Trial restrictions on vehicles using Beech Grove and Lancaster Road in Harrogate are to end in 10 days time.
Measures aimed at encouraging more walking and cycling in Harrogate were introduced on a trial basis in February 2021, for a maximum of 18 months.
It saw the temporary installation of signage, bollards and planters in the two streets – the first initiative of its kind in the county.
The 18-month experimental order will lapse on August 14, meaning the measures must legally now be removed.
Feedback from the trial will now be considered before a wider package of permanent measures to promote environmentally-friendly travel is drawn up and consulted upon in September.
North Yorkshire County Council’s executive member for highways and transport, Cllr Keane Duncan, said:
Contractor for Harrogate’s Otley Road cycle route to be appointed in autumn“It is fair to say these trial restrictions have been controversial. We have received significant feedback – positive and negative – and we’ve learnt a lot over the past 18 months.
“We know that more people are now using this route to walk and cycle, which is encouraging and in line with our aim of promoting sustainable travel. However, we are also aware of negative impacts affecting those living nearby.
“Now the trial period is over, it is only right that we review in detail what’s worked and what could work better.
“This will allow us the opportunity to bring forward a detailed and coordinated plan, connecting active travel initiatives such as Otley Road and Station Gateway together in the best way while addressing many of the objections raised by local residents.
“We will be seeking input from local councillors, active travel groups and the public to ensure we are developing the most effective possible plan for this area.”
Council officials have said a contractor to build the second phase of the Otley Road cycle route in Harrogate is expected to be appointed in the autumn.
But it is still unclear when work on the project will start.
The first phase of the route, which runs from Harlow Moor Road to Cold Bath Road, was completed in January.
However, residents raised concerns over its design and the length of time it took to complete the project.
As a result, county council officials delayed progress on the second phase to review its designs.
The Stray Ferret asked North Yorkshire County Council when the next phase of the route will be built and whether a contractor had been procured.
Melissa Burnham, highway area manager at the county council, said:
“Final detailed designs for phase two of the Otley Road cycle route are due to be approved within the next few weeks, with the contract expected to go out to tender during August.
“It is expected the contract will be awarded to the successful provider during the autumn.”

However, she did not respond to another question enquiring when construction is expected to start.
Council officials had previously set that procurement for a contractor would begin in June.
The second phase of the cycle lane will run from Arthurs Avenue to Beech Grove.
Costs have yet to be revealed for the next section of the route, but Hull-based PBS Construction was awarded a contract worth £827,000 for the first phase.
The third and final phase of the scheme, which will run from Harlow Moor Road to Cardale Park, is expected to be funded via contributions from housing developers.
New Harrogate Station Gateway details revealed todayThe councils behind the Harrogate Station Gateway said it was time for the town to “seize the opportunity” today, as new details of the project emerged.
A media briefing was held in Harrogate today before a third phase of consultation on the latest proposals begins on Wednesday.
Key elements of the scheme, including the part-pedestrianisation of James Street and some of Station Parade being reduced to single lane, remain in place and are non-negotiable, councillors said.
But the briefing did reveal some changes:
- Two approaches to the Odeon roundabout will be reduced to single lane to make it safer for cyclists. But it won’t be a Dutch-style roundabout giving priority to pedestrians and cyclists.
- Nine trees will be felled as part of the scheme. Twenty-four new ones will be planted.
- The project is predicted to extend the average journey time around town by 73 seconds at peak times.
- Two taxi bays on Station Parade will be lost but new bays will be introduced elsewhere.
- North Yorkshire County Council, the lead partner, has pledged to “robustly defend” any legal challenge after a Harrogate property owner said he was considering a judicial review.
- Inflation and the cost of living crisis are prompting concerns about whether the scheme can be delivered in full. Some cheaper materials could be used.
- North Yorkshire County Council and Harrogate Borough Council have pledged £300,000 between them to bring the value of the scheme up to £11.2 million.
- The start time has been pushed back again until late spring or summer next year and is due to complete by March 2024.

