a wildlife meadow and treasured open space.

Harrogate Borough Council is currently planting the trees in Bilton Fields as well as at Upper Horse Shoe Fields in Knaresborough.

The planting is part of the government’s White Rose Forest initiative to create 10 community forests in England. Oak, hornbeam, hazel, alder, cherry, crab apple and other native trees will be planted.

Rowen Hardcastle, who owns a dog walking business in Bilton, was brought up in the Harrogate suburb and said she has spent over 40 years enjoying the fields. Her husband even proposed to her in the fields because he knew how much she liked spending time there.

Ms Hardcastle said she is in favour of more trees being planted in the district to improve the environment, but the location means it will spoil one of the few open spaces in the area. In the summer, it is a popular spot for games of football and family picnics.

She said:

“It’s not the trees at all, it’s the positioning. It was a beautiful wild flower meadow with kids running around it.

“But they’ve gone right across the kids’ playing pitch. Now they can’t have a kickabout without damaging the trees.”

The new woodland will have footpaths and some open areas but Ms Hardcastle said many people, particularly women, like to walk in the open fields as they feel safe.

She believes the planting should have been done in a more sympathetic way that retained more open space.

“I’ve spoken to a lot of elderly ladies. They’ve walked around there for last 60 years because it’s safe, but future generations won’t have this vast open space.”

A council spokesperson said:

“The White Rose Forest is the community forest for North and West Yorkshire that works in partnership with local authorities, landowners, businesses and communities to plant more trees across the region, improve our natural environment, combat climate change, create jobs and provide happier and healthier places for us all to live, work in and enjoy.

“The scheme has been well received since it was first adopted by the council. And has been publicised widely in the local media – including on the Stray Ferret in both December 2020 and October 2021 – along with the council’s Residents’ News and on social media.

“The planting of the trees reflects what the Royal Forest of Knaresborough would have originally looked like and will complement the surrounding area, create open areas and natural footpaths through the existing fields.

“More than 40% of the site will remain as ‘open space’ and wildflower meadows will be established and managed to further encourage biodiversity, help address the climate situation and deliver carbon reduction initiatives throughout the Harrogate district.

“Funding for the White Rose Forest project has come from the government’s Trees for Climate Fund. The funding covers planting, establishment and management of the woodland for 15 years.”

Plans submitted for 770 homes and primary school on Harrogate’s Otley Road

Plans have been submitted to build 770 homes and a new primary school at Otley Road in Harrogate.

The development also includes a sports centre, a convenience store and community hub.

Land promoters Anwyl Land and national housebuilder Redrow Homes are behind the Windmill Farm development, which would be the biggest housing scheme to be built in Harrogate for decades.

It would dwarf the nearby village of Beckwithshaw, which has a population of 400.

The homes would be built on green fields on the opposite side of the road from the charity-run nursery Horticap and behind RHS Harlow Carr. Part of the land is currently used by Beaver Horse Shop.

Parameters Plan

A design and access statement, submitted to support the application, says the application has been informed by the West of Harrogate Parameters Plan.

The parameters plan, which has been prepared by Harrogate Borough Council, will be used to identify what infrastructure is required to meet the needs associated with future developments in the area.

It also offers guidance on design, open space and landscaping.

The application says 40% of the homes will be classed as “affordable”, with the remaining 60% sold at market rate and being between two and five-bedroom properties.

The homes would look like these

Forty of the homes would be self-build, which are plots reserved for people who want to build their own home.

Bus stops and three access points would be created on Otley Road to leave and enter the site and a new cycle route would also be installed, which the developers hope will eventually connect to the Otley Road cycle path.

The existing Otley Road/Howhill Road junction would be reworked to include one of the entrance points to Windmill Farm and will have traffic lights.

An energy statement says the homes would not have any low carbon or renewable energy technologies.

They would be fitted with “high-efficiency” combi gas boilers to heat the homes. The government will be ban gas boilers from new homes in 2025.

It says to reduce emissions, the homes would be well insulated and be positioned to make the most of the sun.

There are no firm details included about the primary school and the number of children it can accommodate, but it would be built on the side of the development facing RHS Harlow Carr.

It says the size of the school and its surroundings would be 5.19 acres.

Local Plan

The site is allocated for development in the Harrogate district Local Plan 2014-35, which is a document that lays out where development can take place in the district until 2035. It says 776 homes can be built there.

If the Windmill Farm development is granted full planning approval, it would mean over 1,200 homes could be built on that section of Otley Road.

The government’s housing agency, Homes England, has plans to build 480 homes on Bluecoat Park, near Harrogate police station.

The majority of homes at the 125-home Harlow Hill Grange development are now completed.

Environment concerns

Whilst the development is likely to be granted planning permission in some form due to the fact the site is included in the Local Plan, a spokesperson for Harlow and Pannal Ash Residents Association told the Stray Ferret in September it was “very concerned” about the scale of the development and its impact on the environment.

Planning documents submitted on behalf of the developer say the scheme is a “high-quality proposal”.

“The proposed layout seeks to meets the aspirations of the draft Parameter Plans for the West of Harrogate masterplan. The proposed scheme provides a residential development that fully integrates built form, landscaping and quality of place in order to provide a high-quality proposal that is where people are proud to live.”

36 supported living flats to be built at Claro Road in Harrogate

Plans for a new 36-flat supported housing development in Harrogate have been given the go-ahead today.

Jackie Snape, chief executive of the Harrogate charity Disability Action Yorkshire, made an impassioned plea to councillors for the scheme to go ahead. She said disabled people wanted to be given more control of their lives.

Ms Snape told Harrogate Borough Council‘s planning meeting that the need for supported housing was growing ever greater as disabled people “want so much more than residential care”.

She was speaking in support of plans to replace the charity’s existing Claro Road care home with 36 flats, which will allow residents to live more independently.

Ms Snape said:

“Disability Action Yorkshire has provided residential care for disabled people in the Harrogate area for the past 60 years, and for at least the last six years we have been working towards stopping that part of our service.

“The reason for this is that the disabled people we work with are telling us very loudly that they don’t want residential care.

“I asked the young disabled people currently living in 34 Claro Road what they thought I should say to you today.

“They said ‘just tell them we are ready, we want choice and control over our own lives, we just want our own front doors, we want what everyone else has.’”

Disability Action Yorkshire, which this year celebrates its 85th anniversary, is working with Highstone Housing Association to build three apartment blocks at the Claro Road site.

Residents ‘no longer want residential care’

Ms Snape said the need for this type of accommodation has been growing over the last decade, but became in even greater demand during the pandemic which “solidified the resolve” of Claro Road residents that they no longer want residential care.

She said:

“For the past two years they have been treated differently to the rest of society, at one point not being able to have visits from friends and family while the rest of the country went out to eat out.

“Nearly every day somebody said we wouldn’t be in this situation if we had a home of our own.”

The charity’s plans – which included a mix of one and two-bed flats – were approved with “open arms” by Harrogate Borough Council’s planning committee today.

Works will now start later this month to construct the first of the flats on the grounds of the current home and on a derelict playground which was sold off by the council last year.

The existing care home will be replaced with flats, as well as a base for support staff who will be on site 24-hours-a-day.

Speaking at today’s meeting, councillor Stuart Martin said:

“This is exactly the sort of development we should be building and it’s one of the easiest decisions I’ve taken on this planning committee.”
