Is Harrogate’s Cold Bath Road getting busier?

The debate over whether walking and cycling schemes push traffic elsewhere in Harrogate has intensified over the last 12 months.

North Yorkshire County Council has implemented road closures, introduced a low traffic neighbourhood on Beech Grove and started work on a multi-million pound cycle route on Otley Road.

All of this is part of a push to get people out of their cars and on foot or to pick up a bike, the council says.

But some of the measures, such as Beech Grove, have proved contentious and led to petitions calling for them to be removed.

One of the most frequent criticisms of the county council is that these measures push traffic elsewhere.

This week, the Stray Ferret was told that the council’s cycling agenda has led to traffic building up on Cold Bath Road and made it unsafe for schoolchildren.

‘It’s no busier’

The closure of through traffic on Beech Grove is designed to link with the upcoming Otley Road cycle route, which started construction on its first phase this month.

According to the county council’s own figures, around three cyclists an hour use the LTN. However, campaigners argue that it is much more than that.

Some have gone as far as to sit on Beech Grove counting cyclists passing through themselves and reported 17 within an hour.

But critics say the by-product of the measure is the shifting of traffic elsewhere, namely onto Cold Bath Road.

The Stray Ferret went out to the road to check if it was busier.

Cars pulled into nearby streets as children waited patiently on the corner and other drivers tried to the negotiate the newly closed Valley Drive, which no longer allows entry from Cold Bath Road.

However, one business owner told the Stray Ferret that it was “not busier than usual” and it would have been noticeable had it been.

The sentiment, though, is not echoed by Western Primary School headteacher, Tim Broad.

Mr Broad told the Stray Ferret that the road was busier due to Beech Grove and the Otley Road construction.

He said:

“I don’t feel that our children are as vulnerable now since the covid guidance has changed and we are no longer using our playground gate as an exit. 

“Drop off and collection are safer in that respect but obviously the busier the road, the bigger the threat to children.”

‘No increase’ in traffic, says highways boss

Much of the criticism for the introduction of these schemes comes back to the inbox of Cllr Don Mackenzie, executive county councillor for highways.

As is the case with politics, someone has to be accountable for proposals which affect peoples’ lives.

Cllr Mackenzie has faced down emails and petitions from residents who no longer want the LTN because they say it makes Harrogate busier for traffic.

We put the concerns to Cllr Mackenzie over the increase in traffic on Cold Bath Road.

But, he said the authority had not seen any issues with traffic as a result of the measures brought in. Cllr Mackenzie said the highways department monitored traffic regularly.

Cllr Mackenzie said:

“Cold Bath Road is a very busy road and there is a lot going on there. We are mounting the traffic levels and we are seeing no increase.”

He added that a report on consultation responses into Beech Grove over the last six months is due to be published “in the coming weeks”.

Anti-cycling attitudes have turned Harrogate into a car park

As a Byron Walk Mews resident, I had no problem at all with the small numbers of school pupils and town centre workers and visitors who used this path, which is wide enough to safely accommodate both pedestrians and cyclists.

Councillor Sam Gibbs presumably prefers them to take their chances in the traffic on the A61 or Victoria Road.

A similar anti-cycling attitude, plus complete ignorance of our taxation system, is shown by county councillor Stuart Parsons in the separate report about cyclists annoying motorists by using our roads. Apparently he believes they are “not road taxpayers while using it for their cycles”.

Councillor:
1. There is no such thing as road tax. It was abolished in 1937.
2. Cyclists pay general taxation, which funds the roads, just like everyone else.
3. Motorists (who include most cyclists) pay vehicle excise duty, based on the level of pollution they generate, hence a zero rate for electric cars. It has nothing to do with road maintenance.

No doubt these councillors believe there are votes to be had in attacking cycling. Sadly, such attitudes have helped Harrogate town centre become a giant car park choked with traffic. They show no understanding of the town’s potential for a healthier, safer and quieter future.

Paddling pool closed too soon

It is a shame that the paddling pool in the children’s play area at Borrage Green in Ripon has been emptied of water.

Surely, the council could have maintained its use for a little longer, especially while the early evenings are still light and children can enjoy the outdoors.

Cycle count is a pointless publicity stunt

Mr Margolis is fooling no one with his publicity stunt on Beech Grove. He says his survey of a couple of hours of observation, picked by himself, ‘proves’ that Beech Grove low traffic neighbourhood is working well. The other day I observed Beech Grove low traffic neighbourhood and didn’t see a single cyclist.