The Odeon roundabout
Conservative councillor Keane Duncan, the executive member for access and transportation at the county council, told the briefing it was time to “crack on”.
He said:
“We want to continue with this scheme. It’s an exciting opportunity for Harrogate. We are at the stage where we either seize the opportunity or lose it.
“We need to take this scheme forward. If we didn’t it would be a travesty for Harrogate.”

The scheme aims to encourage cycling and walking and make the town centre a more pleasant place to visit.
But business groups fear the loss of parking spaces and potential congestion could deter shoppers.
Cllr Duncan said the council didn’t want a “war” with businesses, which have expressed major doubts about the initiative.
He said the gateway would attract more people into the town centre and be good for business.
‘First major investment in Harrogate for 30 years’
Councillor Phil Ireland, Harrogate Borough Council’s cabinet member for carbon reduction and sustainability, said the scheme was a “fantastic regeneration project and the first major investment in Harrogate in 30 years”.
Cllr Ireland added that if it didn’t succeed, after months of wrangling, it could “affect how Harrogate is looked upon when future funding is available”.
He said the average car journey in the Harrogate district was less than 2km and this scheme would encourage more people in the town centre vicinity to walk or cycle. Those who didn’t, he added, still had 6,000 parking spaces, many of which are free.
The Harrogate scheme is one of three in North Yorkshire, and 39 nationally, being funded by the Department for Transport’s Transforming Cities Fund.
Tania Weston, Transforming Cities Fund programme manager at the county council, hailed the public realm benefits, such as completely revamping Station Square to include a water feature and new seats.
Ms Weston added empirical evidence suggested there was widespread misconception about the impact of active travel schemes on businesses, with them usually having a “positive or neutral” impact.

One Arch
She said there would also be a focus on making One Arch “pleasanter” by improving the landscaping and introducing lights with a “shimmering” effect inside the tunnel.
Drop-in sessions will be held from 9am to 5pm at the Victoria Shopping Centre on August 4, 5 and 6 as part of the consultation. An online event will be held on August 10 at 6pm.
Consultation announced for two new cycle routes
Consultation is to begin this summer on two new cycle routes in Harrogate and Knaresborough.
North Yorkshire County Council received £1,011,750 last year from the Department for Transport’s active travel fund to improve cycling and walking infrastructure.
The funding is due to be spent on two schemes in the Harrogate district and one in Whitby.
The Harrogate district schemes are on the A59 Harrogate Road, Knaresborough, between Badger Mount and Maple Close and on Victoria Avenue, between the A61 (West Park) and Station Parade.

A third Harrogate scheme for Oatlands Drive was scrapped after a negative response, but new proposals to cut congestion in the area are due to be revealed in autumn.
The funding was secured more than a year ago and little discernible progress has been made since then.
The Stray Ferret asked the county council for an update.
Melisa Burnham, highways area manager at the county council, said:
“The two proposed schemes in Harrogate — along the A59 and on Victoria Avenue — are currently in the detailed design stage to understand the cost and funding requirements.
“We are carrying out road safety audits on the routes this month before taking the final designs to a public consultation in the late summer.”