By his logic that “proves” nobody is using it and therefore a complete failure! Did he, by any chance, find out how many of those he did observe would have been going along Beech Grove anyway?

I walk along Beech Grove and don’t see a ‘transformation’, other than many more U-turns.

There’s no change for pedestrians as we walked on the pavement before and still do. Like North Yorkshire County Council, which uses the results of un-scientific, self-appointed surveys filled in by a minority of enthusiasts to ‘prove’ what people want, once again we have misleading information trying to prove a point. Is that the best they can do?

Beech Grove closure to remain in place, despite petition objecting

Harrogate’s low traffic neighbourhood on Beech Grove will remain in place, despite a 770-signature petition calling for it to be removed being lodged.

Councillors on North Yorkshire County Council’s Harrogate and Knaresborough Area Committee heard the petition today, which was set up by Harrogate Residents’ Association.

It called for the planters, which the county council put in place to encourage walking and cycling, to be removed from both Beech Grove and Lancaster Road junction.

However, councillors voted to keep the scheme in place on the grounds that the council had committed to improving cycling and walking infrastructure in Harrogate town centre.

Cllr Don Mackenzie, executive county councillor for access, said that the measure was a small part of a wider scheme.

He said:

“The Beech Grove LTN is a very modest step to what this area constituency committee asked officers to do. 

“Namely, to introduce a better system of walking and cycling in Harrogate town centre and also to encourage people out of their cars onto their feet and public transport.”

He added that the scheme was “under constant review” and had a maximum term to be in place until August 2022.

‘Lack of consultation’

Anna McIntee and Lucy Gardner, of Harrogate Residents Association, told the committee that the county council had “failed to consult the community” on the scheme.

They added that the council was “reactive and not proactive” when engaging with people.

Mrs McIntee said:

“The priority [for consultation] should have been the residents on Lancaster Road and Beech Grove and the many residents who do not really use social media.”

But, Kevin Douglas, chair of Harrogate District Cycle Action, said that the scheme had “transformed the experience of cycling” in the town and had a benefit for pedestrians, such as dog walkers.

He added that the scheme would become part of a wider cycle network and help connect Otley Road to Victoria Avenue.

Councillors on the committee voted to note the petition, but continue with the experimental scheme until its conclusion next year.

Council to debate petition to lift Harrogate’s Beech Grove closure

A 770-signature petition calling for Harrogate’s first low traffic neighbourhood to be removed is to be debated by councillors this week.

Members of North Yorkshire County Council’s Harrogate and Knaresborough area constituency committee will meet on Thursday to discuss the traffic restrictions.

They were introduced in February and have proved popular with pedestrians and cyclists but caused complaints from some locals.

The trial restrictions have seen planters placed on Beech Grove to stop through traffic and create quieter streets where residents feel safer walking and cycling.

It has made getting around the area by car more difficult and that is the idea behind it – to decrease car use.

David Pickering is one of the 770 residents who have signed the petition against the restrictions, which he said have only made traffic worse on surrounding streets.

He said: 

“I continue to be surprised by the enthusiasm of North Yorkshire County Council and Harrogate Borough Council to spend taxpayers’ money on projects which are universally unpopular with local residents.

“It is all very well for public sector employees to sit around examining ways of maintaining budgets and tinkering with local roads to divert traffic when it has no material impact whatsoever on their personal lives.

“But on the ground it will concentrate traffic down certain roads.

“Anyone with a modicum of common sense would be able to work out that it will just concentrate traffic on Cold Bath Road and Queens Road.

“I just don’t see the point of the initiative.”

The low traffic neighbourhood was introduced by highways authority North Yorkshire County Council and received the strong backing of Harrogate Borough Council.

Last month, the county council ended a public consultation on the restrictions ahead of a decision on whether to extend the 18-month trial, make the road changes permanent or scrap them altogether.

Barriers on Victoria Road

Last month the county council also announced plans to introduce a one-way traffic filter on nearby Victoria Road in another trial to improve road safety and encourage cycling and walking.

These restrictions will be trialled from this month and involve erecting a barrier to prevent vehicles from leaving to join Otley Road.

Mr Pickering said many residents were also against these plans, which he fears will make traffic “unbearable” on nearby Queens Road and Cold Bath Road.

The county council was contacted for comment but did not respond by the time of publication.