But it seems the Knaresborough scheme will not proceed any time soon.
Although North Yorkshire County Council is leading on the project, the issue was raised last week at a Harrogate Borough Council meeting.
Stray land
Harrogate Borough Council has ringfenced £500,000 towards the Knaresborough scheme from its investment reserve.
When asked about progress on the initiative, Councillor Phil Ireland, the cabinet member for carbon reduction and sustainability, told the meeting “there has been an acceptance that this will not happen prior to local government reorganisation” in April next year.
Cllr Ireland said:
“We definitely want a cycleway between Harrogate and Knaresborough. However, it won’t happen quickly as further funding will need to be identified, plus there’s always the perennial issue of Stray land on the verges of Knaresborough Road.”
He added that the borough council, which will be abolished in April, was considering allocating the funding to other “shovel-ready schemes” from North Yorkshire County Council, such as the Victoria Avenue initiative.
Cllr Ireland said the borough council was “waiting for some more information’ from the county council before making a decision.
The Victoria Avenue scheme could link with the Beech Grove low traffic neighbourhood, if the decision to close the road to through traffic is continued.
Decision looms on future of Beech Grove low traffic neighbourhood
A final decision on whether to make the Beech Grove low traffic neighbourhood in Harrogate permanent is looming, according to the new county council highways chief.
Cllr Keane Duncan, who succeeded Don Mackenzie as the executive member for access at North Yorkshire County Council, said a decision was “upcoming” on the closure.
The measure was controversially introduced in February 2021 as a temporary one-year to closure in an effort to encourage walking and cycling.
County council officials later extended the trial until August this year.
Cllr Duncan told the Stray Ferret a decision will be taken in the coming months as to whether it stays or not.
He said:
“There’s an upcoming decision on Beech Grove as to whether it is made permanent or whether it comes out. We can’t really extend it any further on a temporary basis.
“It is either that it is there or it isn’t.”

He added that further consultation would be carried out if the decision to make the closure permanent and seek a traffic regulation order was taken.
Cllr Duncan said:
“For me, with the benefit of the time that it has been in place, it’s about seeing what people think about it now to see if their views have changed.”
Station Gateway
In a wide-ranging interview, the Stray Ferret asked Cllr Duncan about his views on the many multi-million pound highways schemes in the district.
On the £10.9 million Station Gateway project, Cllr Duncan said he was fully supportive of the the scheme.
He added, however, that he was willing to listen to cyclists, businesses and people ahead of the the third round of consultation this year.
Cllr Duncan said:
“I’m personally supportive of that scheme and we are wanting to progress it.
“We are going out to a third round of public consultation to ensure that everyone can have their say and their opinions.
“For me, my test on the ground is what do the local councillors think and feel? They are the representatives of their local community.”

Meanwhile, Cllr Duncan said he was keen to press ahead with the second phase of the Otley Road cycle route.
County council officials were due to go out to tender on a construction contract this month with a view to starting work in the autumn.
Cllr Duncan said:
“We are pushing ahead with delivery of the Otley Road scheme.
“It is important to recognise that there is £4.6 million of funding for that scheme. It does connect in with all the other schemes ongoing within Harrogate.
“It is important to not look at every individual location in isolation. We have got to look at how this adds up to the bigger picture.”
‘Getting the balance right’
Cllr Duncan said he felt that that “on the whole” the council was trying to get the balance right on the various schemes across the district.
However, he added that he was aware of concerns over some of the schemes such as the gateway project.
He added:
“It’s about getting that balance right and recognising that at the moment most journeys are via car in and around Harrogate.
“It’s people trying to get to work, people trying to see friends and family and people visiting the town because Harrogate is a major tourist destination.
“We’re trying to encourage where we can for people to use other modes of transport. That’s not always possible, so we have to make sure we get that balanced approach.”

Council shelves Knaresborough and Ripon travel plansPlans for a 7km cycleway in Knaresborough and other active travel improvements in Ripon have been shelved after a bid for government funding failed.
North Yorkshire County Council applied for £1.5 million – but did not receive any money from round three of the government’s active travel fund.
The council said in a statement that “there will be no progress with either project at present” following an announcement of funding allocations to councils across England last month.
If successful, £50,000 would have funded feasibility work for a segregated cycleway and footpath between Knaresborough and Flaxby Green Park.
In Ripon, around £550,000 would have been spent on the development of “sustainable travel corridors” in the west of the city. This could have included widened footpaths, better pedestrian crossings and traffic calming measures.
Also included in the £1.5 million bid was proposals for other schemes in Selby, Ryedale and Craven, which have not received any funding.