Around three cyclists an hour using Harrogate’s new low traffic neighbourhood

Around three cyclists an hour are using Harrogate’s new low traffic neighbourhood initiative on Beech Grove, figures obtained by the Stray Ferret reveal.

North Yorkshire County Council closed Beech Grove to through traffic in February, initially on a six-month trial. It later extended the trial to 18 months.

The council said the move would encourage cycling and walking on the road, which runs alongside the Stray but the move angered some residents and motorists.

Following a freedom of information request, North Yorkshire County Council has released the results of five surveys that counted the number of cyclists using the low traffic neighbourhood over a 24-hour period across two weeks.

Surveys took place in August 2020, April 2021, May/June 2021, June 2021 and July 2021. The surveys divided Beech Grove into three sections — north, mid and south.

The busiest month was in April 2021, when an average of three to four cyclists an hour were recorded using the road. In August 2020, before the road closed to through traffic, between one and two cyclists an hour were recorded.

The most recent survey was undertaken in July, when two cyclists an hour were counted.

The council said in a statement it expected the number of cyclists to increase once the Otley Road cycle scheme was finished and the initial data should not be used to judge whether the low traffic neighbourhood has been a success. Work on the Otley Road cycle route is due to start on September 20 and take up to 10 weeks.

“It should be stressed however, that given the Otley Road cycle scheme is not yet under construction, the usage is also not as it would be expected to be once the Otley Road scheme (and the town centre Victoria Avenue/ Station Parade schemes) is constructed offering further improved cycling and walking facilities and therefore an even greater incentive for residents/ motorists to leave their motor vehicles at home for shorter journeys.

“Therefore, these figures are not being used as sole data to consider whether the experimental order is a success. Impact upon neighbouring road network, local resident support and more are all being used to consider whether the scheme be retained.”

The response

Kevin Douglas, chair of Harrogate District Cycle Action told the Stray Ferret the figures were “pretty good” and that numbers would increase when the Otley Road cycle route was in use.

He said:

“Those people who say no cyclists are using Beech Grove are wrong.

“The fact that the Otley Road cycle route isn’t in place and the Victoria Road scheme isn’t in place means that this key link is working in isolation so I think the numbers relate to those confident of cycling on busy roads.

“The real test should be when those two key pieces of the network are in place.

“However, the LTN must remain in place until the work on the two schemes are completed.”

Anna McIntee, co-founder of Harrogate Residents Association, which has launched a petition against the closure, which received over 600 signatures. She told the Stray Ferret the figures show that the low traffic neighbourhood has not increased cycling.

“The numbers of cyclists have not risen substantially or exponentially the longer the scheme has been in place.

“If a day is counted as 24 hours then it seems the maximum number of cyclists recorded gives less than four per hour.

“Plus, do the figures include the same cyclists’ return trips? In which case the figures could probably be halved.

“All the disruption this low traffic neighbourhood has caused to residents doesn’t seem worthy of the small increase in cyclists.”

 

Victoria Road one-way scheme will stop ‘rat run’, says cycle group

Changes to make Victoria Road one-way will stop a “rat run” and improve safety for cyclists using the Otley Road Cycle Route, according to Harrogate District Cycle Action.

North Yorkshire County Council will next month begin an 18-month trial to boost active travel on the road by stopping cars from using it to enter Otley Road. It will place a barrier at the junction and one-way only and no entry signs will be installed.

Some local residents who will be affected by the scheme criticised it  last week.

Kevin Douglas, chairman of HDCA, told the Stray Ferret the nearby Beech Grove Low Traffic Neighbourhood has displaced traffic onto Victoria Road creating a ‘rat run’ which is why the move is needed.

He said it will also ensure a safer route for cyclists using Otley Road.

“The idea of these things is they settle down and there is less traffic, it’s to stop rat-running.”

Mr Douglas said he is looking forward to the various active schemes such as Victoria Avenue and Station Gateway being completed as it will eventually create a safe link for cyclists into the town from Harlow Hill. However, he said he was “frustrated” at the speed NYCC is taking to implement them.

He said:

“It looks like they are doing it bit by bit and it’s piecemeal.

“When we get the other schemes youll have access from Cardale Park to town. That’s what people want. But it’s taking a long time and it’s a frustration for us.”

A petition signed by over 600 people was presented to NYCC this week against the Beech Grove LTR.

Mr Douglas said the public needs to get behind active travel schemes in order to reduce carbon emissions.

He added:

“The aim of these schemes is to get people to use alternatives [to cars]. If every time people say they want it somewhere else, where are you going to do them? 

“I dont know where people think we will get a reduction in carbon usage if we don’t do schemes like this.”

Beech Grove closure: County council receives 600-signature petition

North Yorkshire County Council officials are to investigate a low traffic neighbourhood scheme on Beech Grove after a 600-signature petition was handed in to the authority.

Residents have raised concern that the closure to through traffic on the road and Lancaster Road is inconvenient, pushes traffic elsewhere and that very little notice was given over the decision.

A consultation on the scheme closed this past weekend, but it will remain in place as a trial until August 2022.

However, the county council is now set to investigate and debate the matter after 655 people signed a petition calling for the scheme to be scrapped.

In response, the county council said:

“The matter has been referred to the council’s highways service for investigation. They will contact the petitioner directly. 

“As over 500 signatures have been received, the petitioner is also able under the council petition scheme to attend a meeting of the Harrogate and Knaresborough Area Constituency Committee and have the matter debated.”

Anna McIntee, a Harrogate resident and co-founder of the Harrogate Residents’ Association, launched the petition after she believed the scheme only pushed traffic elsewhere in the town.

She told the Stray Ferret:

“The changes to Beech Grove and Lancaster Road affect the day to day lives of so many residents and locals, who use this road and surrounding the area. Many people rely on their cars.

“We need to see the data that cycling has increased since the trial LTN introduction in February of this year.

“Grant Shapps said himself ‘’I’ve set out tough new conditions to ensure these schemes are properly consulted on and that evidence of this is shown before schemes are rolled out. Plus monitoring reports are submitted after the schemes open to clearly show how they have been modified based on local feedback.’’.

However, Cllr Don Mackenzie, executive county councillor for access, said previously that the scheme had been successful in freeing up road space for up for cyclists and pedestrians.

He added that there was a “good chance” of the low traffic neighbourhood becoming permanent.

Cllr Mackenzie said:

“Its been successful. There’s been views in both directions but most residents have accepted it as a positive.

“I see it continuing after 18 months. It’s a part of town where we are making changes to sustainable travel. I can see the Low Traffic Neighbourhood remaining in place formally.”

The woman shaping the Harrogate district’s roads

Barely a day has passed in the Harrogate district this year without some sort of controversy about roads and transport schemes.

Roadworks on Skipton Road, new cycling initiatives, the Harrogate Station Gateway, low traffic neighbourhoods, a park and ride, low-traffic neighbourhoods, speed limits… the list goes on.

Everyone who uses roads seems to have an opinion on them and often they’re not very complimentary towards the highways authority, North Yorkshire County Council.

The chief flak taker is usually Don Mackenzie, the Conservative councillor for Harrogate Saltergate, who as the council’s executive member for access sets the policy. But it’s Melisa Burnham, area manager for the Harrogate district, who is effectively the head civil servant in charge of delivering it.

Ms Burnham, a former Ripon Grammar School pupil, has day-to-day oversight of 1,100 miles of road in the district. The junction improvements at Bond End in Knaresborough in 2018 is among the projects she helped complete. Does she wince when she reads some of the more brutal comments directed at Cllr Mackenzie?

“Very much so. I’ve worked with Don for a number of years and I know he has the best interests at heart.

“A person said to me in Harrogate the other day: ‘You must have thick skin because all you hear are complaints’. They can get quite personal.

“Sometimes we don’t always get it right but we do strive to deliver the best service we can.”

Ms Burnham, who studied geography at Hull University, oversees a capital budget of £7.7 million, of which £2.5 million is being spent on surface dressing 200 sites this year. Leeds Road’s four-week resurfacing cost £800,000 and involved cleaning 105 gullies.

She’s also in charge of gritting from October to April. There are 13 priority routes in the district, including the A59 and the A61. The A1 is Highways England‘s responsibility.

Most criticism, she says, is due to a lack of knowledge. The guy sat in the van apparently doing nothing at roadworks is probably operating the traffic lights, she says, and just because someone doesn’t see gritters doesn’t mean they aren’t operating. Highways officers hold two briefings a day in winter to decide whether to activate the fleet of 13 gritters. Ms Burnham says:

“Sometimes people just don’t have the knowledge and information. The more you can share information with them and the more you can inform people, maybe they complain less.”