Separately, the council has announced final designs for cycling and walking improvements on Harrogate’s Victoria Avenue and the A59 near Knaresborough are “likely” to be revealed this summer as part of a consultation.
This comes after more than £1 million was awarded to the council, which had hoped to start construction works by now.
The proposals include cycle lanes, improved crossings and reducing the A59 speed limit from 50mph to 40mph.
The council said in a statement:
“Designs are currently being finalised and costed. A public consultation will need to take place before any contract is awarded.
“This is likely to happen over the summer but dates have not yet been confirmed.”
Kevin Douglas, chair of Harrogate District Cycle Action, said he was disappointed that the Ripon and Knaresborough schemes failed to secure funding and that he believed the government’s decision partly came down to the council’s record on getting projects done.
Mr Douglas said:
“Their track record on delivering schemes that have got funding isn’t good,
“It is unusual not to get any funding, but you can see why when the council has schemes that are outstanding.
“The Knaresborough scheme hasn’t been delivered, Victoria Avenue hasn’t been delivered, the Otley Road cycle path hasn’t been delivered, as well as the plans for Oatlands Drive – they are all a way off.”
The Oatlands Drive plans originally included a one-way traffic system, but this was scrapped last year after a backlash from residents who warned the changes would be “disastrous”.
Plans for Oatlands Drive were dropped following public opposition
It was then agreed that government funding would be used for a feasibility study looking into improvements for the wider area.
However, the council has yet to go out to consultation and the new proposals won’t be ready until at least autumn – more than a year-and-a-half after the original plans were abandoned.
A council statement last month said the consultation is “still being finalised” and was “likely to start soon after” the Queen’s platinum jubilee bank holiday weekend.
The statement also said the new proposals will be made public at the end of the study, “which will be in the autumn”.
Meanwhile, it was also revealed this week that a third round of consultations will be held on the £10.9 million Harrogate Gateway project after further traffic concerns were raised.
It means a final business case for the scheme has yet to be submitted and construction works could now be delayed until at least winter.
Another consultation to take place on £10.9m Harrogate Station GatewayAnother round of consultation is to take place on the Harrogate Station Gateway scheme.
The decision to hold a third round of consultation, in response to concerns about traffic, means the scheme is unlikely to start until winter — if at all.
The project, which would pedestrianise part of James Street and reduce some traffic on Station Parade to single lane to encourage walking and cycling, appeared certain to go ahead when North Yorkshire County Council‘s executive approved it in January.
The plan then was to submit a business case to West Yorkshire Combined Authority, which is funding the initiative, by last month and for work to start later this year.
But there have been no updates since and the political landscape has changed since local elections on May 5.
Don Mackenzie, the Harrogate-based executive councillor for access who hailed the gateway as the “greatest investment in decades” in Harrogate town centre, did not seek re-election and there is a new executive team in charge at North Yorkshire County Council.

Harrogate Borough Council, which supports the scheme, faces abolition in nine months.
Now the county council is saying it will consider feedback from a new round of consultation before deciding whether to proceed.

Karl Battersby, corporate director of business and environmental services, said today:
“We received significant feedback as part of the two consultation exercises carried out thus far, and we are grateful that local residents and businesses have engaged with this project.
“While there has been no formal legal challenge in response to issues raised regarding the consultation last autumn, we acknowledge that the impact of the changes on traffic levels and traffic flows were key issues that were raised as part of the consultation.
“We intend to provide further information on those aspects as well as consulting on the formal traffic regulation orders, which would be required to carry out the changes on James Street and Station Parade.
Mr Battersby added:
“The results of the consultation will be fully considered before a final decision is made to submit the business case to the West Yorkshire Combined Authority to secure the funding.
“Subject to consideration of the outcome of the consultation, work could begin during the coming winter with completion in winter 2023/24.”
Christmas shopping fears
When the scheme was approved in January, business groups called for work not to take place in the run-up to Christmas to avoid any disruption on shops at this key time.
Responding to today’s news of a possible winter start, David Simister, chief executive of Harrogate District Chamber of Commerce, said:
“The last thing town centre businesses – particularly those in retail and hospitality – want is major disruption in the run up to Christmas.
“It’s essential nothing is done to hinder trade in this important period. It is vital that if construction work has begun, then everything must be done to minimise any impact it may have.”
Mr Simister added:
“Whilst we must respect the decision taken earlier this year to press ahead with the Harrogate Station Gateway project, I welcome the news that there is going to be further consultation, in particular providing more information on the traffic modelling which was a highly contentious element of the scheme.
“I’m also interested in the materials being used, and how the area in front of Victoria Shopping Centre will look.”

Businesses are concerned about work on James Street taking place in the Christmas shopping period.
Mr Battersby responded by saying:
“Any date for the start of work on the project will be subject to feedback from the forthcoming consultation and submission of the business case to the West Yorkshire Combined Authority to secure the funding.
“However, we would ensure that work would avoid the Christmas period, and before work began we would develop a construction management plan, which we would share with businesses.”
Mr Battersby added the council intended to provide further information on traffic levels and traffic flows, in addition to statutory consultation on the formal traffic regulation orders, which would be required to carry out the changes on James Street and Station Parade.
The Harrogate scheme forms part of a wider £42m funding bid that also includes projects in Selby and Skipton that would support a shift towards more sustainable travel, such as walking, cycling and public transport.

Harrogate’s potholes worse than Cairo
Might I suggest that North Yorkshire County Council either furthers its skills in excavation or takes classes in road repairs.
I return from Cairo, Egypt regularly to visit my home town and many of the roads are a disgrace. St Mark’s Avenue, to name but one. I dare say many are in far worse states than the roads here in Egypt, and ours are bad.
I have watched St Mark’s Ave become like a major dig for some Harrogate archaeological treasure.
Please direct money, repairing many of the roads, to keep cars from becoming premature jalopies and saving the elderly from accidents who will then need emergency repairs, while crossing treacherous roads.
Harrogate should be beautiful and well kept, everywhere.

Harrogate needs flexible travel choices
I write this as someone who visits old friends in Harrogate regularly, with a flexible approach to travel choices, since I might ‘step off a train’ at Skipton, Kirkstall Forge, York or Leeds, and then get a bus, train or cycle (there’s a neat connection option Headingly-Kirkstall Forge this way – less good uphill though).
So to hear the rumblings about loss of late and early trains with Northern makes me wish that there was scope for a formal deal with the 36 and Transdev’s Harrogate Buses. As a more flexible traveller, I’ve done this mix & match a few times, when an event in Leeds ended in the evening ‘hole’ in the train service, or after the last train.
So Alex, (boss at Starbeck) how might the deal work, no handy train, eg with a through ticket for an early Leeds-London service or similar, then show your rail ticket and pay £1 to use the 36? Some might even switch for more trips?
Of course the deal might work even better with a public bike hire scheme in Leeds and Harrogate – less than five minutes on a bike gets you from Leeds Bus Station to Leeds City Rail Station, and two-wheels in Harrogate on a bad day is practically immune to traffic jams, or allows me to cut over from Bilton to Starbeck with the ‘short cut’ to catch a train for York (and its cheaper too with fares pricing).
From a bike you’d be shocked at what you’ll see drivers doing as you ride past – I saw an estate agent doing paperwork on a clip board balanced on the steering wheel as she slowly drove along in the queue and mobile phone use is as bad as it ever was, despite the more severe penalties
So instead of Northern also having the expense of running a separate bus (or several?) for those trains, work with the local bus service, and perhaps an eight-seater to deal with stations just too far away from the bus route (perhaps Pannal-Headingley?) and the smaller number of passengers for those connections?
I last owned a car 46 years ago, but for nearly five years have been able to drive a near-new electric car whenever I need to, but in that time my total spending on ‘motoring’ has been less than £200, and the wide choice of other options isn’t coloured by that ton or two of 4-wheeled indulgence that I’m paying for 24/7, but the surveys show sits idle for over 22 hours in every 24, easily costing £12-£20 per day in finance, insurance, servicing, depreciation.
Many poorer households have worked out that it’s cheaper to get a taxi to get home with their weekly shopping, and use buses (less than £2 per day unlimited travel with a bus pass) where they have worked out exactly how to get around with. Its an even better deal once you’re old enough for a bus pass, and drive a lot less.