There have been plenty of complaints this year about specific projects, not least the biggest one: the £10.9 million Harrogate Station Gateway. The scheme, which aims to transform town centre travel by encouraging cycling and walking and reducing traffic, has upset some businesses that fear the proposals to reduce Station Parade to one lane and pedestrianise part of James Street could damage trade.

Ms Burnham says she wasn’t surprised by the reaction and adds the council has been “listening to both sides about their concerns” and is confident of a “positive outcome for the town”.

Cycling schemes

She acknowledges the Otley Road cycle route has had a “lot of problems” due to delays caused by the exchange of Stray land, utility works and covid but is confident work will finally begin in October.

The county council secured £715,000 funding for three other cycling improvement schemes on Oatlands Drive in Harrogate, Victoria Avenue in Harrogate and the A59 Knaresborough Road but the consultation generated such fierce opposition to the Oatlands initiative from residents in the nearby Saints area that it didn’t proceed.

But change to Oatlands is still very much on the agenda. Ms Burnham says a feasibility report at the end of August will consider measures to ease congestion. She says:

“We recognised we needed to take a step back.

“The feasibility study will look at the options. Residents parking was a key issue — that has been a historic problem in the area, especially with the hospital and schools.”

The £215,000 allocated for Oatlands has been diverted to the other two schemes although it seems the funky cyclops junction mooted for the junction of Victoria Avenue and Station Parade to totally separate cyclists from traffic won’t happen. Ms Burnham says it was just one option and there “might be something similar” instead.

She seems cool on the Pannal park and ride idea, saying further details should be available in a couple of months. She insists it’s still on the table but adds “it has to work financially for the bus service too”.

Low-traffic neighbourhoods

Low-traffic neighbourhoods, which reduce motor vehicles in residential areas, have been another bugbear.

An experimental order was introduced on Harrogate’s Beech Grove in February, which closed the route to through traffic. The move took many people by surprise and some cars were driven across the Stray by motorists determined to keep using the route as a cut through between West Park and Otley Road.

Ms Burnham says reaction was “mixed”

“There was some positive and that sometimes gets lost in the media and social media.”

The experimental order was extended from 6 months to 18 months before decision is made on whether to close the road permanently to through traffic — why? Ms Burnham says it was to allow more time to see how the initiative ties in with other schemes, such as the Otley Road and Victoria Avenue cycling projects.

She says it’s exciting to see a network of connecting cycle routes emerge in Harrogate.

But a Bilton low traffic neighbourhood, suggested this year, is off the agenda, at least until autumn next year. Ms Burnham says the council wants to assess Beech Grove before considering any other low-traffic neighbourhoods.

No more roadworks than usual

She insists that, contrary to popular belief, there are currently no more roadworks than usual.

Harrogate, she says, often has more roadworks than other parts of the county because it is an urban area, adding:

“There’s also a lot of development taking place and because of that a lot of road works need to happen.”

Ms Burnham says the council tries to stipulate that work takes place between 9.30am to 3.30pm on key routes and can insist on night works “when it’s reasonable”.

As for permits to carry out roadworks being extended, and traffic lights lasting for months, which happened on Skipton Road in Harrogate, she says:

“It’s difficult when a company comes to you and says ‘we need to do more work’. Sometimes they do find issues on site.”

Female role model

Ms Burnham, a mother of two young girls who enjoys camping and walking, is one of two women out of 11 senior officers in the highways senior management team. She lives in Northallerton.

The county council workforce is 76 per cent female but highways remains male-dominated. She says:

“Some people still have a surprised reaction when I tell them my job title. That said, we are certainly seeing a positive increase in women into the service. I now have four females in my team.”

Ms Burnham worked for Harrogate Borough Council for four years from 2005, during which she helped deliver the Nidderdale Greenway scheme.

She joined North Yorkshire County Council in 2009 and was a senior engineer in the special projects team and a lead officer in the transport and development team before moving to her current position in 2018.

More than anywhere else in North Yorkshire, the Harrogate district presents both rural and urban transport challenges. She says:

“Harrogate is just that little bit more demanding in terms of its urban nature and popularity of events.”

Harrogate’s Army Foundation College saves young people

I used to work at the Army Foundation College in Harrogate. People need educating on what takes place there. Some of these children don’t have great home lives, some want to make a career for themselves and do them and their families proud.
Education there is fab and does the world of good for the students that hated school and gives them a second chance. They leave there and go to phase two. Not one of them would go from there to a war zone!
I’m so glad people saw sense and kept it going as some of the junior soldiers may have gone down the wrong path without being able to join up. It creates a sense of achievement being able to join up at a young age, the proof is in the amount that join and stay in.
It’s a college with extra fitness and a little more discipline, what’s wrong with that?

Network Rail has questions to answer about tree felling

Your journalist reports that ‘some trees have been felled’ at Hornbeam Park. As a Harrogate resident living on Tewit Well Road, I want to report that all the trees have been felled. Tell it as it is, please.

We now have a situation where residents are having to prevent some of the young people of Harrogate putting themselves at risk and using this newly cleared area for their own purposes. When the line had mature trees, we may have the occasional leaf on the line, but we certainly didn’t have youngsters jumping over to sunbath, party etc.

I’m afraid Network Rail has a lot to answer for here. A poor ecological management decision has left local residents policing an area that was once a mature habitat for local wildlife.

Who was the ecologist who advised Network Rail? Are they not accountable for the habitat decimation that we have been left with? How can they say anything other than recovery will take years? Is Network Rail pleased with the result?’

Questions that need answering about Beech Grove

As a resident and local business owner of 11 years, I and many others strongly believe the Low Traffic Neighbourhood experiment on Beech Grove creates more congestion, longer car journey times and increased carbon emissions on surrounding roads.

Otley Road currently has major road works and the planned 20-week cycle lane construction will cause further disruption and congestion.

There are many unanswered questions for North Yorkshire County Council:

  1. What is the overall aim of this Low Traffic Neighbourhood?
  2. In the latest council meeting we were told that the cycling groups are being consulted to make these decisions. Why are the cycling groups being consulted and the residents and businesses, who pay taxes and rates, not consulted?
  3. How do you measure success or failure?
  4. What data are you collecting and where from?
  5. Which company are you using to analyse this?
  6. Did you count how many cyclists and motorists use the roads, before you closed them?
  7. Is information collected during the same months of the year, so you can directly compare activity in all seasons and weather?
  8. Is it the best time to do this during a lockdown?
  9. Why did NYCC approve all the housing developments, each with 2-3 cars, when 84% of people expressed that Harrogate was congested in the 2019 survey?
  10.  What’s the projection of people who will swap their cars for bikes and what is this based on?
  11. Far more people walk than cycle and yet the pavements are shocking, they are left for months after the Autumn leaves fall without being cleared and go untreated in ice and snow. How does this encourage people to walk?
  12. Where is the evidence that there is an appetite for more cycling?

I have spoken to many residents and businesses and cars are critical for the school run, appointments, visiting relatives, holidays, tourism but, most importantly, to access businesses.

Cars are the lifeblood of many businesses and thousands of jobs depend on them. Banning them cannot be the only solution.

Why is government spending so much on roads?

Why does this article about cuts to rural roadworks contrast that with the funding provided for the Station Gateway and active travel schemes?
It looks to me like it’s deliberately giving the impression that the former is being sacrificed in order to pay for the latter, which is completely untrue. The two things have nothing to do with each other.
I suggest it would be altogether more relevant to point out the government is spending over £27 billion on new roads, which will increase car use, development, destruction of the countryside and pollution (to which electric cars are at best a partial solution) while allowing our existing road network to fall into an ever worse state of disrepair.

Beech Grove traffic closure trial could be extended to 18 months

The six-month experimental closure of Beech Grove in Harrogate to through traffic could be extended to 18 months.

North Yorkshire County Council said when the experimental order came into force last month it would be a trial for six months.

But the council’s highways boss confirmed today it has the power to extend the trial from six months to 18 months, meaning it would end in August 2022 rather than August 2021.

Cllr Don Mackenzie, executive member for access at the county council, told the Stray Ferret:

“The experimental traffic regulation order enables us to keep the closure in place for 18 months.

“We are assessing the impact all of the time. If it proves to be highly unpopular then it could still end after six months.

“However, just based on the communication I have received, there has been a big response but I would say that it is mainly positive.

“Those who have complained often say that it is just moving traffic elsewhere in the town.

“But those who are positive say they enjoying how it helps them to walk and cycle more.”

When the order began, some motorists avoided the newly-installed planters by driving on the Stray.

The tyre tracks on the Stray prompted the council to erect a road sign to act as a road block and warning to drivers.