Boroughbridge Road Blues
I’d like to raise some issues about the impact of traffic on Boroughbridge Road, here in Knaresborough.
I am a resident and very concerned about the impact of heavy vehicles and speeding traffic. Vehicles regularly exceed the speed limit and the size of some vehicles using the road means walking on the pavement is not a great experience and our house regularly shakes as vehicles pass.
I’ve raised these concerns with the highways authority, the police commissioner and my local Harrogate councillors.
I’ve suggested among other things: bigger speed signs, vehicle activated signs, repeater signs, more road markings and a review of weight limits.
It’s fair to say I haven’t made much progress with the the bodies responsible for traffic and speeding. The county council and the police both mainly referred me to the other body. The county council didn’t respond to the weight limit issue.
I appreciate resources are limited but I think it’s high time something was done to address a blight on the lives of our community. My suggestions wouldn’t cost a great deal, especially when considered against the cost of the negative impact the current situation has on peoples’ well being.
I see also it’s recently been an issue in the election material we’re getting through the door, so maybe now is the time to apply pressure on prospective candidates in the forthcoming elections and demand some clear commitments on what they would do in the new council.
All that’s in the future though, what I’d really like to see is some action now!

Council got it wrong with Otley Road cycle path
It seems North Yorkshire County Council has got it wrong again with the Otley Road cycle path. Cycle paths and pedestrians should be kept separate! Also spending millions for a minority is ridiculous. I am sure if council tax payers had been asked, it would have been a resounding no.
This is the second time they have made a mess of Otley Road. Several years ago they decided to put bollards in the centre of the road. The result was that buses and lorries were unable to pass.
Another moronic idea was when they changed the road priority in Burn Bridge so that vehicles coming from the left had right of way.

Long-awaited Otley Road cycle lane opens to safety concerns
The first phase of the much-anticipated cycle lane on Otley Road in Harrogate was completed today amid safety fears by a cycling campaign group.
North Yorkshire County Council has now completed the initial stretch from Harlow Moor Road to Arthurs Avenue. It is the first of three phases on Otley Road.
However, the junction with Harlow Moor Road has given Harrogate District Cycle Action group cause for concern.
Kevin Douglas, chairman of HDCA, told the Stray Ferret the cycle route was a “step forward” overall but the junction failed to meet safety standards:
“We can see that they have widened the junction for cars. It is great news for drivers but that was not the point of the scheme.
“In its current form I do not think it meets the minimum safety standards.
“The council is planning to widen the path at the junction by using land owned by Yorkshire Water which would improve the situation but until then it is too narrow.
“Overall I see this as a step forward. The sooner we have cycle lanes that connect houses on the edges of town with the town centre the better.”

North Yorkshire County Council has been working closely with Mr Douglas and other local cycling groups as part of the consultation process.
Much of the route is shared with pedestrians.
Cllr Don Mackenzie, executive member for access, told the Stray Ferret:
“There has been some criticism about the fact that it is shared access with pedestrians and cyclists, but that has always been part of the design.
“I have had many conversations with Mr Douglas. He is concerned about the pinch point at the Harlow Moor Road junction but we are going to resolve the issue. It’s a fair assessment.

Construction of the second phase, from Cold Bath Road to Beech Grove, is due to start in April. There is still no timescale for phase three, which will connect to Cardale Park.
Mr Mackenzie also raised the prospect of eventually extending the cycle lane to Beckwithshaw. He told the Stray Ferret it would likely receive funding due to the number of housing planned for the area. Developers, as part of planning consent, would be expected to fund the route.
